A browser is just the interface: a tool may upload files to an online service or handle work on your device. Desktop software can process files locally and work offline for supported tasks, but may also use cloud features. Choose by checking how the specific product handles files and whether it supports the task, connectivity, and privacy level you need.
How do browser-based and desktop PDF tools handle your files?
With an online PDF service, a file may be sent to the provider for processing. Before using one for confidential material, look for the specific tool’s processing, storage, deletion, and sharing terms. Do not assume that a browser-based tool processes everything in the browser just because you never installed an app.
Some products distinguish clearly between their online and desktop offerings. PDF24 says its Creator desktop software processes files locally and offline, while its online tools are browser-accessible. PDF24 also says users can obtain a data processing agreement for its online tools. Those are vendor statements; review the agreement and the details for the particular online tool before relying on it for sensitive files. PDF24’s FAQ
Desktop software can keep supported work on the computer, but “desktop” does not guarantee that every operation is local. An app may connect to cloud services for particular features, storage, sharing, or activation. Check the workflow you intend to use rather than relying on the product category.

What encryption claims do—and do not—tell you
Adobe describes Acrobat on the web as using AES-256 encryption and TLS 1.2 for security and data protection. This is Adobe’s description of its service, not independent security certification, and encryption does not establish that a file stays on your device. Which option works without an internet connection?
Online services need connectivity for their online functions, including uploading and downloading files. A desktop app may support offline processing after setup, but availability depends on the product, version, and task; cloud-connected functions still require internet access.

Is a browser tool or desktop app faster?
There is no established universal speed winner in the sources reviewed. A web workflow can involve upload, service processing, and download time; local processing avoids that transfer for tasks the desktop app handles locally. For a large file or a slow connection, avoiding an upload may be useful if the desktop app supports the operation locally. For a quick task on a device where you cannot install software, a browser tool may be more convenient. Neither point proves that one method processes PDFs faster in general.
How should you compare features?
Start with the operation you need, not a broad label such as “PDF editor.” Organizing pages or converting a file is a different requirement from advanced editing, redaction, document protection, or collaboration. Confirm that the exact tool, plan, and version includes the feature, and check whether it works offline if that matters.

A task-first checklist
- Basic page work or conversion: Verify that the specific service or app supports the input and output formats you need.
- Advanced editing or protection: Check the precise editing, security, and redaction features in your plan and version.
- Collaboration: Confirm what sharing functions exist and where shared files are stored.
- Sensitive documents: Review file handling and retention terms, or choose a workflow documented to process locally for the operation you need.
- Offline work: Confirm whether initial activation is required and whether the particular task works without connectivity.
Which should you choose?
- Choose a browser-based tool when convenient access without installing software or an online workflow suits the task—and the service’s file-handling terms are acceptable.
- Choose a desktop app when local processing or offline work is important and the app supports the operation locally. Verify whether activation or cloud-connected features affect your workflow.
- Compare both for feature-heavy work by checking the exact operation, plan, and version rather than assuming desktop or web automatically has the capability you need.
For confidential files, make the decision from the product’s documented handling of the exact workflow. For speed, test your own file and task: the available evidence does not justify a blanket winner.
