If Claude Code cannot start a cloud session or cannot see your GitHub repository, first identify whether the problem is account eligibility or organization policy, GitHub authorization, or cloud provisioning. Reconnecting GitHub will not fix an account restriction, and changing account settings will not grant access to a private repository.

A cloud session runs on cloud infrastructure rather than on your computer. It is different from Remote Control, which connects another device to a local CLI session. Anthropic’s documentation, reviewed October 4, 2026, lists cloud sessions for Pro, Max, and Team plans, and for Enterprise users with premium seats or Chat + Claude Code seats; an organization can disable the feature by policy. Anthropic’s cloud-session guide describes the supported setup paths.

Start by identifying the kind of failure

Use the symptom to choose the right branch before reconnecting services or changing permissions.

Symptom Most relevant checks
Cloud option is unavailable or an organization-disabled message appears Plan or Enterprise seat eligibility, then organization policy.
Session setup mentions organization UUID, API-key access, or the session picker fails to load Claude account login and authentication method.
A repository is missing from the picker Which GitHub connection route was used and whether it can reach that repository.
“Session creation failed” or provisioning hangs Cloud service status and provisioning, followed by repository reachability.

Anthropic’s general troubleshooting documentation covers Claude Code troubleshooting; match the error to the relevant section rather than assuming every failure is a GitHub problem.

Check account eligibility, login, and organization policy

Confirm the plan or Enterprise seat

Cloud sessions are listed for Pro, Max, and Team plans, and for Enterprise users with premium seats or Chat + Claude Code seats. Enterprise availability can also depend on an organization setting: if an administrator has disabled cloud sessions, an individual user cannot fix that by changing GitHub permissions. Ask an organization administrator to check the policy.

Use the Claude account login, not API-key-only authentication

CLI cloud workflows require the CLI to be signed in to the relevant claude.ai account. They do not work with API-key-only authentication or third-party model providers. If you see an “Unable to get organization UUID” or API-key-insufficient error, or the session picker will not load because the CLI has stale account state, run /login in Claude Code, sign in to the intended account, and retry. A third-party provider error is an authentication-path issue, not a reason to reconnect GitHub.

Choose the GitHub connection route that fits the repository

Claude Code documents two ways to make repositories available to cloud sessions. Their permissions differ, so diagnose a missing repository by identifying which route you used.

Connection route Repository reach Setup and feature considerations
Claude GitHub App Public repositories and private repositories where the app is installed. Authorize the app during web onboarding and install it on each private repository it needs to access. Projects and Auto-fix have app-installation requirements; Auto-fix is supported where the app is installed.
/web-setup token sharing Repositories available to the GitHub identity represented by the local gh CLI token. Run /web-setup in the terminal to send that token to the Claude account. In Team or Enterprise, the command may be hidden if the Quick web setup organization toggle is off; an Owner controls that toggle.

If a private repository is missing

  • For the GitHub App route: check that the Claude GitHub App is installed on the specific private repository.
  • For the /web-setup route: confirm the logged-in gh identity can see the repository and that setup completed for the Claude account you are using.
  • Check that the cloud session is being opened under the same account and organization associated with the connection.

Do not treat API-key authentication as a third GitHub connection option. It does not provide a supported way to use cloud sessions.

Separate provisioning failures from repository access failures

When a new session displays “Session creation failed” or remains stuck at provisioning, Anthropic says a virtual machine may not have been allocated. Follow this order:

  1. Check Claude service status for a cloud-session incident.
  2. If there is no relevant incident, retry after about a minute; provisioning capacity is allocated on demand.
  3. If the failure continues, verify that the selected GitHub connection can access the target repository.

A provisioning error is not, by itself, proof that repository authorization is broken. Conversely, a session that starts but cannot access the intended repository points back to the connection route and its permissions.

Know what files and Git state reach the cloud session

A CLI command such as claude --cloud normally starts a cloud VM that clones the current directory’s GitHub remote at the current branch. It does not transfer unpushed local commits. Push commits the task depends on before starting the session.

When Claude uses a repository bundle

If there is no GitHub remote, or the Claude GitHub App is not installed on the repository, Claude Code can use a local repository bundle instead. Set CCR_FORCE_BUNDLE=1 to request bundling even when a normal remote clone would otherwise be used. The repository must be a Git repository with at least one commit.

  • Bundles under 100 MB are supported. For larger repositories, Claude Code falls back to narrower representations, which can still fail.
  • Untracked files are not included. Stage files the session needs before starting.
  • On macOS, Linux, and WSL, uncommitted changes to files that look sensitive—such as .env, *.tfvars, id_rsa, and *.pem—are left on the local machine.
  • On native Windows, uncommitted changes to tracked files are uploaded as-is. Inspect staged and tracked changes before starting, especially if they contain secrets or credentials.
  • A bundle session can push results to GitHub only if the connected GitHub identity has push access.

These details matter because “repository access” can mean both permission to read the remote and which local changes are sent to the cloud. Do not assume every uncommitted secret is excluded on every platform.

Run diagnostics and check organization network constraints

Use the diagnostic that matches the failure

  • Run claude doctor from the shell if Claude Code cannot start. It reports read-only installation and settings diagnostics, including validation errors and warnings.
  • Run /doctor in a running session to check installation, settings, extensions, and context.
  • Run /mcp to check MCP server status.

Login loops and 403 errors belong with installation or login troubleshooting; settings that do not apply or MCP servers that do not load point to configuration debugging; API errors should be matched to the error reference. See Anthropic’s monitoring and diagnostics documentation.

Distinguish hosted from self-hosted networking

Anthropic-hosted cloud sessions make API calls from Anthropic-managed infrastructure. Sessions routed to a self-hosted environment use the organization’s network. Anthropic notes that organizations using Anthropic API IP allowlisting may see authentication failures for Anthropic-hosted cloud sessions unless those hosted services are exempted. Identify which environment is in use and involve the organization administrator if policy or network controls apply; changing a user’s local firewall is not an established fix for this case.

Understand the credential boundary

For Anthropic-hosted environments, the documentation says Git credentials and signing keys stay outside the sandbox, and Git operations pass through a proxy that authenticates on the session’s behalf with scoped credentials. A self-hosted environment supplies its own Git credentials and has its own isolation responsibilities. Those hosted-environment assurances should not be assumed for a self-hosted deployment.
