Background apps keep doing tasks while you are not actively using them, such as syncing data or sending notifications. These are separate behaviors: an app can do both, either one, or neither. Turning off startup does not uninstall an app, and changing background permission controls what it can do while inactive.
Startup and background activity are different settings

Microsoft describes background-capable apps this way: “Some apps can run in the background when you’re not actively using them.” Microsoft Support explains the background activity settings.
How to manage startup apps in Windows 11
- Open Settings > Apps > Startup.
- Turn an app on or off. Alternatively, open Task Manager > Startup apps, select an app, and choose Enable or Disable.
- In Task Manager, review the startup-impact label to help decide which entries to investigate first.
Microsoft’s Task Manager criteria classify an app’s startup impact using its measured CPU and disk use: Low means total CPU use is under 300 milliseconds and disk use is under 292 kilobytes; Medium means CPU use is under 1 second but over 300 milliseconds, or disk use is under 3 megabytes but over 292 kilobytes; High means CPU use is over 1 second or disk use is over 3 megabytes. These labels are operational thresholds, not estimates of how many seconds you will save by disabling an app. Microsoft’s startup-app guide also describes startup-folder shortcuts for apps missing from the registered list. Registry locations can store startup entries too, but registry edits can have unintended consequences; most people should start with Settings or Task Manager.
How to manage background activity in Windows 11
- Open Settings > System > Power & battery > Battery usage.
- Select the app, open More options > Manage background activity, then choose the available setting.
- Always: permits background activity.
- Power optimized: lets Windows balance power saving with background functions such as notifications and periodic updates.
- Never: stops the app’s inactive background activity. Microsoft says notifications and updates from that app will not arrive while it is inactive.
Options depend on the app and Windows version; a setting may not be offered for every app. See Microsoft’s background activity instructions for the supported-app controls.

What if an app is missing from the background settings?
Some desktop apps do not appear in Windows’ background-app list or privacy controls. A missing toggle does not establish that the app cannot run background processes. Check the app’s own settings for options to allow or block background operation. Microsoft’s guidance distinguishes desktop apps from supported background-app controls in its pages on background apps and privacy and desktop apps and privacy.
Windows 10 routes and support status
Windows 10 and Windows 11 do not always use the same navigation or offer the same background controls. Microsoft’s background-app guidance covers version-dependent controls, so use the route and options that match the Windows version installed and the app in question. Windows 10 support ended on October 14, 2025, according to Microsoft’s Windows privacy settings guidance. For current instructions, begin with the Windows 11 paths above.

Will changing these settings make a PC faster or save battery?
It may help, but the result depends on the app and the computer. Microsoft says startup apps can slow startup and contribute to background usage, while background activity can increase battery use. Its performance guidance also lists other possible causes of a slow PC, including limited storage, too many startup apps, outdated software, and hardware limitations. Treat disabling unneeded startup entries as a troubleshooting step, not a guaranteed speed fix; Microsoft’s PC performance guidance covers additional causes and steps.
