The practical difference between an AI agent and a chatbot is not whether it can talk: it is how much it can decide and do. A chatbot is a conversational interface; an agent is designed to pursue a goal by choosing steps and taking actions through tools or connected systems. The categories can overlap, so judge a system by its autonomy, access, and safeguards—not its label.

How do AI agents and chatbots differ?

“Chatbot” describes how people interact with a system: through conversation. “AI agent” describes a pattern of behavior: pursuing a goal through decisions and actions, often using tools, APIs, memory, or other connected systems. A chatbot may have no tools, or it may be able to use them. An agent may also communicate through chat.

There is no universally agreed definition that creates a strict boundary between the terms. NIST’s AI glossary provides definitions in context, while its agentic AI overview describes work spanning trustworthiness, testing, standards, interoperability, governance, and risk management. The distinction below is a practical comparison, not a formal NIST taxonomy.

Oversight A user reviews the conversational output. Consequential operations should be gated by human approval and authorization in the systems being accessed. Are actions logged, monitored, and rate-limited?

How autonomous is an AI agent?

“Agent” does not specify a fixed level of independence. One system may propose steps for a person to approve; another may choose and execute several actions before reporting back. Assess the actual workflow rather than assuming that a product’s label tells you how much control it has.

  • Who chooses the steps? Does a person direct each operation, or can the system plan and adapt?
  • What happens without a person? Identify which decisions and actions proceed automatically.
  • What can it reach? List its data, tools, accounts, and connected services, including the operations allowed in each.
  • What happens if it is wrong? Consider the reach, reversibility, and impact of an action—not just the quality of the text the system produces.

What risks do agents introduce?

Risk depends on the system’s tools, permissions, data, and downstream services. A system that drafts text has a different path to harm from one that can send messages, alter records, deploy code, or access sensitive information. OWASP’s AI Agent Security Cheat Sheet identifies possible risks; these are not inevitable outcomes for every deployment.

  • Prompt injection and goal hijacking: Instructions embedded in a webpage, email, document, or API response may try to redirect the system. Treat external content as untrusted data, not as authority to change the task.
  • Tool abuse and privilege escalation: A mistaken or manipulated output can become more damaging when a system has unnecessary tools or broad permissions.
  • Data exposure and memory poisoning: Sensitive information may be exposed, or untrusted content may contaminate persistent memory and affect later interactions.
  • Excessive autonomy and approval manipulation: A system may take consequential steps without enough human review, or its decision and approval flow may be manipulated.
  • Cascading failures and operational abuse: Automated actions can propagate across connected systems; other possible concerns include malicious configuration, supply-chain attacks, denial of wallet, and sensitive-data exposure.

OWASP’s LLM06:2025 Excessive Agency identifies three root causes: excessive functionality, excessive permissions, and excessive autonomy. For example, an email assistant intended to summarize messages may not need permission to send or delete them. If sending is necessary, a person can review high-impact messages before they go out.

What safeguards should organizations use?

Safeguards should not depend only on the model correctly judging what it is allowed to do. Limit its capabilities, enforce authorization in the systems it accesses, and require human review where an action could have serious consequences.

  1. Scope tools and permissions. Give an agent only the tools needed for its task. Limit access by resource and operation; prefer read-only access when sufficient, and separate tools by trust level.
  2. Handle outside content as untrusted. Clearly distinguish instructions from retrieved data. Validate content before acting on it or storing it.
  3. Protect persistent memory. Isolate memory by user or session, sanitize information before saving it, set expiry and size limits, and audit stored memory for sensitive information.
  4. Enforce authorization downstream. Run actions in the user’s authenticated context with the minimum required privileges. The downstream service—not the model—should enforce whether an operation is permitted.
  5. Gate consequential actions. Require independent human approval for sensitive, irreversible, financial, administrative, or externally visible operations.
  6. Monitor and limit activity. Log tool calls and downstream effects, monitor for unexpected behavior, and apply rate limits. Monitoring and rate limits can help limit damage and give responders time to react, but they do not replace preventive controls.

What standards work is underway?

NIST’s AI Agent Standards Initiative, updated August 14, 2026, describes work on voluntary guidelines to inform industry-led standards, community-led protocols, and research into agent authentication, identity infrastructure, and security evaluations. NIST NCCoE’s Software and AI Agent Identity and Authorization project explores standards-based ways to identify, manage, and authorize software-agent access and actions. Its page describes ongoing planning: feedback is intended to inform subsequent planning and a draft project description. It is not a final standard or a completed deployment recipe.
