Use workflow automation when the steps and decision rules are known and repeatable. Use an AI agent when a task must interpret changing context, choose tools, or adapt its next steps to reach a goal. If a process is predictable except for one interpretive step, keep the workflow in control and add a bounded AI step rather than making the whole process autonomous.

What is the difference between an AI agent and workflow automation?

The key difference is who controls the process. In workflow automation, code follows a predefined route. In an agent, the system can decide what to do next and which tools to use in response to the task and information it encounters.

Anthropic describes workflows as systems in which language models and tools are orchestrated through predefined code paths, while agents dynamically direct their processes and tool use. Terminology is not uniform: some organizations call systems “agents” even when they follow prescribed workflows. For this comparison, “agent” means a system with meaningful control over its next actions, not simply any automation that uses an AI model. Workflow automation

A workflow executes predetermined steps and rules: for example, receive a form, check required fields, route it to the matching team, and send a standard confirmation. The route is designed in advance, so the process is generally easier to predict and audit. Its rules still need maintenance as policies, systems, or inputs change.

An LLM step inside a workflow

A process can remain rule-based while one step uses a language model to interpret information. The model might classify a request or extract fields from an attachment, then return its result to the fixed process. OpenAI describes this as a workflow with an interpretive LLM step—not an autonomous agent, because the workflow retains control of what happens next. AI agent

An agent starts with a goal and can plan, select tools, take actions, and adjust its approach as it encounters new information. That flexibility is useful when the full path cannot be specified reliably in advance. It also adds complexity and can introduce latency and cost, so flexibility alone is not a reason to choose one.

When should you use each approach?

The practical default is the simplest approach that meets the need. OpenAI’s practical guide to building agents recommends considering agents when deterministic approaches fall short; Anthropic also notes the tradeoffs that agentic systems can bring.

How to decide: a practical five-step test

  1. Break the process into tasks. A single end-to-end process may include routine steps, one interpretive step, and a decision that needs a person. Evaluate each part rather than labeling the entire process “AI” or “automation.”
  2. Check how repeatable the route is. If inputs, conditions, and next steps recur reliably, encode those parts as workflow rules. If the route changes substantially with context or exceptions, identify exactly where rules stop being dependable.
  3. Try a bounded model step before agent control. If only classification, summarization, or extraction needs interpretation, keep the surrounding workflow deterministic and validate the model’s result. Consider an agent only when the system genuinely needs to plan, choose tools, or adapt its next actions.
  4. Assess error impact and detectability. Ask what happens if the system takes the wrong action and whether a reviewer can readily spot the mistake. Keep sensitive or consequential approvals human-led, or add an explicit approval gate. Microsoft’s guidance emphasizes that delegating work to AI does not transfer accountability; see its guide to choosing Copilot or an agent.
  5. Weigh flexibility against operational costs. Consider complexity, maintenance, latency, cost, time sensitivity, and the need to audit what happened. Dynamic planning is a poor fit when a simple fixed route works or delays and unresolved loops are unacceptable. Microsoft’s Azure Architecture Center guidance on agent orchestration patterns describes dynamic orchestration as suited to open-ended problems without a predetermined approach.

Examples: matching the design to the task

Recurring status report

If a report follows a known template and draws from predictable inputs, automate the collection and formatting as a workflow. Have a person check the result before publication when accuracy or context matters.

Document classification in a fixed process

If a request must be classified before it follows a standard routing path, use an LLM for that classification and let the workflow handle the known branches. The model supplies an interpretation; it does not need to decide how to run the entire process.

Context-dependent investigation

A task involving unstructured information, changing circumstances, and several possible tools may justify an agent if its next action depends on what it learns along the way. Bound which tools and actions it may use, and evaluate whether its behavior is reliable enough for the intended role.

Account-lock decisions

Microsoft’s business guide contrasts fixed account-lock rules with an adaptive response that can consider location information and request clarification. This illustrates the difference between a predetermined rule and a context-sensitive interaction; it is not a universal security recommendation.

Incident response

Microsoft’s Azure architecture guidance uses a low-risk SRE incident-response example to illustrate planning and approval gates. The important design point is that an agent can prepare or plan actions while a human approval step constrains what happens next.

What to monitor after choosing

There is no established, directly applicable statistic in the cited official guidance that shows agents outperform workflow automation across tasks. The cited material is vendor guidance and architecture documentation, not a controlled comparative benchmark. Evaluate the design against the process itself rather than assuming a general success rate, return on investment, or speed advantage.

  • Predictability: Do the inputs and routes remain stable, or do exceptions frequently change what should happen?
  • Judgment and adaptation: Does the task need one interpretation, or does it need the system to choose and revise a sequence of actions?
  • Operations: Is added flexibility worth the implementation and maintenance complexity, latency, and cost?
  • Risk and oversight: How serious are errors, how easily can someone detect them, and which decisions need explicit human approval?
  • Time and auditability: Can the task tolerate a slower, less predictable path, and will the resulting actions be reviewable?
