Choose a hosted OpenAI model if you want a managed service and do not want to operate inference infrastructure. Consider an open-weight model if you need deployment control or customization and can take responsibility for compute, maintenance, and safeguards. There is no evidence-backed universal winner: compare specific models on your own tasks and constraints.

What does “open-source” mean in this comparison?

“Open-source” is common shorthand, but OpenAI describes its gpt-oss models as open-weight. The distinction matters: OpenAI says the trained weights are publicly available under Apache 2.0 and its usage policy, while some surrounding tools or infrastructure may remain proprietary. Public weights alone do not establish that every part of a model’s development or deployment is open.

A hosted model and downloadable weights are also different ways of accessing a model, not interchangeable descriptions of model quality. The practical choice is between a managed service and running a model yourself or through a hosting partner.

How do hosted and open-weight models compare?

Hardware and latency You do not provide the inference hardware; assess the service’s performance for your workflow. Check the exact model’s memory, throughput, context length, concurrency, and energy needs for your runtime and workload.
Customization Options depend on the specific service and model. Public weights can support customization, subject to the model’s license and usage policy.
Safety and support The provider manages the service’s safeguards and support under its terms. You take responsibility for deployment safeguards. For gpt-oss, OpenAI says it does not provide hands-on implementation or debugging support for self-hosted or third-party-hosted setups.

What do OpenAI’s gpt-oss examples show?

OpenAI’s 2025 launch material describes gpt-oss-120b and gpt-oss-20b as text-only reasoning models under Apache 2.0, designed for instruction following and tool use such as web search and Python execution. OpenAI says gpt-oss-20b can run on edge devices with 16 GB of memory and gpt-oss-120b can run in an 80 GB GPU configuration. These are vendor-stated examples for those models—not universal requirements, nor guarantees of a particular speed or user experience.

OpenAI also published the following benchmark scores in 2025. They are vendor-reported results; do not treat them as directly comparable unless the benchmark setup, prompts, scoring, and model versions align.

These results vary by evaluation: one model can lead on one benchmark and trail on another. They do not establish which model will perform best on your workload. Adoption figures are not a shortcut to that answer either: NIST CAISI’s 2025 report describes its analysis as partial because usage data are scattered across platforms and some early data may be proprietary; some measures, such as downloads and derivative uploads, could not be applied to closed-weight models.

How should you evaluate candidates for your own work?

  1. Define the job. List the actual tasks—such as drafting, coding, reasoning, extraction, or tool use—and the quality, latency, privacy, and reliability requirements that matter.
  2. Build a representative test set. Use realistic prompts and inputs from your workflow, including edge cases and examples where an incorrect answer would cause harm. Apply the same instructions and scoring criteria to each candidate.
  3. Score outputs consistently. Where practical, hide model identities from reviewers. Score task quality against explicit criteria, and separately measure latency, failures, and the work needed to correct outputs.
  4. Calculate total operating cost. Include applicable service or hosting charges, compute, storage, engineering time, and ongoing operations. A free download does not make inference or maintenance free.
  5. Verify deployment constraints. For self-hosting, check the exact model, runtime, hardware, expected throughput, concurrency, and energy use. Review the license and usage policy, data handling of every host involved, safeguards, and available support before deployment.
  6. Choose on measured fit. Prefer the option that meets your quality and operational requirements at an acceptable total cost—not the one with the most appealing label or a single benchmark lead.

Which option makes sense for different users?

Individuals

A hosted service is the simpler starting point if you want to use a model without setting up and maintaining inference infrastructure. Local experimentation may suit you if you value control and are comfortable checking the exact hardware and runtime requirements; OpenAI’s 16 GB memory example applies to gpt-oss-20b, not every model or laptop.

Developers

Consider open weights when customization or deployment control is important and your team can operate the model stack. A managed service may be a better fit when avoiding infrastructure work matters more than controlling the deployment. Test both against your application’s real prompts, tool calls, and failure cases.

Organizations

Make the decision through a workload-specific review of quality, full operating cost, data handling, license, safeguards, and support. Self-hosting shifts operational and safety responsibilities to your organization; for gpt-oss, OpenAI warns that released weights can be fine-tuned to bypass safety refusals or optimize for harm, and that it cannot later add mitigations to or revoke access to released weights.
