Human pull-request review is strongest at judging context: whether a change fits the system, meets user needs, and handles business logic correctly. Automated code review applies configured checks consistently to code and dependencies, surfacing patterns and known issues for people to assess. Neither approval nor a clean scan proves a change is correct; the two approaches work best as complementary layers.

What human pull-request review can catch

A reviewer can evaluate a change against the project’s purpose and conventions, not just the syntax of the code. Google’s engineering guidance asks reviewers to consider design, functionality, complexity, and tests: Google Engineering Practices: Code Review.

  • Design and fit: whether the change belongs in this part of the system and whether its structure is appropriate.
  • Behavior and user impact: whether it does what the author intended and what users need, including relevant edge cases.
  • Complexity and maintainability: whether a simpler implementation would be easier to understand and maintain.
  • Test quality: whether tests demonstrate the intended behavior and cover important failure modes and assumptions.

In security review, the important advantage is contextual reasoning. A reviewer familiar with the application can question whether business rules, access controls, and security assumptions are implemented as intended. OWASP describes manual review as complementing automated security testing in areas including business-logic validation, complex security implementations, and context-specific vulnerabilities: OWASP Secure Code Review Cheat Sheet.

OWASP’s code review guide also identifies concurrency problems, flawed business logic, access-control problems, cryptographic weaknesses, and missing input validation as issue types source review can help expose. That describes where review can be useful, not a guarantee that a reviewer will find every such flaw: OWASP Code Review Guide v2.

What automated code review can catch

“Automated code review” can mean several different checks; a repository may use some or all of them. Their coverage depends on the tools, rules, code context, and configuration. GitHub, for example, documents code scanning alerts on proposed code changes, dependency review for changes that introduce known vulnerabilities, and review comments from Copilot on specific lines: GitHub Docs: Giving reviews.

  • Static analysis and code scanning: can flag code patterns matching configured rules, including candidate security issues.
  • Dependency review: can identify known vulnerability alerts associated with dependencies added or changed in a proposed update.
  • Linters and formatters: can enforce configured style and code-quality conventions.
  • Secret scanning: can flag credentials or other secret-like patterns when an appropriate scanner is configured.
  • Automated tests: execute existing test cases and report whether those cases pass for the conditions they cover.

These checks are not interchangeable. A passing test suite says that the encoded scenarios passed; it does not show that untested paths or product requirements are correct. Static analysis examines code according to its analysis model, while dependency review examines dependency information. Google’s review guidance treats tests as part of what reviewers should assess, rather than a substitute for examining the change.

Where each approach falls short

Does the change fit the system? Can assess design and appropriateness using project and product context. Can check explicit rules or configured metrics, but should not be assumed to understand system intent.
Does it implement the right behavior? Can reason about user needs, business rules, and contextual security requirements. May miss issues that depend on business context or behavior outside its configured checks.
Are checks consistent and broad? Coverage varies with reviewer expertise, attention, time, and the scope examined. Applies configured checks consistently to the code or dependencies it analyzes.
Are security alerts real and important? Can assess context, reachability, exploitability, and impact, given sufficient expertise and information. Can surface candidate issues, but findings need human verification.
What happens at runtime? Can consider likely system behavior, but may need tests or runtime evidence. Static analysis alone cannot establish runtime behavior or readily detect runtime-only errors.
Do tests cover the change? Can judge whether test design matches the change and its edge cases. Can execute existing tests, but only covers scenarios those tests encode.

Automation needs human validation

A scanner’s finding is a lead, not a verdict. OWASP advises verifying whether a reported issue is real, exploitable, and significant in its application context. A tool may flag code that is not reachable, produce a false positive, or miss an issue outside its rules or analysis capabilities. SAST can offer broad coverage and a repeatable baseline, but it does not reason about dynamic data flow and business logic as a contextual reviewer must: OWASP Code Review Guide v2.

Human review needs evidence and attention

Reviewers can miss defects, particularly when they lack familiarity or time. Source inspection alone also cannot easily reveal runtime errors, and the source examined during review may not be identical to what is ultimately deployed. How to combine both in a pull-request workflow

  1. Run configured automated checks on the proposed change. This may include tests, linting, code scanning, and dependency review. State which checks ran so that “passed” is not mistaken for comprehensive validation.
  2. Review the change in context. Examine intended behavior, design, maintainability, test coverage, and relevant security assumptions.
  3. Triage each applicable alert. Check whether the flagged code path is reachable, whether the issue is real, and what its impact would be. Record a reason when an alert is judged not applicable.
  4. Address gaps in evidence. Add or improve tests when important behavior, edge cases, or failure modes are not demonstrated.
  5. Resolve review comments and required alerts before merging. GitHub supports review decisions of comment, approve, and request changes; repository settings determine which approvals or checks are required for a merge.

Which catches more bugs?

There is no established head-to-head catch-rate figure here that makes one method the overall winner. A meaningful comparison would need to measure the same issue classes across comparable codebases and review conditions. The practical distinction is about what each method is equipped to see: automation is repeatable for configured patterns, while people can assess intent and context. Use both, and treat their results as evidence to evaluate rather than proof of correctness.
