PostgreSQL’s FOR UPDATE SKIP LOCKED helps workers claim rows concurrently; it does not make scheduling fair. Prevent starvation in the queue policy—usually with priority aging or weighted fair queuing—while keeping claims atomic and the dequeue query efficient.
What starvation means in a priority queue
In a strict-priority queue, workers always prefer the highest-ranked eligible jobs. If that class continues receiving work at a rate that consumes all available processing capacity, lower-priority jobs may remain pending without limit. A FIFO tie-breaker orders jobs within a class but does not provide progress across classes.
First decide what “prevent starvation” means for your service. It could mean eventual promotion, a minimum share of claim opportunities, or a maximum wait. Aging can make waiting jobs increasingly competitive, and weighted scheduling can reserve claim capacity for each class. Neither policy alone guarantees a completion deadline: that depends on arrival rates, job durations, worker availability, and failures.
Choose a fairness policy

Use priority aging when waiting time should change rank
Track when a job became eligible, then raise its effective priority after each waiting interval. Clamp the result at the highest class so the effective-priority range stays bounded. You can calculate the value when selecting jobs or periodically materialize it in the row.
Awa’s design documents a 60-second default aging interval and promotion of a priority-4 job by one level per interval until it reaches priority 1. Those are that project’s settings, not general recommendations. Its design also notes the trade-off: shorter intervals improve fairness while weakening strict priority preference.

If a maintenance task materializes aging, update only rows whose effective priority changes, process them in batches, make retries safe, and alert if the task stops. Store original priority separately if operators need to understand why a job’s current rank differs; in-place updates can obscure that history. Calculating effective priority at claim time avoids periodic row updates but may make the ordering expression harder to serve with a simple index.
Use weighted fair queuing when classes need explicit shares
Divide priorities into bands, assign weights, and allocate each poll’s claim batch among nonempty bands. DataHub documents an example with weights of 70/20/10; for a batch of ten, it can allocate up to 7/2/1 claims before redistributing slots that an empty band cannot use. These are example configuration values, not a benchmark or recommended split.

Shares govern claim opportunities, not job completion rates or deadlines. Small batches can produce rounding effects, and long-running jobs, low worker concurrency, or a saturated pool can make completion behavior differ from the configured proportions. Test with representative workloads. If one tenant can continuously submit top-priority jobs, consider whether fairness must also be enforced by tenant, rather than only by priority band.
Keep concurrent claims atomic
FOR UPDATE SKIP LOCKED lets a worker avoid waiting on rows another transaction has locked. PostgreSQL describes the resulting view as inconsistent, which is appropriate for queue-like consumers but not for general-purpose reads. It is a claiming technique, not a fairness policy or a complete queue protocol. See the official PostgreSQL SELECT documentation.

A typical claim operation selects eligible rows in deterministic order, locks them with SKIP LOCKED, and changes their state to claimed in the same short transaction. Commit before running the actual job; do not hold row locks throughout job execution. If a worker can disappear while processing, use a recoverable lease or visibility timeout plus a retry or reaper policy.

This is an illustrative atomic claim-and-update shape, not drop-in SQL. Confirm that the priority direction matches your schema, and adapt state transitions, lease fields, retries, transaction assumptions, and fairness policy. Validate the deployed PostgreSQL version and query plan against the real workload.

Because locked rows are skipped, a worker may claim a later-ranked job while a higher-ranked row is locked. This can improve throughput but weakens strict global priority or FIFO order under concurrent claims. If strict head ordering within a priority band matters more, a head-of-line lease can stop workers at a leased head instead of passing it, trading concurrency for ordering.

Use deterministic tie-breakers—for example, eligibility time followed by a unique ID—so jobs with the same effective priority have a stable order. Shape indexes around the queue’s equality filters, priority, and tie-break columns. A partial index containing only claimable rows can reduce the hot index set. PostgreSQL B-tree indexes can provide ordered output in suitable cases, but the benefit depends on predicates, data distribution, and the plan the server selects. Awa gives (queue, priority, run_at, id) WHERE state = 'available' as an example index aligned with its claim ordering. Treat it as an example, not a schema template. If priority is computed dynamically from age, the ordering expression may not align with a simple index; storing effective priority can restore a straightforward ordering at the cost of update writes.
Measure whether jobs are still being starved
Total throughput can look healthy even while one class is falling behind. Track queue depth and oldest eligible age by priority band, claims and completions by band, retry and lease-expiry counts, and the aging or fair-share decisions themselves. Alert on sustained growth in the oldest eligible age, not only on total queue size.

- Test with realistic arrival bursts, job durations, and worker concurrency.
- Check whether configured fair shares appear in actual claim counts, while distinguishing claims from completions.
- Inspect the claim query with
EXPLAIN (ANALYZE, BUFFERS)under representative data and load. - Set service thresholds from your own workload; there is no universal benchmark or starvation threshold established by these implementation examples.
