Revocation stops an existing credential from being trusted or used; rotation replaces it with new credential material. They are different actions, not alternatives in every incident. If a secret is exposed, revoke it promptly, deploy a replacement, remove exposed copies, and verify that systems reject the old value without disrupting dependent services.
What is the difference between revocation and rotation?

These actions address separate lifecycle risks. A planned change may call for rotation; a credential that must no longer be trusted calls for revocation. A compromise commonly requires both.
When should you revoke, rotate, or do both?
Revoke when continued use must stop
Revoke a credential when it is potentially compromised, no longer needed, or must stop being trusted before its normal end of life. OWASP says secrets that are no longer required or potentially compromised should be securely revoked to restrict access. OWASP Secrets Management Cheat Sheet
Rotate when new material is needed
Rotate when policy or a lifecycle event calls for new material, or when replacing an exposed credential. Set a lifetime according to what the secret does and the risk it protects against; a single automatic interval is not appropriate for every credential type.

Use both after exposure
For a confirmed or suspected leak, revoke the exposed value promptly, then create and deploy replacement material. Remove copies of the exposed secret from active locations such as code and logs, and confirm that the old value is rejected. OWASP’s incident-remediation guidance calls for immediate revocation of exposed keys and rapid creation and deployment of a replacement. OWASP Secrets Management Cheat Sheet
How to respond to an exposed API key or secret
- Identify the credential and its reach. Determine which key or secret was exposed, which systems and services use it, and who or what may have accessed it. Preserve the incident details needed to investigate use.
- Revoke the exposed value. Act promptly, using the mechanism available for that credential type. Confirm that the relevant systems can identify its revoked status; a status record is not sufficient if consumers do not receive or check it.
- Create and deploy replacement material. Use a controlled, repeatable process. Coordinate updates with dependent services and counterparties so they can begin using the replacement.
- Remove exposed copies. Find and remove the value from active locations such as code and logs. Follow incident procedures that preserve appropriate log integrity rather than erasing evidence needed for investigation.
- Review access and history. Record who could access the secret, when it was used, and available lifecycle and prior-rotation information.
- Verify recovery. Test that consumers reject the old credential and that services operate with the replacement. Check dependent systems as well as the service where the credential was first managed.
This sequence contains exposure while making replacement an explicit deployment task. If consumers or counterparties need advance coordination, plan the change to limit outage risk—but do not mistake a replacement deployment for proof that the exposed value can no longer be used.

Why revocation does not always take effect everywhere
Revocation only works operationally when relying systems learn about the revocation and enforce it. The mechanism varies: some systems check status, some receive notifications, and some implementations may not support revocation checking. A revocation notice or status entry alone does not prove every consumer will reject the credential.
Certificates and cryptographic keys
NIST describes revocation as removing keying material from operational use before the end of its established cryptoperiod. Affected parties need notice. For public-key certificates, status can be communicated through a certificate revocation list (CRL) or the Online Certificate Status Protocol (OCSP). With a symmetric key shared by multiple parties, those parties may need direct notification. SAML certificates
Coordinate certificate replacement with counterparties. OWASP warns that many SAML products and libraries do not support revocation checking; revoking a certificate without coordinating its replacement can cause an outage. Confirm what each relying party supports and how it receives updated certificate information before changing production trust configuration. OWASP SAML Security Cheat Sheet
How guidance differs by credential type
User passwords and memorized secrets
Do not require users to change passwords on a universal calendar merely because time has passed. OWASP recommends rotating user credentials only when there is suspicion or evidence of compromise. NIST’s older SP 800-63-3 lifecycle resource also discourages routine expiration of memorized secrets because forced periodic changes can lead users to choose weaker secrets. OAuth refresh tokens
RFC 9700 contains a protocol-specific requirement: refresh tokens issued to public clients must be sender-constrained or use refresh-token rotation. Other secrets and keys
Choose the lifecycle according to the secret’s function, what it protects, and the applicable policy or protocol. A long-lived service credential, a shared cryptographic key, and a user password do not necessarily need the same rotation schedule or revocation procedure. Maintain lifecycle and access information so responders can identify affected systems and consumers.

What to compare before choosing a response

For an incident, also establish how quickly consumers learn the credential’s status, whether the credential type or protocol imposes specific requirements, and whether exposed copies and access history have been accounted for.
