Use a GUI when visible controls, feedback, and discovering available options matter most. Use the command line when you need precise, repeatable steps that can be scripted or combined. Many Windows workflows benefit from both: Windows Terminal is a graphical app that hosts command-line shells and tools.
GUI, shell, command-line tool, and terminal: what’s the difference?
These terms describe different parts of a workflow:
- GUI app: Software you use through visual elements such as windows, menus, buttons, and dialogs. You can inspect what is on screen and interact directly with those controls.
- Shell: An interactive command interface. A shell accepts commands, runs them, and displays results; it may also support scripts and programming features such as variables, functions, and flow control. Microsoft describes this command-and-response pattern as a read-eval-print loop. Microsoft’s shell overview explains the role of PowerShell as a shell.
- Command-line tool: A program that performs a particular task when launched from a shell. The shell and the tool are related, but they are not the same thing.
- Terminal: An application that presents text-based input and output and handles interaction with a command-line client. A terminal can host one or more shells or other command-line apps.
That distinction clears up a common confusion: Windows Terminal is a GUI application, not a shell. It can host Command Prompt, PowerShell, Azure Cloud Shell, and Windows Subsystem for Linux (WSL) distributions. So choosing a terminal does not mean giving up a graphical interface; it means working with text-based commands inside a graphical host. When should you choose a GUI or the command line?
The useful choice depends on the task, not on which interface is universally “better.” The following guide is practical workflow advice based on the documented capabilities of shells and Windows Terminal, not a measured ranking of speed, reliability, or productivity.

These are starting points, not rules. A task may have no command-line tool, and a GUI can sometimes handle repeated work well. Choose the interface that exposes the operation you need and that you can use accurately.
How Windows Terminal combines a GUI and command-line work
Windows Terminal gives command-line work a windowed interface. You can use profiles for different command-line environments, and tabs and panes let you show multiple command-line applications at once. For example, you could keep a PowerShell session beside a WSL session in the same Terminal window. The window is graphical; the sessions inside it remain command-line interfaces. Terminal settings are available through the Settings UI or the settings.json file. Microsoft’s installation guidance says the option to set Windows Terminal as the default terminal application is available in all Windows 11 versions and in Windows 10 version 22H2 after the May 23, 2023 update, KB5026435. That availability is version-specific; the setting is not a general requirement for using Windows Terminal. See Microsoft’s Windows Terminal installation guidance.
Use wt when you want a repeatable Terminal layout
The wt command can launch a Windows Terminal instance and accept options for profiles, tabs, and panes. That can be useful when you repeatedly start the same command-line setup. Its syntax is specific to Windows Terminal; it should not be assumed to apply to other command-line applications. PowerShell ISE: a graphical environment for Windows PowerShell
Windows PowerShell ISE is a GUI for working with Windows PowerShell. Microsoft’s documentation for Windows PowerShell 5.1 describes using it to run commands and write, test, and debug scripts, with features including multiline editing, syntax coloring, and IntelliSense. It is an example of graphical tools supporting command-line work, rather than a reason to treat every script editor or PowerShell version as equivalent to ISE. Use command-line operations carefully
- Read a command and understand what it will do before running it, especially if it changes files or system settings.
- Use only the permissions needed for the task. Do not run a command with elevated privileges merely because a command prompt offers that option.
- Follow your organization’s policies; managed devices may restrict commands, tools, or configuration changes.
- When syntax or effects are unclear, consult documentation for the specific shell and command-line tool rather than assuming all commands behave alike.
A simple way to decide for your own workflow
- Do the task once in the interface that makes the available options and result easiest to understand.
- If you expect to repeat the same steps, check whether the application or Windows provides a documented command-line route.
- If it does, try the command on a low-risk example, confirm its effects, and then decide whether saving or scripting the steps is worthwhile.
