That rule is a starting point, not a speed guarantee: serialization, startup, task size, native libraries, and workload pressure can change the better choice. Other languages and runtimes have different execution models, so do not apply Python’s GIL guidance universally.

The Python Software Foundation’s concurrent.futures reference describes the executor mechanisms and defaults, not a benchmark for your application. Its concurrency overview frames tool choice around the task and preferred development style. Actual throughput and latency depend on the workload and deployment environment.
How to choose for your workload
1. Identify the bottleneck
If most elapsed time is spent waiting on sockets, files, or another blocking resource, try a thread pool first. A worker waiting on I/O leaves other threads able to make progress. If most time is spent executing Python instructions, consider a process pool when multi-core execution matters.
2. Check whether CPU-heavy code releases the GIL
The GIL rule applies to conventional CPython, not every language or runtime. A native extension may release the GIL while doing CPU-intensive work, allowing threads to use CPU cores. Check the specific library’s behavior and measure it rather than assuming all CPU-bound work must use processes.

3. Account for task size and data movement
Processes are most plausible when the computation is substantial enough to outweigh process startup and communication costs. Large inputs or outputs, frequent transfers, or very small tasks can consume any potential gain. Confirm that the submitted function and its arguments and return values can be pickled, and that worker subprocesses can import the required module.
4. Set capacity and overload behavior deliberately
A pool controls how much work runs at once, but the queue matters too. If work arrives faster than workers can complete it, queued work can grow, increasing memory use and wait time. Java SE 26’s ThreadPoolExecutor reference explains this trade-off: unbounded queues can grow without limit under sustained overload, while bounded queues require an explicit response when saturated. Java’s CallerRunsPolicy can slow submissions by running rejected work on the submitting thread; other policies reject or discard work. These are Java API examples, not Python settings. Apply equivalent capacity and saturation controls in the runtime you use.

5. Benchmark representative work
Compare end-to-end throughput and latency, CPU and memory use, queue wait, and failure behavior using realistic task sizes and input volumes. Test under representative deployment conditions. There is no universal speed ratio or worker count established by the executor documentation.

ThreadPoolExecutor
In Python, concurrent.futures.ThreadPoolExecutor offers a high-level interface for submitting work to threads. Since Python 3.13, its documented default worker count is min(32, (os.process_cpu_count() or 1) + 4). The documentation describes this default as keeping at least five workers available for I/O-bound tasks while limiting implicit resource use on many-core machines; it is not a recommended optimum for every application.

A task can deadlock if it blocks while waiting for another future that cannot run because all workers are occupied. The Python reference illustrates this with a one-worker pool and with mutually waiting tasks. Avoid designing tasks that synchronously depend on futures requiring workers from the same constrained pool.
ProcessPoolExecutor
ProcessPoolExecutor uses separate processes to sidestep the GIL, but its interface has constraints: submitted functions, arguments, and return values must be picklable. A lambda or function defined only in a REPL should not be expected to work. The __main__ module must be importable by worker subprocesses, so this executor does not work in an interactive interpreter.

Do not call Executor or Future methods from a callable submitted to a ProcessPoolExecutor; the Python documentation warns that doing so can deadlock. In Python 3.14, the default process start method changed away from fork. Code that requires fork must pass an appropriate multiprocessing context explicitly, and behavior should be checked against the Python version being deployed.
InterpreterPoolExecutor in Python 3.14
Python 3.14 adds InterpreterPoolExecutor as another option. It runs one interpreter per worker thread; each interpreter has its own GIL, enabling multi-core execution. The interpreters are isolated, so data interaction must be deliberate. Consider it when that isolation and separation fit the workload rather than assuming it is a drop-in substitute for shared-state threads or processes.

A practical decision checklist
- Mostly blocking I/O: begin by testing a thread pool, then cap concurrency to protect services and local resources.
- Mostly pure-Python CPU work under conventional CPython: test a process pool if parallel execution across cores is valuable and tasks can justify transfer and startup costs.
- CPU work in native code: verify whether the library releases the GIL; threads may be viable, but benchmark the actual code.
- Large data, tiny tasks, or tight shared-state needs: weigh process communication and serialization against the possible parallelism benefit.
- Any pool under sustained load: decide how queued work is bounded and what happens at saturation; worker count alone does not define overload behavior.
- Python 3.14 and later: include interpreter pools in the decision when isolated interpreters and explicit data exchange suit the application.
