Built on the Snapdragon 7c Compute Platform, it offered a compact, low-cost way to validate software on Snapdragon-powered Windows PCs. Its price and availability are historical, not confirmation that the kit can still be bought.
What the 2021 Snapdragon Developer Kit was for
Qualcomm introduced the kit as a development machine for testing and optimizing applications across Snapdragon Windows PCs, from entry-level devices to premium systems. Its value was access to an Arm-based Windows environment for development—not a published performance benchmark or a promise that apps would run identically on every Snapdragon PC.
Qualcomm described using it to test native ARM32 and ARM64 applications, as well as partial application ports using Windows 11 ARM64EC. Its developer guidance covered native ARM64 tools, Visual Studio configuration, porting, walkthroughs and troubleshooting. See Qualcomm’s November 2021 announcement and its December 2021 developer article.

Do not confuse it with the 2024 Snapdragon X Elite kit
Qualcomm announced a separate Snapdragon Dev Kit for Windows in May 2024. That newer model used Snapdragon X Elite and targeted development for next-generation AI PCs; it was not a renamed or refreshed version of the 2021 Snapdragon 7c machine. Qualcomm’s announcement gave June 18, 2024 as its planned availability date, without making that the release history of the older kit. See Qualcomm’s 2024 announcement.
PCWorld later reported that Qualcomm canceled the 2024 X Elite kit and offered refunds to customers who had ordered it. That report concerns the 2024 product, not the 2021 kit. It is secondary reporting; the cited materials do not establish an official Qualcomm cancellation announcement. PCWorld’s October 21, 2024 report covers the later development.

Can developers get one now?
The 2021 price was announced in 2021, and the available product information does not verify present-day inventory or a current retail price. Treat listings or resale offers as separate transactions and check the seller, condition, return terms and Windows support before buying; the historical $219 announcement is not a current offer.
Developers who need current documentation and tools can start with Qualcomm’s Windows on Snapdragon developer ecosystem. That is a software and resource path, not a substitute hardware purchase. Microsoft’s Windows Dev Kit 2023 page says the device is no longer available for new purchases, so it should not be assumed to be a readily purchasable alternative.
