Small businesses can outsource recurring cybersecurity work that requires specialist skills or reliable coverage they cannot maintain in-house—especially security monitoring, patch and vulnerability management, backup administration, logging, and incident-response support. Keep a named person inside the business responsible for provider oversight, decisions, escalation, and continuity. Outsourcing the work does not make the provider’s access or the business’s responsibilities disappear.

Which cybersecurity tasks are good candidates for outsourcing?

Use the business’s systems, operating hours, data sensitivity, contractual commitments, and internal response capacity to set the scope. The tasks below are candidates, not a universal package; CISA’s guidance offers examples and recommendations rather than a required outsourcing checklist.

Security monitoring and alert triage

A provider can monitor systems, review security alerts, and help identify activity that needs investigation. Specify which systems are covered, whether monitoring is continuous, what actions the provider may take, and how it escalates alerts. CISA and partner agencies recommend monitoring, logging, endpoint detection, and network defense capabilities in managed service provider (MSP) arrangements. Patch and vulnerability management

A provider can help keep systems updated and identify vulnerabilities, including those exposed to the internet. Agree on which devices and services are in scope, how findings are prioritized, who approves changes, and how urgent issues are escalated. CISA’s materials address vulnerable devices and internet-facing services, but do not establish a universal patch deadline. Backup administration and recovery testing

A provider may operate backup systems, but the agreement should define who controls the backups, how protected copies are retained, and how often recovery procedures are tested. Keep a clear route for the business to access recoverable copies. CISA recommends regular backup testing and contract language when a provider manages backups. Read CISA’s ransomware guidance.

Incident-response preparation and specialist support

An outside specialist can help prepare an incident-response plan, provide technical response, and support recovery. The business still needs internal decision-makers, a named contact, communications ownership, and business-continuity roles. CISA’s SMB logging guidance calls for a crisis-response team with contacts and responsibilities; joint MSP guidance says plans should include organizational stakeholders. Logging

A provider can configure or review logs, but define which records are collected, who can access them, how they are protected from deletion, how long they are retained, and who reviews alerts. The joint CISA advisory recommends retaining the most important logs for at least six months in the context of that advisory. Treat that as advisory guidance, then confirm a suitable retention period for your business and any applicable requirements. Read the joint advisory.

Cloud migration and configuration

If the business runs its own email or file-storage servers, a provider can assist with moving to secure cloud alternatives and configuring them. Migration can reduce the ongoing burden of maintaining on-premises infrastructure, but it does not remove the need to manage security, patching, monitoring, and incident response; operational responsibilities change rather than vanish. What should stay under internal ownership?

Outsource technical execution where it helps, but retain a named internal owner who can make business decisions and hold the provider accountable. That person does not need to perform every technical task. They do need a reliable route to understand incidents, approve consequential actions, and coordinate the business’s response.

  • Provider oversight: Know which systems and services are covered, review provider access and activity, and raise gaps or changes in scope.
  • Incident decisions and escalation: Name the internal contact who receives urgent notifications and can make or route decisions.
  • Business continuity: Assign responsibility for communications, operational priorities, and recovery decisions if systems are disrupted.
  • Account security: Require phishing-resistant multifactor authentication (MFA) where possible. CISA says small businesses should aim for phishing-resistant MFA and lists physical security keys as the strongest option among its enumerated methods. Check that a chosen key works with the business’s identity provider, accounts, and devices. See CISA’s MFA guidance.

Outsourcing does not by itself settle legal or regulatory responsibility. Requirements depend on jurisdiction, sector, data, and contracts; consult the applicable regulator or qualified counsel about the business’s circumstances.

How should you vet an MSP or security provider?

Use due diligence to turn broad promises into defined responsibilities and verifiable controls. CISA’s joint MSP advisory and supplier guidance can help structure those questions; neither provides a universal service-level or pricing benchmark.

  1. Define the scope: List the systems and services the provider will manage, and settle required privileges before signing. CISA advises customers to specify provider access and responsibilities in advance. Read the joint MSP advisory.
  2. Constrain and secure access: Limit provider accounts to the systems needed for their role. Require least privilege, MFA, and dedicated secure remote access. Ask how provider connections and activity are reviewed, and whether you can access the records needed for oversight.
  3. Set monitoring and logging expectations: Identify systems covered, hours of coverage, alert-handling actions, escalation channels, records available to the business, and retention expectations. If you adopt the six-month log-retention recommendation in the joint advisory, confirm it fits your needs and applicable requirements.
  4. Require incident notification: Define which suspected or confirmed events involving provider infrastructure or administration must be reported, who contacts your business, when notification is due, and through what channel. Include the provider in incident-response, recovery, continuity, and after-action processes.
  5. Put backup and exit duties in writing: Clarify backup ownership, recovery testing, access to recoverable data, data return, and termination procedures. CISA specifically recommends contract language when providers manage backups and regular backup testing. See CISA’s ransomware guidance.
  6. Ask about subcontractors: Find out whether the provider uses subcontractors or other suppliers for your service, how their access is controlled, and how supply-chain risks are managed. How can you compare provider proposals?

Compare proposals against the same written scope, not just the headline service name. The sources support comparing security controls and responsibilities, but do not establish a standard price, staffing ratio, or service-level target. Ask each provider to state its terms clearly.

When does outsourcing make sense?

Outsourcing is most useful when the business cannot reliably perform a recurring technical task with its available time and skills, or needs specialist response capabilities. A useful first step is to list the systems that matter, the work currently performed, who handles alerts outside business hours, and what recovery would require. Use that inventory to select a limited scope, assign an internal owner, and set provider access and notification terms before service begins.

CISA’s 2023 fact sheet describes more than 30 million U.S. small and medium-sized businesses, accounting for nearly half of U.S. GDP, and notes SMB reliance on suppliers.
