In Germany, a qualifying plug-in balcony solar system—often called a Balkonkraftwerk, Balkon-PV or Steckersolargerät—can use simplified grid procedures if its total module capacity is no more than 2,000 W and its total inverter output is no more than 800 VA. You must still register it in the Marktstammdatenregister (MaStR), obtain any required landlord or condominium consent, and make sure the electrical connection and mounting suit your home and site. These rules are specific to Germany; elsewhere, check local electrical, grid, tenancy and building requirements.
1. Check whether the system qualifies for Germany’s simplified rules
The German limits apply to the combined system: no more than 2,000 W total module capacity and 800 VA total inverter output. If you have multiple plug-in systems behind the same consumer withdrawal point, count their capacities together. Check the equipment’s maximum selectable ratings, not just a lower operating setting. These are eligibility limits for simplified provisions, not a declaration that any socket or installation is safe. Bundesnetzagentur guidance and the EEG provisions set out the relevant framework.
The statutory definition of a Steckersolargerät describes a device made up of one or more solar installations, an inverter, a connection cable and a plug for connecting to a consumer’s final circuit. The Bundesnetzagentur cites this definition from § 3 No. 43 EEG. Read the regulator’s explanation.
2. Get building consent before attaching anything
Tenants
Ask your landlord for the required consent before installing panels or changing how anything is attached to the building. Agree on the panel location and mounting method in advance. Germany’s 2024 legal changes constrain refusals: according to the Umweltbundesamt, a landlord can refuse only for substantial reasons.

Condominium owners
Obtain the required consent from the condominium association as well. The same guidance says the association can refuse only for substantial reasons. Do not treat the simplified energy rules as permission to make building changes without consent. The federal ministry explains the relevant legal changes and procedure in its Solarpaket I FAQ.
3. Choose a compatible, documented system
Review the documentation for the complete kit—not only the panels or inverter. Check that the maximum module and inverter ratings fit the applicable limits, and that the inverter, connector and cable are compatible with one another and with the intended connection under the manufacturer’s instructions. Look for documentation identifying the relevant product and connection standards. 4. Check the electrical connection before plugging in
Follow the applicable technical connection rules and the manufacturer’s instructions. VDE/FNN recommends having the home electrical installation checked by a qualified person before installation. If you are uncertain about the outlet, circuit, wiring or protective devices, ask a qualified electrician; do not assume that any ordinary socket is suitable. VDE/FNN explains the connection framework, and VDE’s FAQ covers plug-in solar devices.

5. Secure the panels for the actual location
Confirm that the balcony railing or other support can take the system and that the mounting kit is designed for that particular structure. Check how the installation will handle wind and snow loads at the site, and attach the panels securely. A generic clamp or railing should not be presumed adequate. The Umweltbundesamt’s guidance covers installation considerations, while the DKE FAQ on DIN VDE V 0126-95 discusses safety and mounting.
6. Register the system in the MaStR
Register an eligible system in Germany’s Marktstammdatenregister (MaStR). Under the simplified provisions, separate notification to the grid operator is waived; that does not waive MaStR registration. The Bundesnetzagentur explains the registration requirement in its balcony solar guidance. The ministry says the meter operator checks whether a meter change is needed. See the ministry FAQ.

Before you switch it on
- Confirm the combined maximum ratings of all systems behind the same consumer withdrawal point.
- Obtain any required landlord or condominium consent and agree on placement and attachment details.
- Check the complete system’s documentation, ratings, connector and cable compatibility.
- Have uncertain household wiring assessed by a qualified person.
- Verify that the support and mount suit the location and its wind and snow exposure.
- Complete MaStR registration.
The scale of adoption does not replace these checks: the Bundesnetzagentur reported approximately 435,000 balcony solar systems registered in Germany in 2024. See its 2024 renewable-energy figures.
