To reduce battery drain from a persistent Android foreground service, first decide whether its work must run continuously. Move work that can wait to scheduled, constraint-based jobs; for work that must continue, remove unnecessary wake locks, polling, retries, and network activity, then measure the change on the actual task. A persistent notification does not make CPU or network use free.
Decide whether the service needs to stay active
List what the service actually does: sensor or location tracking, audio, device communication, data transfers, timers, polling, and notification updates. Separate tasks that must continue to preserve the user’s current activity from tasks that can wait until the app is visible or Android can schedule them. A foreground service is for ongoing, user-perceptible work—not a default way to keep an app alive indefinitely. Android’s [wake-lock metric guidance](https://developer.android.com/blog/posts/optimize-your-app-battery-using-android-vitals-wake-lock-metric) frames the key question as whether device suspension would harm the user’s experience.
Use scheduled work when delay is acceptable
For deferrable work, consider WorkManager or JobScheduler rather than a continuously running service. Set constraints that match the task, such as requiring charging for low-priority work or unmetered connectivity when mobile data is unnecessary. Combine similar pending operations so the device does not wake for each small task. Reserve expedited WorkManager work for genuinely time-sensitive tasks: Android notes that expedited work can override power efficiencies and use more power. Keep a foreground service for genuinely continuous activity
Scheduled work and a foreground service are not interchangeable. If the user expects a task to make uninterrupted progress—such as an active recording or an ongoing device connection—scheduling it for later may break the task. Keep the service only for the period that work is actually active, and stop it promptly when the user-visible operation is complete.

Audit wake locks and their release paths
A PARTIAL_WAKE_LOCK keeps the CPU running after the display turns off, which can prevent the device from entering a low-power state. Search your code and dependencies for PowerManager.WakeLock, PARTIAL_WAKE_LOCK, and APIs that may acquire locks on the app’s behalf. Android warns that wake locks can have a dramatic effect on battery life and recommends avoiding them where alternatives exist; if one is needed, hold it for the shortest possible time. Check that each lock is released on every exit path: normal completion, exceptions, cancellation, service shutdown, and interruptions. Keep acquire/release logic simple; an exception before release can leave a lock held. Use a stable, descriptive tag without personal information or unique counters so diagnostics can attribute and aggregate usage. If a wake lock is necessary, Android’s [wake-lock best practices](https://developer.android.com/develop/background-work/background-tasks/awake/wakelock/best-practices) call for making the work visible with an appropriate foreground-service notification.

Do not acquire a manual wake lock merely because the app has a foreground service. Android’s guidance says a foreground service does not automatically require a manually acquired lock. Use one only when CPU suspension would harm the active user task and a suitable API does not already keep the device awake.
Reduce avoidable CPU and network activity
- Replace tight loops and short polling intervals. Use event-driven updates or a longer interval when continuous checking is not essential.
- Bound retries and add backoff. Repeated rapid retries can keep CPU and radios active without making useful progress.
- Batch related network transfers. Persist work that can resume, and let scheduled work use connectivity or charging constraints where delay is acceptable.
- Stop idle timers and needless notification updates. A timer that wakes the process without visible progress still consumes resources.
These are places to investigate, not proof that one component is responsible in every app. Location, audio, Bluetooth or other device communication, screen state, radio conditions, and workload can change which activity dominates power use. Profile the real task before choosing a fix. Android’s [battery analysis guidance](https://developer.android.com/topic/performance/power/battery-consumption) recommends benchmarking and examining battery data rather than relying on assumptions.

Measure the same scenario before and after changes
- Capture a baseline. Repeat the same task on the same device and OS build, with comparable battery state, connectivity, screen state, duration, and user actions.
- Record relevant activity. Use Batterystats to collect app battery data and Battery Historian to visualize it. Compare wake-lock duration and wakeups with CPU work, network activity, and service lifecycle events.
- Change one behavior at a time. For example, adjust a polling interval without simultaneously changing network batching.
- Repeat the scenario and compare. Keep the test conditions consistent so a difference is more plausibly tied to the change.
Android vitals’ published excessive partial wake-lock threshold is at least two hours of qualifying wake-lock use within 24 hours, affecting more than 5% of an app’s sessions averaged over 28 days. The metric applies to non-exempted wake locks while the screen is off and the app is in the background or running a foreground service. Listed exemptions include audio, location, and JobScheduler user-initiated API wake locks. This is a Play quality signal, not a universal battery budget or guarantee of acceptable battery life. Check Android version and foreground-service type
Foreground-service limits depend on target SDK and service type. For apps targeting Android 15 or later, Android documents a separate total of six hours per 24 hours for background dataSync services and six hours per 24 hours for background mediaProcessing services. At the applicable limit, the system calls Service.onTimeout(int, int); the service must stop itself within a few seconds. This limit is specific to those service types and target conditions, not all foreground services. Review [foreground service timeouts](https://developer.android.com/develop/background-work/services/foreground-services/timeout) and consider WorkManager if the work can be deferred.

Before migrating or changing how a service starts, check the rules for its declared type, permissions, target SDK, and start path. Apps targeting Android 12 or later generally cannot start a foreground service from the background except under defined exceptions. Choose based on whether work must be immediate, whether continuous progress is perceptible, whether CPU availability is needed with the screen off, whether network use can wait, and the target Android version and service type. Excessive background resource use can prompt system restrictions, and exact behavior may vary by manufacturer.
