To evaluate a vendor’s FedRAMP authorization, verify the exact cloud service offering in the FedRAMP Marketplace, review its security package against your planned use, and then complete your agency’s own authorization decision. FedRAMP certification is reusable security evidence—not an agency authorization to operate (ATO) for your particular system.
Start with the agency’s planned use
FedRAMP scope depends on how a cloud service will be used. Define the planned use before judging a listing: the federal information involved, agency tenant and deployment model, features needed, integrations, and the agency system in which the service will operate. Only a federal agency can determine whether its use case falls within FedRAMP’s scope, as explained in FedRAMP’s guidance on using a certified cloud service.
- Will the service handle sensitive federal information?
- Will it require agency-specific administration or configuration?
- Must it integrate with enterprise identity, logging, or other security services?
- Will the service be used in a way that could be reused by multiple agencies?
Mixed or unclear answers call for agency security and acquisition review rather than an assumption that a vendor’s general FedRAMP claim settles the question.
Verify the exact Marketplace offering and its current status
Search the FedRAMP Marketplace by provider and offering, then inspect the specific record. A company may offer several services, versions, deployment options, or dependent services; a listing for one does not establish that another is covered. The Marketplace Quick Start Guide advises agencies to verify status before finalizing agreements.

Check the record’s service description and included services, certification class, authorization details, agency users, independent assessor, and annual assessment date. Confirm that the features and deployment model in your plan fit within the listed service boundary and package. Marketplace status can change, so recheck the record near contracting and during use.
Do not equate an “In Process” or initial implementation listing with certification. FedRAMP’s Marketplace listing guidance describes initial listings for providers preparing for certification, subject to requirements concerning intended use, progress, and assessment scheduling. Such a listing is not evidence that the offering is already certified.

Request the package and trace what it actually covers
Use the Marketplace record’s package request process to obtain the secure security package. For Rev5 materials, the FedRAMP Rev5 package guidance describes materials such as the package overview, security decision record, control implementation and inheritance information, assessment results and artifacts, secure configuration guidance, and ongoing certification data.
Read the evidence as a description of provider protections and their assessed scope—not as a blanket guarantee for every product or customer configuration. Trace the boundary across:

- Third-party resources, information flows, and dependencies that support the service.
- Components, integrations, or customer environments that sit outside the provider’s boundary.
- Controls operated by the provider, controls inherited from other services, and controls the customer must implement.
Use the secure configuration guide to identify settings the agency must apply. Compare the package’s known risks and corrective actions with the agency’s architecture and requirements; note where evidence is unclear or does not cover the intended use.
Assess evidence against your agency’s risk
Certification class is not a stand-alone risk verdict. The agency should compare the package with its information sensitivity, mission, system architecture, integrations, required configuration, control inheritance, current risks, monitoring needs, and risk tolerance. The provider’s authorization boundary and the agency system boundary are related but different: the package describes the offering, while the agency documents how it deploys, configures, integrates, and monitors that offering within its system.

When comparing candidate services, use the same criteria for each:
- Boundary and the features or deployment models actually covered.
- Current certification status and class.
- Independent assessment evidence, control implementation, and inherited controls.
- Agency responsibilities and the effort required for secure configuration.
- Known risks, corrective actions, and visibility into ongoing monitoring.
- Fit with the agency’s mission, architecture, and risk tolerance.
Make a separate agency authorization decision
FedRAMP does not grant agency ATOs. The agency authorizing official accepts risk for the agency system’s particular information, configuration, integrations, and control implementation. Use the package as reusable evidence, incorporate the service into the agency’s own authorization materials, and complete the applicable agency authorization before use. FedRAMP states this distinction in its guidance for agencies using certified cloud services.

That decision may require resolving package questions with the provider, documenting customer responsibilities, or addressing controls and risks specific to the agency deployment. Certification alone does not authorize an agency to place its information in a service.
Plan for continuing monitoring—and read status caveats
Authorization is not a one-time package review. Establish who will review certification reports, vulnerabilities, quarterly reviews, significant changes, and incident-related information, and how the agency will receive and escalate those updates. FedRAMP’s Rev5 guidance and continuous monitoring guidance describe the ongoing evidence that supports continued assurance. Set review timing according to the system’s risk and the agency’s monitoring process.
An “Authorized” Marketplace label may need context. FedRAMP explains that an offering can remain listed as Authorized after losing active agency customers if it continues required monitoring while seeking another ATO. In that circumstance, the listing will disclose that there is no federal monitoring oversight. Review the disclosure, conduct an independent review, and brief the agency’s risk decision-makers rather than treating the label alone as proof of current agency oversight; see the FedRAMP Help Center explanation, updated July 22, 2026.
