Use WorkManager for reliable work that can run later and should survive the app leaving the screen, restarting, or the device rebooting. Use a foreground service for ongoing work the user can notice while it happens, with a notification that stays visible. For user-started transfers or device-specific tasks, check Android’s purpose-built APIs before choosing either.

The choice is not simply “short task versus long task”: consider when the work must start, whether the user expects visible progress, whether it must persist, and the Android version and target SDK rules that apply.

WorkManager vs. foreground service at a glance

Timing Supports one-time, periodic, expedited, constrained, and deferrable work. It does not guarantee unrestricted immediate execution. Can start promptly when allowed, but background-start restrictions apply.
Long-running work A long-running Worker can run in the foreground with a notification; WorkManager still relies on JobScheduler. Can handle qualifying continuous work, subject to service-type and duration rules.

Android recommends WorkManager for persistent background tasks such as sending logs or periodic server synchronization. Its scheduling guide explains the work categories and persistence model: Android Developers: Task scheduling.

Android’s guidance says to use a foreground service only when the task is noticeable to the user even when they are not interacting with the app. See the foreground services overview and services overview.

Choose based on what the task needs

Use WorkManager for reliable work that can wait

Choose WorkManager when the app needs work to happen eventually, but the user does not need to watch it continuously. It is a good starting point for periodic sync, log uploads, and other work that should survive the app closing or the device rebooting. Set relevant constraints—such as requiring a network connection or charging—rather than keeping a service active while waiting for suitable conditions.

WorkManager offers expedited work for tasks that need prompt attention, but “expedited” is not a promise that work will run instantly in every circumstance. Scheduling, constraints, and platform quotas still matter. Android’s data transfer background task options describe when to use expedited work and other transfer mechanisms.

Use a foreground service for user-visible ongoing activity

Choose a foreground service when the activity is actively relevant to the user—for example, media playback or another ongoing task whose status should remain visible. A foreground service must show a notification. The notification requirement does not remove restrictions on starting or running the service.

Do not use duration alone to decide

A task lasting more than 10 minutes does not automatically require a standalone foreground service. WorkManager supports long-running workers by managing foreground execution and a notification, while still using JobScheduler. Android’s long-running worker guidance documents this option and its restrictions.

Likewise, short work is not automatically a reason to use a service. Android describes the shortService foreground-service type for brief work that should finish in about three minutes. If the operation cannot reliably finish that quickly, the data-transfer guidance recommends considering WorkManager.

Check for a task-specific API first

User-started data transfers

If a user taps “upload” and expects the transfer to start promptly with visible progress, consider a user-initiated data transfer job. Android distinguishes this user-triggered case from work the app initiates in the background. WorkManager can still fit some transfers, but the user-initiated job may better match an immediate, user-visible transfer.

Connected devices

For Bluetooth or other local-device communication, first check whether a tailored API such as Companion Device Manager fits. Android presents a connected-device foreground service as another option when a specific API is not appropriate. Foreground-service rules depend on Android version and target SDK

Implementation requirements vary with both the Android version running on a device and the app’s target SDK. Check the rules for the app’s actual configuration before selecting a service type or writing a manifest entry.

  • Android 12 (API 31) and later: Apps targeting API 31 or higher generally cannot start a foreground service while in the background except in specified cases. Additional restrictions apply when a service needs while-in-use location, camera, or microphone permissions. See Restrictions on starting a foreground service from the background.
  • Android 14 (API 34) and later: Apps targeting API 34 or higher must declare foreground-service types and matching permissions for the work. Long-running WorkManager workers targeting API 34 or higher also need a foreground-service type. See Changes to foreground services and long-running worker guidance.
  • Android 15 (API 35) and later: For apps targeting API 35 or higher, affected dataSync and mediaProcessing foreground services have a total limit of six hours in a 24-hour period. Android also changes some foreground-service launch cases from boot-completed receivers. Details are in Foreground service timeouts and the foreground-service changes guidance.
  • Android 16 (API 36): Background jobs started from a foreground service—including jobs scheduled through WorkManager—are subject to job runtime quotas. Android’s changes guidance identifies user-initiated data transfer jobs as exempt from ordinary job quotas. See the long-running worker guidance and data-transfer options.

A quick selection checklist

  1. Does the user need to see the activity while it runs? If yes, consider a foreground service or a task-specific user-initiated API, and make sure the required notification and service rules are satisfied.
  2. Can the work run when conditions are suitable rather than at an exact instant? If yes, use WorkManager and express conditions such as network availability or charging.
  3. Is this a user-started transfer or device interaction? Check user-initiated data transfer jobs or a specific device API before using a general-purpose worker or service.
  4. Will the work run for a long time? Consider a long-running Worker if it is persistent background work; account for its foreground notification, JobScheduler behavior, service-type requirements, and Android 16 quotas.
  5. What Android versions and target SDKs must the app support? Verify background-start exceptions, permissions, service types, and runtime limits against those exact targets.
