For a local Selenium session, a compatible Chrome or Chromium browser must be available wherever the session starts. Modern Selenium can manage the driver—and, in supported configurations, obtain a browser binary—but network restrictions or setup overrides can prevent that. With Selenium Grid or another remote WebDriver, the browser runs on the remote machine, not necessarily on the machine running your test code.
Chrome, ChromeDriver, and Selenium Manager do different jobs
- Chrome is the browser that loads and renders pages.
- ChromeDriver is a separate executable that communicates with Chrome so Selenium can control it. Having a driver does not itself install the browser. See ChromeDriver’s documentation.
- Selenium Manager, included with modern Selenium, can manage driver installation and, in supported configurations, browser installation. Selenium’s Python documentation says modern Selenium handles browser and driver installation through Selenium Manager.
So the practical question is not simply whether Chrome is installed on your personal computer. It is whether a browser is available in the environment that launches the browser session, and how that environment obtains the browser and driver.
For a local session, let Selenium manage setup or provide the binaries
Basic local setup
With a current Selenium Python package, you can request Chrome without manually specifying a ChromeDriver path:

Selenium Manager may resolve or download the required browser and driver, depending on the Selenium version, configuration, and environment. It needs access to the relevant remote metadata and download endpoints; a proxy or firewall can block that access. See Selenium Manager documentation.

When to provision Chrome yourself
Install Chrome or Chromium in the local environment if you need a conventional installed browser, or provision a specific browser binary and configure the session to use it. ChromeDriver expects Chrome in a recognized location unless you configure a custom location; consult the ChromeDriver guide for its browser-location requirements.
This matters in containers and CI runners as much as on a laptop: the relevant filesystem and browser installation are those of the process launching the local session. Installing Chrome on a developer workstation will not help a test running in a separate container that lacks a browser.

For remote WebDriver or Grid, install the browser on the remote side
When your code connects to Selenium Grid or another RemoteWebDriver server, the browser session runs on a remote host or node. Your test machine needs to run the client and connect to that endpoint; it does not need Chrome merely for that remote session. The remote environment must have the browser and driver available or manage them there.
Selenium Grid is designed to run sessions across different machines, operating systems, and browser versions. Its getting-started guide covers the browser and driver prerequisites. Selenium’s JavaScript API also demonstrates connecting to a remote server at its API reference.

Keep the distinction clear: a local webdriver.Chrome() request starts a browser in the test’s environment; a remote WebDriver request asks a server to start it elsewhere. Check which endpoint your test actually uses before installing software on the client machine.
For repeatable CI runs, consider a pinned Chrome for Testing build
If tests must use a stable browser version across runs, use a version-pinned Chrome for Testing binary rather than relying on whichever Chrome happens to be current or installed on a runner. Google’s Chrome automation documentation recommends pinned Chrome for Testing for deterministic results and explains matching browser and driver downloads for WebDriver frameworks.

Pinning makes the browser version an explicit part of the test environment. You still need to ensure the selected browser and its matching driver are available where the session runs; Selenium Manager may assist with downloads when the configuration and network permit it.
Troubleshoot a Chrome session that will not start
- Confirm the session location. Determine whether the test starts Chrome locally or connects to a remote WebDriver/Grid URL. Check browser availability on that host or node, not just on your desktop.
- Check Selenium Manager availability. Use a modern Selenium version and inspect the startup error or logs. If Manager cannot reach its endpoints, check proxy and firewall rules or provision the binaries manually. The Manager documentation describes connectivity issues.
- Check browser discovery and configured paths. If Chrome is installed but Selenium cannot find it, verify the executable location and any custom browser or driver path settings. ChromeDriver’s guide explains recognized and custom browser locations.
- Check browser-driver compatibility. If you manage binaries yourself, use a compatible driver for the browser version; for controlled runs, use the matching Chrome for Testing pair described in Google’s version-selection guidance.
- Check the remote endpoint. If a remote session fails, confirm the server URL is reachable and that the remote node is configured to launch the requested browser.
