Follow your local evacuation order or advice first: leave promptly using the designated route. If no instruction to evacuate applies, decide based on flood exposure as well as wind. A sturdy home is not a safe shelter if storm surge or rising water could reach it or cut off your escape.
This is general U.S. guidance, not a substitute for local instructions. Evacuation zones, routes, transit assistance, and shelter openings vary by location and can change during a storm.
How to decide whether to evacuate or shelter
- Check current local instructions. If authorities order or advise evacuation, leave promptly and use designated routes. Do not take shortcuts or drive around barricades. Check your local emergency management agency for zone-specific information. Ready.gov’s hurricane guidance and FEMA’s hurricane guide direct residents to follow local officials.
- Consider flood exposure, not just wind. Storm surge and flooding can affect areas beyond the coast. If your property or access road is exposed to rising water, move to higher ground before water arrives; do not wait until it blocks your route. Never walk, swim, or drive through floodwater. Ready.gov warns that six inches of fast-moving water can knock a person down and one foot can sweep a vehicle away; the page’s publication year is not established. Its guidance puts it plainly: “Turn Around. Don’t Drown!” Ready.gov flood safety guidance.
- If staying is appropriate, choose a suitable shelter location. Use a sturdy building and stay away from windows and doors. A designated storm shelter or interior room without windows is preferable where available. Choose the lowest level that is not likely to flood. - Account for household needs and isolation. Staying can mean losing power or water and being unable to leave for several days if roads become impassable. Plan for several days of food and water, medication, charging methods, and individual needs such as mobility, medical equipment, and pet care. - Keep receiving official information. Monitor local alerts and official weather updates, including the Emergency Alert System (EAS), NOAA Weather Radio, or local alerting systems. The FEMA app page, updated October 29, 2024, says the app can provide National Weather Service alerts for up to five locations and help find nearby shelters. Check current app details and confirm a shelter’s status locally; availability can change during an event.
Compare the risks that matter for your household
When no local instruction settles the decision, use these factors together rather than treating them as a numerical risk score. They do not replace emergency officials’ directions.

Prepare for either decision
- Know your evacuation zone, local routes, and how to get transport or other assistance if needed.
- Keep several days of food and water, essential medications, charging options, and important documents protected and accessible.
- Use alerts and official weather information to reassess as conditions change; a shelter’s availability and a route’s safety can change during the event.
- If using a generator, keep it outdoors at least 20 feet from doors, windows, and vents, as FEMA advises in its August 2024 hurricane hazard sheet.
