AES is a symmetric cipher for encrypting data with a shared secret key. RSA and ECC are public-key cryptography families used for operations such as digital signatures and establishing keys. They are not three interchangeable ways to do the same job: AES commonly handles data encryption, while public-key schemes help establish trust or shared secrets.

How AES, RSA, and ECC differ

What each one does

AES encrypts data with a shared secret

AES is symmetric: the communicating parties use the same secret key, or the corresponding shared secret, to encrypt and decrypt. Its three standardized key options are AES-128, AES-192, and AES-256; those numbers describe key length, not block size. All three operate on 128-bit blocks. NIST’s May 9, 2023 update to FIPS 197 modernized the document’s presentation and made no technical changes to AES. NIST FIPS 197

RSA supports public-key operations

RSA is a public-key algorithm, but saying only “RSA” does not identify what it is doing. NIST’s Digital Signature Standard includes RSA for generating and verifying digital signatures. RSA also appears in NIST strength comparisons and encryption guidance, but signing, encryption, and key establishment are distinct operations with different schemes and requirements. ECC is a family, not a single algorithm

Elliptic-curve cryptography (ECC) covers multiple schemes. NIST standards include ECDSA and EdDSA for digital signatures, as well as elliptic-curve methods for key establishment. A useful technical description therefore names the curve or scheme and the operation, rather than treating “ECC” as one generic encryption algorithm. NIST SP 800-186 and NIST SP 800-56A Rev. 3

Why systems use them together

These families address different parts of a cryptographic system. A public-key scheme can support a signature that lets a recipient verify who signed a message, or a key-establishment process that lets parties arrive at shared key material. AES can then encrypt data using a shared secret key. The exact combination depends on the protocol, its approved schemes, and its interoperability and policy requirements; the broad labels alone do not specify a complete design.

How to compare key strength

Key lengths from different families cannot be compared bit for bit. NIST implementation guidance associated with FIPS 140-2 gives the following illustrative comparable-strength pairings:

These figures are examples of comparable security strength—not a universal performance ranking or configuration prescription. The cited table is in guidance associated with FIPS 140-2, so check its current applicability and the standards governing your system before choosing parameters.

Standards status and the quantum caveat

NIST’s standards provide important context, but a publication date or update notice should not be mistaken for a newly completed standard. FIPS 186-5 specifies RSA, ECDSA, and EdDSA techniques for digital signature generation and verification. SP 800-186 recommends elliptic curves for U.S. government use, and its publication page flags a potential issue in section 3.2.2.1 for correction in a future revision. SP 800-56A Rev. 3, published April 16, 2018, covers discrete-logarithm key establishment over finite fields and elliptic curves, including DH and MQV variants. On January 6, 2026, NIST announced a decision to update Rev. 3 and revise SP 800-56C, with goals including alignment with SP 800-186 and approval of certain x-coordinate-only ECC key-agreement implementations. There is also a quantum-computing qualification. In its February 3, 2023 announcement about FIPS 186-5 and SP 800-186, NIST said the algorithms in those standards “are not expected to provide resistance to attacks from a large-scale quantum computer.” That statement applies to the algorithms in those named standards; it is not a claim about every cryptographic algorithm or every future system. How to choose for a real system

There is no one-size-fits-all winner among AES, RSA, and ECC. Start with the operation you need, then verify the standards and implementation constraints that apply to your system.

  • For bulk data encryption: determine the required symmetric cipher and key-handling rules; AES is the symmetric option covered here.
  • For signatures: select a specific supported signature scheme, such as RSA, ECDSA, or EdDSA where permitted, and confirm verifier interoperability.
  • For key establishment: identify the approved key-agreement method, parameters, and protocol requirements rather than choosing based on the label “RSA” or “ECC.”
  • For any deployment: check the required security strength, applicable policy, approved schemes and curves, library or device support, and interoperability needs.
