Then lower one graphics setting or the resolution and repeat. A heavily loaded game thread, low GPU activity, and little FPS improvement together make a CPU limit more plausible—but no single utilization reading proves it.
Run a repeatable test
- Choose one game and scene. Use the game’s built-in benchmark if available, or replay a consistent route or encounter. Keep graphics settings the same between runs and close background tasks—or leave them unchanged—so they do not distort the comparison. Intel recommends using in-game benchmarks to examine FPS and frame times, alongside synthetic tests where relevant: Intel’s CPU benchmark guidance.
- Open Task Manager. Press Ctrl+Shift+Esc, select the Performance tab, then CPU. Right-click the graph and choose Change graph to > Logical processors. Watch the individual graphs during the chosen scene, not just the overall CPU percentage. Windows labels can vary by version.
- Watch GPU activity at the same time. Use an available Windows or graphics-card-vendor metric. Note the scene, settings, CPU behavior, GPU activity, and the observed FPS. CPU activity higher than GPU activity can be a clue, but it is not a diagnosis on its own; Intel frames it as one possible bottleneck pattern in its guidance on high CPU usage and low GPU usage.
- Record delivery, not just the average. Note average FPS and, if the game or monitoring tool provides them, lows and frame-time data. Frame time is the interval between frames; inconsistent intervals can feel like stutter even when average FPS appears adequate. See Intel’s explanation of game benchmarking and frame times.
- Change one graphics workload factor. Lower resolution or one demanding graphics setting, then replay the same scene. Avoid changing several settings at once: the aim is to see whether reducing GPU work changes performance.
- Repeat the comparison. A single run can be affected by changing gameplay or background activity. If the pattern does not recur, treat it as inconclusive rather than an upgrade signal.
Interpret the clues together
A CPU limit becomes more plausible when
- A game-critical logical processor or small group of processors is heavily occupied while overall CPU use is moderate.
- GPU activity is comparatively low during the same demanding scene.
- Reducing resolution or graphics workload produces little FPS improvement, and the scene still misses your target.
- The same pattern repeats under the same conditions.
This is a reasoned diagnosis from comparative testing, not a universal threshold established by the cited sources. A CPU limit is specific to the game, scene, settings, and frame-rate goal: a processor may constrain a busy multiplayer scene or a high-FPS target without limiting a quieter scene or a lower target. Intel defines a bottleneck as a component limiting the potential of other hardware, and notes that hardware age or tier alone does not determine whether one exists.
A GPU limit is more plausible when
FPS rises substantially after lowering resolution or graphics workload. That result suggests the GPU was an important constraint in that particular test. It does not rule out a CPU limit under different settings or in another scene.
Why total CPU percentage can mislead
Many games depend on work concentrated on one thread or a few threads. On a system with multiple logical processors, one busy processor can appear as only a fraction of total CPU utilization, so a moderate overall percentage does not rule out a CPU-side limit. Conversely, high total utilization does not prove that the game’s critical work is limiting FPS: background applications, drivers, and other threads may contribute. Microsoft’s CPU analysis guidance focuses on the critical path and distinguishes direct CPU use from thread interference.

Why low GPU activity is not proof
Low GPU activity can coincide with a CPU limit, but the reading alone does not identify the cause. Check the same scene’s frame times, per-logical-processor activity, and response to a controlled graphics-setting change. Intel recommends examining CPU, GPU, and graphics API metrics—and using a trace or frame capture when needed—in its Graphics Performance Analyzers documentation.
Choose the right level of diagnosis
For a practical consumer check
Task Manager’s logical-processor graphs, a repeatable game scene, and the game’s own benchmark are enough to make a useful first comparison. You do not need every core at 100%, nor a specialized profiler, to decide whether a CPU limit is plausible.

For a difficult frame-time problem
Intel Graphics Performance Analyzers can expose CPU, GPU, and graphics API metrics and support trace or frame analysis. For deeper CPU timing questions, Microsoft’s PIX timing-capture tutorial, published in February 2024, describes investigating dependencies between threads. This path is aimed more at developers or technically experienced users than at a basic upgrade check.
Microsoft’s Performance Monitor documentation describes system-level processor and system counters. Its general Windows troubleshooting guidance says continuous CPU utilization above 85% indicates a system CPU bottleneck; that is not a gaming-specific cutoff and should not be applied as a rule for deciding whether a game is CPU-limited.

Use the result to guide an upgrade decision
Compare the performance you actually want with what the same scene delivers: target frame rate, average and low FPS, frame-time consistency, per-logical-processor activity, GPU behavior, and resolution or graphics workload. If you compare processors, weigh real-world performance in your games alongside synthetic CPU benchmarks rather than relying on a single benchmark score, as Intel’s benchmark guidance advises. A repeatable CPU-side pattern in a game and scene that matter to you is more useful evidence for an upgrade than a PC-wide bottleneck label.
