Usually, a license plate reader identifies the vehicle—not the people inside it. Its cameras read a plate and log a sighting, typically with a time and location. A connected network can alert authorities when a vehicle of interest passes a camera and can later show recorded sightings. It does not continuously report a vehicle’s location between cameras like GPS.

What a license plate reader records

Automated license plate readers (ALPR, also called ANPR) use optical character recognition to interpret a plate image. A typical record can include the interpreted plate number, a plate photograph, a wider image of the vehicle, the camera identifier, coordinates, and the date and time. The U.S. Department of Justice Bureau of Justice Assistance’s policy template says retained LPR information does not itself include specific identification of individuals: LPR Policy Development Template.

The exact images and fields depend on the deployment. For example, Palo Alto describes fixed cameras aimed at rear plates that also record vehicle characteristics and a rear view: City of Palo Alto ALPR. The UK Home Office’s National ANPR Service assessment describes plate and overview images, some of which may show people, while noting that camera settings prioritize plate reading and significantly reduce image quality for people: National ANPR Service data protection impact assessment.

So there is no universal answer to whether an image includes occupants. Camera direction, framing, configuration, and local policy matter.

Can the cameras identify the driver or passengers?

A plate read is not an identification of whoever was driving or riding in the vehicle. As the UK Home Office assessment explains, identifying an individual requires referring to secondary data sources. An agency may use registration records or investigative records to associate a plate with a registered owner or a person of interest, but that association does not prove that person was in the car at the time.

Facial recognition is a separate capability, not an inherent part of reading a plate. Palo Alto says its ALPR system is not designed to capture occupants and does not use facial recognition. That describes Palo Alto’s system; it should not be generalized to every deployment. Whether people appear in images, and whether a system applies facial analysis, depends on the particular equipment and policy.

What “real-time tracking” means

Alerts when a vehicle passes a camera

Connected systems can compare a new read with records of vehicles of interest and issue an alert when there is a match. Police.uk describes the UK police process this way: “As a vehicle passes an ANPR camera, its registration number is read and instantly checked against database records of vehicles of interest.” That is a description of the UK system, not a guarantee about every ALPR network. The UK Home Office also describes operational alerts when a vehicle of interest passes a camera in the connected National ANPR Service.

An alert can be prompt when the camera, communications link, and matching system are connected and working. It means the vehicle was observed at that camera; it is not a live feed of the vehicle’s position everywhere.

Reconstructing a route from recorded sightings

Police.uk says ANPR records are stored for vehicles passing cameras, including vehicles that were not of interest when first recorded. Authorized searches can therefore reveal where a plate was detected over time and help reconstruct a route from those sightings. The gaps between cameras remain gaps: the records do not show every place the vehicle traveled between detections. What can be found depends on camera coverage, connectivity, matching, retention, and authorized access.

Retention and access vary by system

Retention periods and access rules are specific to the jurisdiction and system. The examples below illustrate that variation, not universal rules.

System Ordinary data retention Access and exceptions
Palo Alto fixed-camera ALPR Automatically purged after 30 days, unless a specific record is identified as relevant to a specific criminal investigation. Access is limited to trained staff with a legitimate law-enforcement need; queries are logged and audited. City of Palo Alto ALPR

How to compare two ALPR deployments

When evaluating what a particular system can see or do, look for its published policy and ask:

  • Are cameras fixed or mobile, and what direction and area do they image?
  • Does the record contain only plate data, or also vehicle details and wider images?
  • Are reads checked against local or shared vehicle-of-interest records, and how quickly can a match generate an alert?
  • Which agencies or systems can receive or search the data?
  • How long are routine reads kept, and what changes when a record is flagged for an investigation?
  • Who may search or export records, and are queries audited?
