Drone deliveries are regulated and must operate under aviation approvals and safety controls, but they are not risk-free. Federal sources identify possible collisions, injuries, property damage, noise and wildlife impacts; they do not establish the odds of harm to a particular person, pet or home. Safety depends on the aircraft, route, operating permissions and local conditions.

How are delivery drones regulated?

In the United States, the FAA says commercial small-package delivery generally requires Part 135 certification and airspace authorization. Flights beyond visual line of sight (BVLOS) also require an exemption or waiver. These approvals and operating controls are intended to manage aviation risks; they are not guarantees that an accident or nuisance cannot occur. Operators must also comply with applicable state and local requirements, involve communities, conduct environmental review when required and apply any mitigation identified for their operations. Permissions are not identical for every delivery service. Aircraft, airspace, routes, operating hours and waiver conditions can differ. FAA guidance for operations over people uses categories based on factors such as aircraft weight and construction, and the likely severity of injury if the aircraft makes contact. A route’s permission to operate over people therefore should not be taken to mean all routes have the same exposure or conditions. The FAA describes these categories in its Aeronautical Information Manual, Chapter 11.

How safe are delivery drones for people and other aircraft?

The FAA’s 2025 proposed BVLOS rulemaking identifies collisions with crewed aircraft, other unmanned aircraft and structures on the ground as hazards that could result in injury, death or property damage. This is a list of risk categories considered in a proposed rulemaking—not a measured accident rate or an estimate of an individual’s chance of being hurt. Operators seeking BVLOS waivers or exemptions must explain how they will detect and avoid other aircraft; approaches can include GPS, sensors and radar. The risk categories appear in the Federal Register proposed rule.

There are also limits to current collision-avoidance capabilities. In a February 2026 review, the U.S. Government Accountability Office said existing technologies do not enable two-way communication between drones and other aircraft, and recommended that the FAA plan further actions on communication and collision avoidance. That limitation does not mean every drone is flying without safeguards, but it does show why approvals and detect-and-avoid procedures should not be confused with a guarantee of collision-free operation. Can delivery drones damage a home or other property?

It is possible: the FAA’s proposed-rule analysis includes ground structures among potential collision hazards and identifies property damage as a possible consequence. But the sources cited here do not provide a rate of damage to houses, roofs, vehicles or other property from delivery operations. They therefore support neither a claim that such damage is common nor a promise that it cannot happen.

Can delivery drones hurt or frighten pets?

The FAA’s environmental reviews consider wildlife and may require mitigation, such as buffer zones around bald eagle nests. That addresses environmental impacts on wildlife; it does not quantify injury risk for domestic pets or establish how a particular animal will react to a drone passing overhead. Noise and overhead movement may affect individual animals differently, and the available sources do not provide a pet-specific risk estimate. What about noise and privacy?

Noise can be a real local concern even if it does not cross the threshold for a significant impact under the National Environmental Policy Act (NEPA). The FAA explicitly says operators should respond to public concerns about noise below that threshold, as described on its delivery-drone guidance page. The Associated Press reported residents’ noise and camera-privacy concerns in an August 2025 article; one respondent described the sound as “a giant nagging mosquito.” That is a reported individual reaction, not a measurement or representative survey. Privacy and noise impacts should therefore be assessed for the actual operation rather than inferred from one account.

What does an FAA environmental finding tell you?

The FAA’s environmental reviews are specific to proposed operations, including their aircraft, delivery areas, schedules and operating limits. The agency’s current page lists more than 20 environmental assessments for individual package-delivery proposals and one programmatic assessment. A finding of no significant impact (FONSI) means the evaluated action, within its reviewed scope, did not meet the applicable threshold for a significant environmental impact. It is not proof that no accident, nuisance or localized effect can occur, and it is not a blanket approval or comparative safety rating for every delivery route. How to check a delivery operation in your neighborhood

  1. Identify the operator and delivery hub. Confirm which company is operating and where its flights originate; do not assume a proposal is already operating.
  2. Find the FAA review for that location. Use the FAA’s public involvement and environmental review page to look for the operation’s scope and decision.
  3. Check the operating details. Look for the aircraft, delivery area, hours, expected flight frequency, permissions and any limits or mitigation. These details determine what a location-specific review actually covers.
  4. Ask the operator about practical safeguards. Request information on noise, complaint handling, detect-and-avoid procedures, and what happens after a lost link or emergency. The available FAA and GAO material does not establish one universal procedure for every operator.
  5. Report serious incidents through the appropriate channel. FAA Part 107 guidance includes reporting requirements for serious injury, loss of consciousness or property damage above $500 for operations to which Part 107 applies. That threshold must not be assumed to govern every Part 135 delivery operation; use the relevant FAA or NTSB reporting process for the incident and operation. FAA guidance is available in its Aeronautical Information Manual.

There is not enough comparable numerical incident data in these sources to conclude that drone delivery is safer or less safe than delivery by road. A fair comparison would need comparable data as well as the local route, flight frequency, aircraft and safety procedures.
