The right workers’ compensation claims system depends on who administers the claim and which work the software must handle. Compare products against your operating model and end-to-end claim scenarios—not a list of feature labels. A carrier, public agency, self-insured employer, and third-party administrator may need different jurisdiction rules, integrations, and workflows.

Start by identifying the kind of system you need

“Workers’ compensation claims software” can describe products with very different buyers and responsibilities. Before comparing features, decide whether you need an insurer claims platform, a government program system, employer or TPA claims administration software, a clinical case-management service, or a narrower tool that supports one part of intake. Law-firm matter-management products are another distinct category; a claims platform is not automatically a fit for managing a firm’s legal matters.

  • Insurers may need claims workflows alongside policy management and insurer operations.
  • Public agencies may need processes specific to government programs and their reporting or compensation decisions.
  • Self-insured employers, risk pools, and TPAs may need configurable claims administration, employer-facing workflows, and connections to their finance, HR, payroll, or service partners.
  • Organizations focused on care coordination should establish whether they need a core claims system, clinical case-management services, or both.

Vendor descriptions illustrate these differences: Guidewire positions its offering for single-line and multi-line insurers; Tyler Technologies describes government workers’ compensation program processes; Origami Risk names insurers, MGAs, program administrators, risk pools, and TPAs; and Workpartners describes a managed service that may complement software rather than serve as a software-only alternative.

Compare features across the claim lifecycle

Build the comparison around the work your organization actually owns. For each applicable stage, ask the vendor to demonstrate a representative claim from intake through closure, including exceptions and handoffs.

Intake, first report, triage, and assignment

Check supported intake channels, configurable fields, duplicate detection, and how submitted information becomes a claim record. Determine whether employers, claimants, brokers, or other parties can submit reports, and whether severity or complexity can route work to the appropriate team. Guidewire describes automated first report of injury (FROI) workflows. Terra says its system captures incident details through online forms, email, and phone, then supports prioritization and assignment. These are vendor descriptions; test your own claim types and submission paths.

Workflow, tasks, documents, and communication

Inspect configurable claim states, adjuster diaries and reminders, approvals, escalations, document search and indexing, correspondence, claimant and employer communications, and audit history. Terra describes customizable workflows, automated emails, diaries and texts, and indexed documents. In a demonstration, ask the vendor to show a late task, a reopened claim, a record correction, and a litigation hold so you can see how responsibility and history are tracked.

Jurisdiction rules, forms, and reporting

Workers’ compensation requirements vary by state and program. Identify every jurisdiction and claim type in scope, then verify benefit calculations, average weekly wage (AWW) calculations, current forms and correspondence, EDI submissions, federal-program steps where applicable, and required reporting. Ask who maintains rule changes, how updates are tested, and how the system records the version or decision applied to a claim.

Origami Risk’s product sheet describes state-statute AWW and indemnity-benefit calculations, EDI, state and federal forms, CMS Section 111 reporting, and OSHA reporting. Guidewire describes indemnity-calculation guidance according to jurisdictional requirements. Tyler’s government page refers to OWCP findings and compensation processes. These advertised capabilities do not establish that a specific configuration is current or correct for your program; have vendors execute scenarios for each required jurisdiction and claim type.

Medical management and return to work

For buyers responsible for care coordination, compare provider-network support, medical bill review and pharmacy benefit integrations, treatment or utilization management, work-status tracking, return-to-work planning, and case-manager handoffs. Guidewire describes treatment-plan and provider coordination and return-to-work strategies. Origami Risk says it offers integrated Official Disability Guidelines (ODG) evidence-based treatment best practices and integrations with medical bill review and pharmacy benefit managers. Clarify licensing, clinical governance, data flows, and which services are delivered by the software vendor versus a partner.

Reserves, benefits, payments, settlement, and litigation

Confirm that the platform supports your financial authorities and controls: reserve workflows, indemnity calculations, medical and expense payments, payment reconciliation, settlement approvals and records, litigation deadlines and counsel coordination, and claim closure. Guidewire describes reserves, jurisdictional indemnity guidance, and automated medical and expense payments. Terra describes electronic-payment and paper-check integrations, settlement negotiation, and litigation management. Test approval limits, accounting interfaces, audit trails, and how changed decisions are handled.

Reporting and workers’ compensation claims analytics

Request demonstrations of operational reports such as inventory, claim age, overdue tasks, and adjuster caseload; financial reporting such as reserves, paid, and incurred amounts; and outcomes, loss runs, injury trends, adjuster performance, and executive dashboards. Terra describes role-based dashboards, real-time reporting, and Power BI integration. Workpartners describes standard and custom reports, loss runs, injury trends, adjuster performance, and real-time claim viewing for authorized users.

Do not stop at the sample dashboard. Verify refresh intervals, filters, exports, role-based access, metric definitions, drill-down to source claims, and whether results can be reproduced from underlying data.

Integrations, data access, and architecture

List the systems the claims platform must exchange information with: policy administration, payroll, HR, identity management, finance, payments, documents, analytics, medical bill review, pharmacy benefit managers, and government reporting systems as applicable. For each connection, establish whether it is a maintained connector, API, file exchange, or manual process. Test direction of data flow, latency, field mapping, error handling, reconciliation, and ownership of future changes.

Terra advertises an open API and policy, CRM, financial, and payment integrations. Origami Risk lists predictive models, medical bill review, pharmacy benefit managers, and other workers’ compensation tools. Those descriptions suggest questions for a technical evaluation; they do not confirm compatibility with your systems or the depth of a specific integration.

Assess providers by fit, not by a universal ranking

The products and services below occupy different parts of the market. Their descriptions are based on provider materials, not an independent feature test.

These are vendor-presented figures, not category-wide results. Request the original case study, measurement period, baseline, sample, methodology, and permission to reproduce before relying on them.

Require evidence for security, implementation, and cost

Security, privacy, and auditability

Workers’ compensation records can include sensitive employment, medical, and financial information. Request current independent assurance reports and their scope; evidence for role and tenant isolation, identity controls, encryption in transit and at rest, audit logging, backups and recovery, breach response, data retention and deletion, hosting geography, subcontractors, and contractual responsibilities. General security language—or a displayed badge without supporting documentation—does not establish a particular control set or certification. The product materials reviewed do not substantiate a comparable security-control package.

Implementation, support, and commercial terms

Ask for a written implementation plan that names data migration, cleansing and reconciliation, jurisdiction setup, workflow configuration, integration work, acceptance criteria, training, rollout, support, release cadence, and recurring customer effort. Terra describes implementation testing, launch support, and post-implementation review; Origami Risk promotes a standard workers’ compensation package and starter kit. The reviewed materials do not provide comparable implementation timelines, prices, contract terms, or service levels.

Obtain a use-case-specific statement of work, a total-cost model, references from organizations with a similar operating profile, and clear exit and data-portability terms. Pricing is not established by these materials, so request quotes rather than inferring cost from feature descriptions.

Use a consistent evaluation process

  1. Define scope: document your buyer type, programs and jurisdictions, claim types and volumes, teams, and which lifecycle tasks the software or service must own.
  2. Prepare shared scenarios: include ordinary claims and exceptions involving intake, routing, jurisdiction calculations, medical coordination, payment approval, litigation, reporting, and closure where relevant.
  3. Score evidence, not labels: use the same criteria for every option: buyer and claim fit, jurisdiction coverage, lifecycle depth, workflow flexibility, integration quality, analytics, security evidence, implementation and service, and economics and exit.
  4. Test data and controls: trace representative records through integrations and reports; inspect exceptions, reconciliation, permissions, audit history, and the ability to export underlying claim data.
  5. Complete procurement diligence: review security documentation, implementation commitments, service levels, total cost, customer references, and contract terms before selecting a platform.

Vendor product pages are useful for identifying advertised capabilities, but they do not independently establish usability, current compliance, security, outcomes, implementation speed, or value for money. The reviewed materials also do not provide like-for-like independent performance results. Base a decision on scenario demonstrations and documented evidence for your own requirements.
