Make the repository the source of truth: document a concise policy, commit formatter and linter configuration, give developers shared editor defaults, and run the same checks locally and in CI. Require the CI checks to pass before merging, while reserving human review for decisions tools cannot make. For a legacy codebase, introduce the policy without burying functional changes under unrelated formatting diffs.

What should the team standardize?

Start with the conventions already in use and any language or framework guide the project has adopted. A style guide can explain intent, but a document alone cannot reliably apply rules; put checkable conventions into repository configuration and runnable commands. Google’s collection of language-specific style guides says consistent style makes a large codebase easier to understand. Those guides are references, not a universal standard every team must adopt.

Keep the policy concise and distinguish mandatory checks from guidance that reviewers may interpret. Name who can approve an exception and how that exception should be recorded. Prefer a small set of rules that can be applied consistently over a long list of subjective preferences.

Which tools do what?

Formatter versus linter

A formatter handles presentation; Prettier, for example, parses code and reprints it according to its rules. A linter checks diagnostics and rules that formatting does not cover, such as project-specific restrictions. ESLint’s getting-started guide demonstrates running its CLI against files and directories. They have different jobs: do not treat a linter as a universal formatter or assume either tool supports every language.

Editor settings are not enforcement

An .editorconfig file can share basic settings across editors and IDEs when compatible integrations are available. It helps align day-to-day editing, but not every editor loads the same extension. Keep repository scripts as the authoritative checks so local editor preferences cannot silently redefine the project standard.

How do you implement the policy?

  1. Choose the rules. Base them on established project conventions and an adopted language or framework guide. Identify which rules are mandatory, which are advisory, and who can approve exceptions.
  2. Commit configuration and commands. Add formatter and linter configuration, dependency versions or a lockfile, and repository commands such as format, format:check, and lint. Those command names are examples, not required labels; the important point is that developers and CI invoke the same committed configuration. Prettier documents its parse-and-reprint approach and supported formats at its documentation.
  3. Align editor defaults. Add an .editorconfig file and tell contributors which integrations are available. Treat the integration as early feedback, not as a substitute for repository checks.
  4. Add local hooks. Configure a pre-commit hook to run suitable checks on staged files and stop the commit when they fail. The pre-commit documentation also describes pre-commit run --all-files for CI use. Keep hook checks fast enough to run frequently.
  5. Repeat checks in CI. Run the repository’s checks centrally so contributors who do not install or who bypass local hooks are still covered. In GitHub, configure the protected branch to require the chosen status checks before merge; GitHub documents these alongside other protected-branch controls. Explain what each check runs, how to reproduce it locally, and what failure means.

Local hooks provide feedback near the commit; CI provides a central repeatable check; a required status check makes success a merge condition. A failing check should point contributors to a reproducible command and a useful explanation, rather than leaving them with an unexplained red build. GitHub’s protected-branch documentation describes the trade-off between loose and strict requirements for branches to be up to date.

How should a legacy codebase adopt the rules?

Avoid mixing a wholesale reformat with unrelated behavioral work. For existing files, either apply the rules when ordinary changes touch them or schedule a separate cleanup with a bounded scope. Keeping formatting churn apart from functional changes makes review intent easier to see.

Google’s JavaScript style guide advises against opportunistic style changes that obscure a change and notes the churn trade-off of broad reformatting. That guide is marked as no longer updated and recommends migration to TypeScript; use it here only for those process principles, not as current JavaScript tooling advice. How do you keep enforcement useful?

  • Review rules that generate frequent false positives or little practical value instead of asking contributors to memorize workarounds.
  • Document an exception path and assign an owner for configuration and tool changes.
  • Revisit the policy when the language version, framework, or codebase changes.
  • Keep checks explainable and reproducible locally; a rule nobody can diagnose will create friction without clarifying the intended standard.
