A pull request review is a structured way to discuss proposed code changes and record whether a reviewer comments, approves, or requests changes before the work is merged. Automated status checks are separate: they report whether configured validations passed, while repository rules decide which reviews, checks, and resolved conversations are required to merge.

What a pull request review does

GitHub describes reviews as a way for people to comment on proposed changes, suggest improvements, and approve or request changes before code is merged. A review can combine comments on particular lines with an overall decision. It is both a feedback process and a recorded signal about the proposed change.

A review does not, by itself, define every condition for merging. Repository settings determine whether an approval, a successful check, resolved conversations, or other conditions are mandatory. See GitHub Docs’ pull request reviews.

What the three review decisions mean

Decision What it communicates Does it ask for action or block a merge?
Comment The reviewer is leaving feedback without explicitly approving or requesting changes. It does not by itself signal approval or a block. Repository rules may separately require conversations to be resolved.
Approve The reviewer considers the changes ready to merge. It counts toward a merge requirement only if the applicable repository rules require and accept that reviewer’s approval.
Request changes The reviewer has feedback they want the author to address. Whether it blocks merging depends on repository rules and the reviewer’s permissions; it is not a universal block on every pull request.

These are distinct signals, not interchangeable labels. A reviewer can ask a question in a comment without issuing a formal request for changes, for example. The review decision tells the author and collaborators the reviewer’s overall position; the repository’s configured rules determine what effect that position has on merging.

How a review works in practice

  1. Understand the change. Read the pull request’s purpose and context before judging individual lines.
  2. Inspect the work. Review the commits, changed files, and diff. GitHub’s review guidance recommends reviewing one file at a time; marking a file Viewed can help track progress.
  3. Leave useful feedback. Add a general comment for broader context or a line comment where the question, concern, or suggested edit applies. You can prepare comments as a pending review: they remain private to you until you submit the review.
  4. Submit a decision. Submit the comments with Comment, Approve, or Request changes, as appropriate. A line comment alone is not the same as submitting an overall review decision.

What happens after feedback

The author can respond in the discussion, apply a suggested edit, or make a broader change and push new commits to the pull-request branch. Those commits update the pull request and may cause status checks to run again. Reviewers and authors can use discussion threads to follow what has been addressed; if the repository requires conversation resolution, the relevant threads must also be resolved before merging.

New commits can affect approvals, too. Repository administrators can configure a protected branch to dismiss stale approvals after relevant changes, require approval of the most recent reviewable push, or require a specified number of approvals. Consequently, an approval already recorded may not be sufficient for the current version of the change. The exact behavior depends on branch configuration, as described in GitHub Docs’ about protected branches.

How reviews differ from status checks

Pull request review Status check
Who or what produces it? A human reviewer. An automated workflow or integration reports a result.
What does it evaluate? The proposed changes, through comments and an overall review decision. A configured condition for a commit, such as a build, test, scan, or deployment validation.
What does it communicate? Feedback, approval, or a request for changes. Whether the reported validation condition passed or failed.
When can it be required? When repository rules require an eligible reviewer’s approval or impose another review condition. When branch rules require particular checks to meet their configured conditions.

A green check is not a human approval, and an approval does not establish that automated validations passed. A required status check must meet the condition configured for the branch before the pull request can merge. Check outcomes can depend on repository and workflow configuration; GitHub notes that a skipped check can have a successful status. Inspect the reported outcome and the repository’s actual rules rather than assuming every check ran in the same way. See GitHub Docs on status checks.

Which review conditions can a repository require?

Protected-branch settings vary by repository. Administrators can require a set number of approving reviews, approvals from code owners, or approval of the most recent reviewable push. They can also configure stale approvals to be dismissed when relevant commits are pushed. Repositories may additionally require status checks and conversation resolution. These are configurable merge rules, not universal properties of every GitHub pull request.

For a specific pull request, check its displayed review and check status, then consult the repository’s branch rules if you need to know why it can or cannot merge. GitHub’s documentation on managing and standardizing pull requests covers repository-level practices; the protected-branch documentation explains configurable requirements.
