If the screen is visible but touch is broken, a mouse may help you reach the setting. If the display is unreadable, recovery depends on the phone model and whether it supports an external display. Android also requires you to unlock the phone and approve the computer’s RSA key prompt before ADB can run.
Can you turn on USB debugging from a computer?
Usually, no. USB debugging is an on-device setting. Android’s documented route is to enable it in Developer options, then authorize the connected computer on the phone. On Android 4.2.2 (API 17) and later, ADB requires the phone to be unlocked and the user to accept an RSA key dialog for that computer. Android explains that this prevents ADB commands from running unless someone can unlock the device and acknowledge the prompt (Android Debug Bridge (adb)).
If USB debugging was off and you cannot operate the phone, plugging it into a PC does not provide a supported computer-only way to enable it. ADB commands cannot enable the setting or bypass the authorization prompt.
Choose a recovery route based on what is broken

If the display works but touch is broken
A USB OTG adapter can let some Android phones accept a mouse. Samsung, for example, says some Galaxy phones can connect a mouse through an OTG USB connector (Samsung support: using a mouse with a Galaxy phone). If compatible, connect the mouse, use the pointer to unlock the phone, and follow the on-screen steps below.

An OTG adapter and mouse provide input; they do not turn on USB debugging or approve ADB access automatically. You must be able to see the display to navigate menus and accept any security prompt. Check your phone’s model specifications or manufacturer support before buying an adapter.
If the display is unreadable
Some phones can send video to an external monitor, but USB-C alone does not guarantee that feature. Samsung documents a recovery workflow using a USB-C/HDMI hub, external display, mouse, and keyboard for supported Galaxy devices running Android 12 or later that support DeX/external display (Samsung support: connecting a Galaxy phone to an external display). Confirm that your exact model meets those requirements before purchasing a hub.

If the phone cannot display its interface elsewhere, or you cannot unlock it, an accessory will not make the ADB authorization prompt available. Consider repair or qualified data-recovery assistance rather than relying on a supposed security bypass.
Enable USB debugging when you can operate the phone
- Find Build number. On a Pixel, Android documents the path Settings > About phone > Build number. Other manufacturers may place it elsewhere. See Android’s Developer options setup guide.
- Unlock developer options. Tap Build number seven times. Enter your PIN or password if prompted.
- Open Developer options. Return to Settings and find Developer options. On Android 9 and later, it is commonly under Settings > System > Advanced > Developer options, though menu labels and locations vary by manufacturer and Android version.
- Turn on USB debugging. Enable the USB debugging switch in Developer options.
- Connect and authorize the computer. Use a data-capable USB cable, unlock the phone, and accept the RSA key prompt for that computer. Then check that the device appears in the computer’s ADB device list. Android’s guide notes that version and manufacturer differences can change the menu path.
Can wireless debugging get around a broken screen?
Not for initial setup. On Android 11 and later, wireless debugging requires you to enable the feature on the phone and approve pairing with the workstation over the same Wi-Fi network. On Android 10 and lower, Android documents making an initial USB connection before switching ADB to Wi-Fi (Android’s ADB wireless debugging instructions). Wireless debugging can help if it was already configured and paired while the phone was accessible; it is not a general way to set up ADB on a phone you cannot operate.

Check compatibility before buying an adapter or hub
- For touch failure with a visible screen, verify that the phone supports USB OTG/host input and that the adapter works with its port.
- For an unreadable display, verify video output and external-display support for the exact model. Samsung’s documented workflow applies only to eligible Galaxy devices running Android 12 or later with DeX/external display support.
- Confirm you can unlock the phone and interact with its display or external interface. A mouse, keyboard, or hub does not enable debugging or accept the RSA prompt on your behalf.
- If USB debugging was not already enabled and the phone cannot be operated, plan for repair or qualified recovery help rather than a computer-only ADB workaround.
