Requests per minute (RPM) or requests per second (RPS) and concurrent-session limits constrain different parts of voice API traffic. Request-rate limits govern how quickly your application can start API operations; concurrency limits cap how many live voice sessions can be open at once. Which limits apply—and their values—depends on the provider, endpoint, model, and account tier.

Requests per minute vs. concurrent sessions: what is the difference?

RPM and RPS count request starts over a time window. A concurrent-session limit counts sessions that are active at the same time. These measures are not interchangeable: an application can stay below its request-rate quota yet run out of available sessions during a busy period, or have unused session capacity while sending requests too quickly.

For voice traffic, a session may remain active while audio is exchanged, so session duration matters to concurrency even when the number of new requests is modest. As a planning approximation, expected simultaneous sessions depend on the rate at which calls arrive and their average duration. That estimate is not a provider quota or a guarantee: bursts, setup time, retries, and each provider’s enforcement affect actual usage.

Which limits do voice APIs enforce?

There is no universal voice API quota model. A provider may enforce request rate, concurrent sessions, token or audio limits, or several dimensions at once. The first limit reached can constrain usage, so check the exact endpoint and model documentation as well as your account’s personalized limits.

The figures below are documentation snapshots accessed October 4, 2026, not industry benchmarks. Match the model, endpoint, tier, unit, and date before comparing providers. OpenAI lists these concurrent-session figures for GPT-Live 1:

OpenAI’s table labels the entry-level plan “Free,” while xAI’s table uses “Tier 0”; the columns are shown in their respective tier orders and are not equivalent tiers across providers. xAI directs teams to its Console for personalized limits, and its table does not show a request-rate value for grok-voice-think-fast-2.0. Check the current xAI documentation and team console and the GPT-Live 1 model page before relying on any published value.

How to plan for simultaneous voice sessions

  1. Identify the exact traffic path. Record the provider, endpoint, model, account tier, and whether your application opens one session or multiple API operations per call.
  2. Estimate request starts separately from live sessions. Calculate peak request starts over the provider’s stated window, then estimate the number of sessions likely to overlap using arrival rate and typical duration. Include expected bursts rather than relying only on average traffic.
  3. Check every applicable quota dimension. Confirm whether the endpoint uses RPM or RPS, concurrent sessions, tokens, audio, or another limit. If the provider exposes account-specific limits in a console, use those rather than assuming a documentation example applies to your team.
  4. Set admission control for concurrency. Track active sessions and stop, queue, or defer new session attempts when the available capacity is exhausted. A retry does not create more concurrent-session capacity.
  5. Load-test your own controls and recovery behavior. Verify how your application handles bursts, session setup, throttling, queued callers, and recovery. Provider quota figures alone do not establish how your complete application will perform.

What to do when the API throttles requests

A 429 response is a signal to respect provider throttling, not to repeat the same operation immediately. OpenAI recommends honoring Retry-After when supplied; if it is absent, increase the delay between attempts and add a small random jitter. xAI advises exponential backoff for rate-limit responses. Avoid synchronized retry loops, which can send a new burst as soon as a shared delay expires.

If the bottleneck is concurrent sessions, manage new session attempts by queueing, deferring, or rejecting them according to your application’s policy. Retrying all rejected session starts at once will not free capacity; wait for active sessions to end or for the provider’s limit to change.

Why older Realtime API quota claims may be outdated

OpenAI’s Realtime API announcement was updated February 3, 2025, to say that OpenAI no longer limited simultaneous sessions on the Realtime API at that time and to direct readers to current documentation. That dated statement is not a current quota guarantee for every OpenAI voice product. For GPT-Live 1, consult its model documentation rather than applying a historical announcement or another product’s limits.
