It is a broad term in everyday technical writing: a web service might use SOAP and WSDL, follow REST principles, or use another interface design. It does not automatically mean that an API must use SOAP, XML, or WSDL.
What is a web service?
The W3C Web Services Architecture Working Group defines a web service as “a software system designed to support interoperable machine-to-machine interaction over a network.” In practical terms, one program makes a request or sends a message through an interface, and another system processes it and may return a response. The interface gives the systems a shared way to communicate without requiring them to share the same internal code.
For example, an online store might ask a separate service for a shipping estimate. The store sends information in the format the service expects; the service returns a result that the store can display. The exact interface and message rules depend on how that service was designed.
Service versus agent: the capability and the software that provides it
In the W3C architecture, a service is the abstract capability—the functionality available to other systems. A service agent is the concrete software or hardware that implements that capability and sends or receives messages. A client interacts with the agent through the interface; it does not need to know how the agent performs the work internally.

This distinction helps explain why a service is not necessarily one particular program or machine. The capability is what the interface promises; the agent is the implementation that fulfills that promise.
What does “web service” mean in different contexts?
The phrase has a broad everyday meaning and a narrower historical standards meaning. In general technical writing, it commonly refers to software interfaces used for networked, system-to-system interaction. The W3C Web Services Glossary took a more specific approach in its 2004 definition: it described a software system with an interface specified in machine-processable WSDL and interactions prescribed through SOAP messages, typically conveyed over HTTP with XML serialization.

That glossary definition describes the scope of the W3C Web Services work; it is not a universal requirement for every modern web API. A service can be called a web service in ordinary usage without using SOAP, XML, or WSDL. For the broader usage, NIST’s glossary also describes a web service as a software system supporting interoperable machine-to-machine interaction over a network: NIST CSRC glossary: web service.
SOAP, WSDL, and transport: how the pieces fit
SOAP defines message conventions
SOAP specifies conventions for the format and processing of messages. It does not, by itself, mean that the messages must travel over one particular network protocol.

A binding carries SOAP over a protocol
A SOAP binding defines how SOAP messages are carried over an underlying protocol. HTTP is a common example, but the W3C glossary also gives a TCP stream as an example. This is why it is useful to distinguish the message rules from the transport used to move the message.
WSDL describes an interface
WSDL is a machine-processable language for describing a web-service interface. In the W3C’s scoped definition, it helps specify how other systems are to interact with a service. WSDL is central to that older SOAP-oriented definition, but it is not a prerequisite for every service called a web service today.

The W3C Web Services Glossary (2004) states its scoped definition this way: “A Web service is a software system designed to support interoperable machine-to-machine interaction over a network. It has an interface described in a machine-processable format (specifically WSDL). Other systems interact with the Web service in a manner prescribed by its description using SOAP-messages, typically conveyed using HTTP with an XML serialization in conjunction with other Web-related standards.” Read it as a definition for that W3C standards context, not as a rule that all network APIs must follow. REST is an architectural style, not a message format equivalent to SOAP. REST-style interaction centers on resources and their representations, using a uniform set of stateless operations. A client works with representations of resources rather than relying solely on a service-specific list of arbitrary operations. The W3C architecture contrasts this resource-oriented approach with services that expose operation-focused interfaces.

These labels are not absolute opposites. The W3C architecture notes that SOAP 1.2 can be used in a REST-consistent way or in a way that is not REST-consistent. When evaluating an actual service, look at its interface and interaction constraints rather than assuming that a product must fit neatly into one exclusive category.
What should you consider when choosing or evaluating a service?
- What does the interface expose? Determine whether clients work with resources and uniform operations or invoke service-specific operations.
- What interaction rules must clients follow? Check how messages are structured, what the service expects, and whether interactions are stateless.
- How are messages carried? Separate the message format from the transport or binding; one does not automatically dictate the other.
- What does the use case require? Choose based on the interface, interoperability needs, and constraints of the systems involved—not on the assumption that one label is always superior.
Security depends on the system and its risks
A web service’s security needs depend on the threats and risks involved. Relevant concerns include the host system, the application, network infrastructure, identity and access controls, and any intermediaries that process messages. The W3C architecture discusses topics such as authentication, role-based access control, distributed policy enforcement, and message-layer concerns, while emphasizing that security choices involve risk and cost.
That historical architecture document is useful for understanding the range of issues, but it does not establish current configuration guidance. Do not treat it as a prescription for present-day libraries, cipher settings, authentication schemes, or deployment practices.
