Report bullying to a trusted school adult—such as a teacher, counselor, or principal—or use the reporting channel named in the school or district policy. Ask how to make the report formal in writing, request confirmation that it was received, and find out who will follow up and when. Keep a factual record of incidents and preserve relevant messages if practical.

How do I report bullying at school?

  1. Choose a school reporting channel. Tell a teacher, counselor, principal, or another trusted adult, or use the channel listed in the school or district’s bullying policy. Ask whether the school requires a form or written statement and request confirmation that it received your report. Reporting routes differ by school and district. StopBullying.gov’s reporting guidance recommends contacting a school official and checking the school’s reporting process.
  2. Describe what happened in concrete terms. Note dates, times, locations, what was said or done, who was present, and whether there are messages or other records. Explain any immediate safety concern. These details can help the school assess the report; there is no single federal form or evidence checklist for every bullying report.
  3. Ask what happens while the report is reviewed. Find out who is handling it, what steps may help keep the student safe, when you should expect an update, and how to report another incident or retaliation. The appropriate response depends on the circumstances and applicable school policy.
  4. Keep communicating through the policy’s escalation route. If you do not receive a response or the response does not address the concern, contact the principal or district office and consult the written bullying or grievance policy. For possible discrimination covered by federal civil-rights laws, a complaint to the Department of Education’s Office for Civil Rights (OCR) may also be an option.

For a useful record, keep a dated account and save relevant messages or other records. Share information with the school through its requested channel, and ask how to submit any additional material.

What happens after I report bullying?

The school should follow its applicable policy and assess the reported conduct. Depending on the situation, staff may gather information, speak with students or witnesses, assess safety, and decide what response the policy calls for. The steps and the information shared with a family vary by local policy and the facts of the case.

If the report raises possible discriminatory harassment within federal civil-rights protections, the standard is different from an ordinary bullying-policy concern. The Department of Education’s OCR guidance on harassment and bullying, last reviewed January 15, 2026, says: “When a school knows or reasonably should know of possible harassment, it must take immediate and appropriate steps to investigate or otherwise determine what occurred.” If an investigation finds that discriminatory harassment or bullying created a hostile environment, the school must take prompt and effective steps reasonably calculated to end the conduct, eliminate the hostile environment, prevent recurrence, and, as appropriate, remedy its effects.

Families can ask what the school found and what steps directly concern their child. Student-record privacy may limit what the school can disclose about another student’s discipline.

How long does a school have to investigate bullying?

There is no single nationwide investigation deadline for every school bullying report in the reviewed federal guidance. State law and district policy may set deadlines for reporting, investigating, giving notice, or appealing. Check the policy that applies to the student’s school, and ask the person handling the report what timeline they expect.

For possible discriminatory harassment, federal guidance requires an immediate and appropriate response when the school knows or reasonably should know of the possible harassment, but the cited guidance does not give one universal number of days for every case.

When can bullying be reported to the Department of Education?

Bullying may raise a federal civil-rights issue when it is based on a protected characteristic and is serious enough to deny or limit a student’s ability to participate in or benefit from the school program. OCR identifies protections involving race, color, national origin, sex, and disability. Whether a particular situation meets the legal standard depends on its facts; not every bullying incident is within OCR’s jurisdiction.

Anyone may file an OCR complaint, including a person or organization acting on someone else’s behalf, subject to applicable consent requirements. The ordinary filing period is 180 calendar days from the last alleged discriminatory act. Department guidance also says a complainant generally is not required by law to use the school’s grievance process first. If the complainant uses that process and also files with OCR, the OCR complaint must be filed within 60 days after that process concludes. Consult OCR’s current complaint instructions and complaint form before acting; the agency’s pages were last reviewed August 26, 2025, and January 20, 2026, respectively.

School report or OCR complaint: which route fits?

Feature School or district report OCR complaint
Issue addressed Concerns covered by the school or district bullying policy; local rules determine the process. Alleged discrimination within OCR’s civil-rights jurisdiction.
Who handles it School or district officials under the applicable policy. OCR, a federal civil-rights fact-finder.
Timing Deadlines, if any, depend on state law and local policy. Ordinarily, file within 180 calendar days of the last alleged discriminatory act; when the school grievance process is also used, the complaint must be filed within 60 days after it concludes.
Possible process The school may gather information, assess safety, and apply its policy. OCR may review evidence, interview people, conduct site visits, pursue mediation or another resolution approach, investigate, or defer while a comparable grievance process addresses the allegations.
What a family may learn You can ask about findings and steps concerning your child; privacy rules may limit disclosure about another student’s discipline. OCR’s process concerns whether discrimination occurred; an OCR filing does not guarantee a particular finding or disciplinary result.

What if the school does nothing?

If you do not get a response, or the response does not address the concern, document your follow-up and use the school’s or district’s escalation route. Contact the principal or district office, refer to the written bullying or grievance policy, and ask for the process and timeline that apply. If the concern involves alleged discrimination within OCR’s jurisdiction, consider the separate OCR route and verify its filing instructions and deadlines.

OCR describes itself as a neutral fact-finder. Its complaint process can include review, interviews, site visits, mediation or another resolution approach, investigation, or deferral while a comparable grievance process is addressing the allegations. Filing does not by itself establish that discrimination occurred or determine what discipline a school should impose. See OCR’s questions and answers about the complaint process, last reviewed August 26, 2025.
