Huawei’s 60,000 figure was an announced target—not a verified count of people who completed advanced training by 2025. The figure referred to the high-tech portion of a wider plan to train 300,000 Pakistani youth; another 240,000 were allocated basic IT skills training. The available official reporting does not confirm that the 60,000 target was met.

What did Huawei’s 60,000 target cover?

In a May 14, 2025 announcement, Pakistan’s Ministry of Federal Education and Professional Training (MoFEPT) said Huawei planned to train 300,000 Pakistani youth. The proposed allocation was 60,000 trainees in high-tech subjects and 240,000 in basic IT skills. The advanced subjects named were artificial intelligence (AI), cloud computing, cybersecurity and big data. These figures describe planned training, not confirmed completions. The plan had been described in earlier announcements. In September 2024, the Press Information Department identified the National Vocational and Technical Training Commission (NAVTTC) as an implementation partner under the Prime Minister’s Youth Skill Development Programme. In March 2025, Pakistan Radio reported that online training was planned for 300,000 and that 20,315 students had been trained by that point, according to an update given at a review meeting. Who was included in the May 2025 MoU?

The May 14 agreement between MoFEPT and Huawei Technologies Pakistan focused on students under the Federal Directorate of Education (FDE) in Islamabad. It also described outreach in Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB). The announcement said the school-focused component aimed to equip 146,367 students using more than 1,300 labs across the regions, and that summer camps starting in June 2025 would initially target 50,000 students. Those school-focused figures are part of the described MoU component. The announcement does not explain how they were accounted for against the wider 300,000-person plan, so they should not be added to that total as though they were separate trainees.

Did Huawei train 60,000 Pakistanis by 2025?

The sources available here do not establish that 60,000 people completed advanced training by the end of 2025. Pakistan Radio reported on March 27, 2025 that completion of the 300,000-person plan was expected by year-end, while repeating the 60,000 advanced and 240,000 basic allocation. Earlier progress figures are also snapshots with different dates and reporting contexts. Pakistan Radio reported 17,000 students trained on January 3, 2025, citing a minister’s statement; on March 9 it reported 20,315, based on information presented at a review meeting. Neither figure specifies how many trainees completed one of the four advanced subjects, and the two reports do not provide a consistent cumulative series. What later reporting confirms—and what it does not

Islamabad school certifications

On September 30, 2026, the Press Information Department reported that named Islamabad public-school students had completed Huawei Summer ICT Training Program certifications under the Prime Minister’s ICT training initiative. The announcement confirms training and certification activity, but it does not give a cumulative national total or say that 60,000 advanced trainees completed the program. NAVTTC-Huawei certification pathway

NAVTTC’s planning page reports results for a related certification pathway in advanced cloud computing, AI and solution architecture. It lists 2,000 Batch-I trainees, 1,762 exam appearances and 1,436 certifications. NAVTTC also reports a 67% overall employment rate, 88% placement within six months, and average monthly income of PKR 87,298 among employed graduates. Its page says a 4,000-person Batch-II was approved in June 2026. These are figures for the NAVTTC-Huawei pathway as reported by NAVTTC—not totals for the wider 60,000 advanced-training target. How to read the headline figures

  • 60,000: The announced allocation for high-tech training, not a substantiated completion count.
  • 300,000: The overall announced target for Pakistani youth, combining the high-tech and basic-skills allocations.
  • 20,315 and 17,000: Date-stamped reported progress snapshots; neither identifies advanced-course completions.
  • Later certificates and pathway metrics: Evidence of related training activity, but not proof that the 60,000 target was achieved.
