If a login redirects back to sign-in or an SSO callback loses its session, trace the expected cookie through three points: the response that sets it, the browser’s stored-cookie record, and the request that should send it. That reveals whether the browser rejected the cookie, withheld it because of SameSite rules or privacy controls, or sent it and the server rejected the request.
Start by finding the request that loses authentication
Reproduce the failure and note the browser and version, the authentication flow, and the exact point where it breaks: initial sign-in, redirect return, callback POST, iframe load, or a later navigation. A redirect loop alone does not establish that SameSite is the cause. The key question is whether the expected session cookie reaches the server on the request that fails.
In the browser’s developer tools, use the Network panel to follow the authentication exchange. Identify the request that should carry the session cookie and compare it with the response that issued that cookie. Keep the flow’s context in view: is the request same-site or cross-site, a top-level navigation or a subrequest, and does it use a safe method or POST?
Trace the cookie from response to request
Inspect the response that sets the cookie
Find the response containing the session cookie’s Set-Cookie header. Check the cookie name, Domain, Path, expiration, and the Secure, HttpOnly, and SameSite attributes. The header’s attributes and their effects are documented in MDN’s Set-Cookie reference.

If the header omits SameSite, do not treat that as a predictable, browser-independent policy. Chromium-based browsers default an omitted attribute to Lax; browser defaults can vary. Set the intended policy explicitly rather than relying on the omission. See MDN’s cookie guide.
Check whether the browser stored it
Inspect the browser’s cookie storage after the setting response. MDN identifies Chrome DevTools’ Application panel and Firefox Developer Tools’ Storage Inspector as places to examine stored cookies. Chrome’s Issues panel can also report third-party-cookie blocking and identify affected cookies; MDN explains relevant behavior in its third-party cookies guide.

- If the cookie is absent from storage, investigate the setting response and whether the browser accepted it.
- If it is stored but absent from the request that needs it, investigate SameSite, request context, and browser cookie restrictions.
- If it is present on the request, the failure is not explained by the cookie being withheld. Check how the server processes the request and session.
Inspect the request that fails
In the failing request’s details, confirm whether the cookie appears in the request’s Cookie header. Then classify the request: same-site or cross-site; top-level navigation or subrequest; and safe method or unsafe method such as POST. SameSite governs when a cookie is sent, so the request’s context—not just the page where the user started—matters.
Choose a SameSite policy that matches the flow
SameSite is not a universal setting to turn off when authentication breaks. Select the narrowest policy that allows the required exchange:

These behaviors are described in MDN’s Using HTTP cookies guidance. A common mismatch is a cross-site identity-provider callback that returns by POST: Lax does not allow the cookie on that unsafe-method request. A top-level safe navigation may work with Lax, while a fetch or iframe subrequest generally requires a different design or policy.
Changing a session cookie to SameSite=None; Secure can solve a SameSite mismatch, but it does not guarantee access in every browser. Browser-level third-party-cookie controls can still restrict cross-site cookie access. Test the real flow in the affected browser and privacy configuration rather than treating None as an override.

Retest with security and privacy controls intact
After changing the policy, repeat the exact failing flow in the affected browser, including its privacy settings and extensions. If a correctly configured cross-site cookie remains blocked, investigate the browser’s storage-access policy and whether the design can avoid relying on an unpartitioned third-party cookie. MDN describes the Storage Access API and the relevant access considerations.
Keep other session-cookie protections in place: use Secure over HTTPS, set HttpOnly when JavaScript does not need cookie access, and limit the cookie’s lifetime. SameSite is a partial defense against cross-site request forgery and related risks; widening cross-site sending can expand where a session credential travels. Do not expose a session secret to JavaScript as a workaround for a missing request cookie. An HttpOnly cookie is intentionally unavailable through Document.cookie; when applicable, the browser sends it to the server automatically.
