Neither AI agents nor traditional automation is universally better for engineering workflows. Use fixed automation when steps and success criteria are known and repeatability, speed, or predictable behavior matter. Consider an agent when a task is open-ended, depends on context, and requires choosing or revising actions across tools. In either case, set permissions and human review according to the consequences of failure.

How agents differ from traditional automation

Traditional automation follows steps specified in advance. It works well when a process has defined inputs, rules, and outcomes; it does not decide how to pursue a broad goal when circumstances change. Google Cloud contrasts these predefined scripts with agentic workflows, in which AI-driven systems reason, plan, and use external tools across multiple steps (Google Cloud’s overview of AI agents).

Anthropic defines an agent as “an AI model that directs its own processes and tool use when accomplishing a task—that is, deciding for itself how to achieve what users want, rather than following a fixed script.” An agent’s behavior depends on more than its model: it also depends on its instructions and guardrails, the tools it can use, and the environment and data it can access (Anthropic’s guide to building effective agents).

Agentic workflows can plan, act, receive feedback, and adapt to unexpected events. That flexibility comes with less predictable execution and added system complexity. A workflow that uses AI is not automatically an agent: if the model performs one step in a fixed sequence, the surrounding process can remain controlled and non-agentic.

Which approach fits the engineering task?

These are decision principles, not benchmark results: the sources reviewed do not establish that either approach produces better engineering outcomes overall. Google Cloud’s architecture guidance recommends weighing whether a task is open-ended or predefined, expected latency and performance, inference budget, and human involvement (Google Cloud’s agentic AI design-pattern guidance).

Build, deployment, and explicit checks

Build rules, deployment steps, predictable data transformations, and checks with clear pass/fail criteria are natural candidates for deterministic automation. Those examples apply the general distinction between predefined processes and adaptive ones; the cited sources do not report head-to-head tests of these specific engineering tasks. If a model helps with a step, keep the sequence fixed when that is sufficient.

Investigation and changing conditions

An agent may be worth considering when work requires gathering and interpreting context, selecting among tools or actions, or revising a plan. Make the decision at the workflow-stage level: IDE assistance, a CI/CD task, and coordination across a sprint have different needs and risks. Avoid calling an entire software lifecycle “agentic” when only one bounded part uses agent autonomy.

Compare costs, control, and failure modes before choosing

Use the following questions to compare approaches for one specific task. There is no universal scoring rubric in the cited guidance, so teams should decide which trade-offs matter for their own system.

  • Predictability: Are inputs, steps, and successful outcomes known in advance, or will the system need to interpret changing context?
  • Scope: How many steps and tools are involved, and does the workflow need to choose what to do next?
  • Latency and cost: What response time is acceptable, and what model inference and operational costs can the task justify?
  • Repeatability and diagnosis: Must each run behave consistently? Can failures be detected, explained, and reversed?
  • Permissions and approvals: What data and environments does the workflow need to access? Which actions require a person’s approval?
  • Audit requirements: What evidence must be recorded to explain the actions taken and investigate a failure?
  • Review burden: How much human effort will it take to verify the output or recover when the workflow goes wrong?

Agents can be useful for complex, multi-step work, but planning and tool use can add latency, inference expense, and oversight needs. AWS describes a sequential AI coding assistant at HERE Technologies as a vendor example chosen to prioritize consistency and quick responses; it is not an independent comparison proving one architecture is better in general (AWS’s HERE Technologies case study).

Manage reliability and security according to autonomy

More adaptive execution can be harder to follow than a linear workflow. The UK Government warns that agents may make poor decisions in rare or complex conditions, and that errors can compound across agents. Its guidance calls for testing expected and unexpected cases, maintaining audit trails, validating data, profiling models, and retesting when a model changes (UK Government AI Playbook: understand how AI works).

Anthropic cautions that an agent can misunderstand intent or take unintended actions, and that prompt injection may try to induce costly actions. A capable model alone is not enough: poorly configured instructions, overly permissive tools, or an exposed runtime environment can undermine the system.

AWS recommends clear ownership, boundaries on autonomous operations and data access, oversight proportionate to autonomy, identity and authorization controls, and audit trails that explain actions. For engineering workflows, teams can apply that guidance through narrow repository and environment permissions, approval gates for sensitive changes, and recorded tool activity. These controls reduce exposure; none guarantees safe behavior (AWS guidance on responsible agentic AI).

Set controls for the workflow stage

The AI4SDLC Working Group distinguishes an AI coding assistant in an IDE, an AI agent in CI/CD, and a multi-agent workflow across a sprint as separate governance contexts. Its guidance is calibrated to Department of War software work; its mission-critical requirements should not be treated as automatically applicable to every commercial team. Its central question is useful across contexts: “The question isn’t whether to automate: it’s where the human stays in the loop” (AI4SDLC Working Group’s software workflow playbook).

Match autonomy to the task’s impact. A workflow that drafts a suggestion for a developer can be governed differently from one that can change a repository, trigger a deployment, or access sensitive data. Define what the system may do, what requires approval, and how actions will be reviewed before expanding its permissions.

What the available evidence can—and cannot—show

The cited material offers architecture guidance, safety recommendations, and vendor-published examples. It does not provide an independent, directly comparable statistic showing that agents or traditional automation deliver better engineering outcomes. Customer-specific figures in vendor case studies should not be generalized into a claim of overall superiority.

The practical choice is therefore task-specific: keep predictable processes deterministic, use a fixed AI sequence when that provides the needed assistance with more control, and consider an agent where adaptation across steps is genuinely valuable. Validate the choice against the task’s cost, failure impact, and required oversight.
