If you used an unsuitable cryptographic algorithm, stop using it to protect new data, identify exactly what failed, and assess existing data and keys as separate risks. Moving data to a stronger algorithm can protect a new copy going forward; it cannot undo a disclosure or guarantee that someone did not capture the earlier ciphertext.

First, identify what “wrong algorithm” means in your case

The fix depends on the cryptographic function and the failure—not just the algorithm’s name. Record the algorithm, key length, mode, protocol, software or library and version, configuration, affected data, and the period of use. Also determine who could access the ciphertext and whether the key or implementation may have been exposed.

  • Encryption: protects confidentiality. A weak or disallowed algorithm, inadequate key length, or unsuitable mode may put ciphertext at risk.
  • Hashing: produces a digest; it does not encrypt data. A hash concern calls for an integrity or password-storage assessment, depending on how it was used.
  • Digital signatures or key establishment: address authenticity or the creation of shared keys, respectively, and require a response suited to that function.
  • Key management: covers how keys are generated, stored, distributed, used, recovered, rotated, and retired. A key-management failure is distinct from choosing a weak cipher.

NIST’s SP 800-131A Revision 2 provides transition guidance on algorithms and key lengths. Its stated scope is federal agency protection of sensitive but unclassified information; other organizations should check the rules, contracts, and internal policies that apply to them.

What to do, in order

1. Stop extending the exposure

Do not use a choice already found inadequate to protect new data. Preserve relevant logs and configuration details, and involve the security team, system owner, or qualified cryptography specialist. Avoid deleting ciphertext, destroying keys, or making irreversible changes until recovery needs and the incident-response plan are understood.

2. Establish who and what may be affected

Inventory the systems and datasets involved, when they were protected, how long they must remain confidential, and where ciphertext was stored or transmitted. Determine whether unauthorized people or third-party services could access it, whether a copy may have been captured, and whether key material or the implementation may have been exposed. Prioritize sensitive, long-lived data and systems with greater potential exposure.

NIST’s older SP 800-57 Part 1 Revision 4 explains why captured ciphertext remains a concern: later protection changes do not establish that an earlier copy stayed confidential. It is historical supporting material, so consult current applicable policy for decisions.

3. Match the response to the failure

  • Weak or disallowed algorithm or key length: stop using it for new protection and plan a transition to a choice approved for your organization and use case.
  • Mode, protocol, or implementation problem: assess the specific configuration and threat. A sound algorithm name alone does not establish that a system uses it safely.
  • Suspected key compromise: escalate key rotation, revocation, and any data migration through the organization’s key-management and incident-response procedures. Changing the algorithm alone does not remove risk from an exposed key.
  • Hash or signature concern: assess integrity, authenticity, and signature validity as applicable. Do not describe a hash failure as data that was “encrypted wrong.”

NIST’s SP 800-57 Part 1 Revision 5 covers key-management considerations; the appropriate actions depend on the system and its key-management process.

4. Treat existing data as a separate migration

List data protected by the inadequate choice and decide what should be migrated based on sensitivity, possible exposure, retention period, and whether a trusted recoverable source exists. Re-encrypting can protect a replacement copy under a stronger choice from that point forward. It cannot reverse plaintext disclosure, erase an adversary’s captured ciphertext, or by itself resolve a potentially compromised key.

Plan any decrypt-and-re-encrypt operation with the system owner and key custodians. Choose the replacement based on the required cryptographic function, applicable approval status, data confidentiality lifetime, key generation and custody, compatibility, migration risk, and validation or audit requirements. There is no single algorithm that is best for every use.

5. Validate before retiring old protection

Document the approved replacement and key-handling plan. Test access and recovery in a controlled process, verify that the migrated data is usable and protected as intended, and confirm that monitoring can identify continued use of the old choice. Retire old ciphertext and keys only when the migration and recovery plan permits it. The specific controls and rollback steps depend on the system’s security requirements and approved architecture.

Does re-encrypting fix data that was encrypted with a weak algorithm?

It can improve protection for the newly stored copy, but it does not make previously exposed plaintext secret again or establish that no one copied the old ciphertext. It also does not address key exposure by itself. The decision to re-encrypt, rotate or revoke keys, and retire old copies should follow the organization’s incident-response and key-management process.

Special case: SHA-1 is not an encryption algorithm

SHA-1 is a hash function, so a SHA-1 issue is not the same as encrypting data with a weak cipher. The right response depends on whether it was used for a signature, integrity check, or another security purpose. In a 2022 announcement, NIST said it planned to phase SHA-1 out of its remaining specified protocols by December 31, 2030, and recommended migration to SHA-2 or SHA-3. NIST computer scientist Chris Celi said, “We recommend that anyone relying on SHA-1 for security migrate to SHA-2 or SHA-3 as soon as possible.” See NIST’s SHA-1 announcement for the agency’s statement and scope.

Check whether a cited NIST proposal is final

NIST’s catalog lists SP 800-131A Revision 2 as final and Revision 3 as an initial public draft. Revision 3’s proposed changes—including proposals concerning ECB as a confidentiality mode and a SHA-1 retirement schedule—are not final requirements merely because they appear in a draft. The catalog also lists SP 800-57 Revision 6 as an initial public draft. Check the Revision 3 page and Revision 6 page for their status, and confirm current requirements with the relevant regulator, contract, or organizational policy before treating NIST guidance as binding.
