A football transfer is a sequence of negotiations, checks and registration steps—not a single agreement. A fee agreed between clubs does not by itself mean the player has signed employment terms, completed any required checks, been registered by the relevant association or become eligible to play. The exact process depends on whether the move is domestic or international, the country and competition, and how far the deal has progressed.
Why do football transfers sometimes take so long?
Several separate parties and requirements may be involved. The selling and buying clubs settle and document the transfer terms; the player and new club agree employment terms; the clubs may need to address medical information; and the relevant association or league checks the registration documents. International moves can add FIFA’s Transfer Matching System (TMS), international clearance and, where applicable, destination-country work eligibility.
These steps do not always happen in a simple line. Some can proceed in parallel, while an unresolved term, missing document or request for clarification can hold up completion. There is no reliable universal average duration: the requirements differ by transfer and jurisdiction, and a delay alone does not show that negotiations have failed.

A reported or agreed fee describes the club-to-club part of a deal; it does not establish that every other term is settled. The transfer agreement must be documented, and the player and new club must separately agree the employment contract. Registration paperwork also has to satisfy the rules that apply to the destination club.

Some transfers may involve additional training-reward obligations under FIFA rules. Training compensation and solidarity contributions apply in defined circumstances, depending on the player’s registration history; they are not payments required in every transfer. What does “subject to a medical” mean?
It means the deal remains contingent, in some way, on medical assessment or related due diligence. A club may need to assess medical information before it decides how to proceed, but there is no single universal protocol or standard length of time established for every transfer. Nor does a delay or lack of public detail prove that a player has failed a medical.

For Premier League registered contract players, league rules require medical examinations. When a transfer is being negotiated, the registering club must provide medical records to a prospective club on request if the player consents. Why does registration take time after a deal is announced?
Registration is an administrative decision distinct from an announcement or agreement between clubs. In the Premier League, the league reviews submitted paperwork and tells the club whether the player is registered or whether it needs further material. The league lists the player’s contract and transfer agreement among the documents that may be required; permission to work in the UK and international clearance may also be needed, depending on the case. In an international transfer between clubs in different associations, clubs and associations use FIFA’s online TMS to process the move. Access is limited to registered club and association users. TMS standardizes parts of the process; it does not make a transfer automatic or replace national registration, international clearance or destination-country requirements. Why do transfer windows and deadlines differ?
“Transfer window” is common shorthand for an association’s official registration period. FIFA says each member association defines the registration periods for its professional men’s and women’s football, so dates vary by association and season. A deal agreed near a deadline may still require documents to be submitted and accepted under the rules in force locally. Whether a player can be registered after a window closes depends on the applicable rules and any permitted procedure—not simply on when the clubs say they reached an agreement.
Can a player sign after the transfer deadline?
It depends on the country, competition, type of move and stage of the paperwork. In the Premier League, a deal sheet can give clubs additional time to submit remaining paperwork after the domestic window deadline when a deal has been reached. Signing, registration and eligibility to play are separate milestones. Premier League Rule U.23 sets a document deadline tied to the player’s first intended League match: duly completed registration documents are generally due by noon on the last working day before that match. Where applicable, an international transfer certificate and evidence of UK employment eligibility may arrive later, but must be received before the player can play in a League match. An international transfer certificate (ITC) is part of the clearance process for a player moving between associations. For an overseas move into the Premier League, international clearance may be among the registration requirements, and an applicable ITC must be received before the player is eligible to play in a League match. The requirement depends on the transfer; it is not an extra step for every domestic move.
What to check when a particular transfer is delayed
- Domestic or international: A move across associations can require TMS processing and international clearance.
- Terms or paperwork: A fee agreement is not the same as completed transfer documents, an agreed player contract or accepted registration paperwork.
- Medical status: Do not infer a failed medical from silence or delay; only rely on what the clubs or other credible sources have confirmed.
- Window and match deadline: Check the relevant association’s dates and the competition’s separate eligibility rules.
- Work eligibility: Permission to work may be required in the destination country, depending on the player and jurisdiction.
- Training rewards: Registration history can create additional payment steps in qualifying cases, but not in every transfer.
FIFA lists a revised edition of its Regulations on the Status and Transfer of Players for January 2027, announced on 10 June 2026.
