To stop a new GitHub Actions deployment from canceling one already running, put the deployments in the same concurrency group and leave cancel-in-progress unset or set it to false. One important distinction: by default, a new run still replaces an older run waiting to start. Use queue: max if you want multiple waiting deployments retained.
Choose what should happen to waiting deployments
A concurrency group serializes workflow runs or jobs that use the same group: one runs at a time. The in-progress cancellation setting and the pending-run policy are separate choices.

So, if by “keep the latest run” you mean keep the most recent waiting deployment while an active deployment finishes, the default pending behavior already does that. If every waiting deployment must run, choose queue: max instead.
Configure a deployment queue
This workflow-level example serializes runs triggered by pushes to main and retains multiple pending runs:

To retain only the newest pending run, remove queue: max; GitHub’s default pending behavior allows one pending run and replaces it when another arrives. Do not set cancel-in-progress: true when an active deployment must continue.
Choose workflow-level or job-level concurrency
Workflow-level concurrency
Place concurrency beside the workflow’s on and jobs keys when the whole workflow run should wait behind another run in the group. Only workflows sharing the same group are serialized, so use a group name that represents the deployments you intend to coordinate.

Job-level concurrency
Place concurrency inside the deployment job when only deployment work needs to wait. Other jobs in the workflow can then continue while that job is pending. Ensure the deployment jobs intended to serialize use the same group.
Understand queue order and limits
With queue: max, GitHub describes queued work as FIFO according to when each run started waiting. GitHub warns that this order is not guaranteed to match workflow dispatch order, so do not rely on it as a strict commit-order guarantee. The queue holds at most 100 pending runs in a group; arrivals beyond that limit are canceled. queue: max cannot be combined with cancel-in-progress: true.

Check the configuration if runs still cancel or overlap
- Confirm that the deployment runs or jobs use the same
concurrency.group. Different group names do not serialize each other. - Look for
cancel-in-progress: trueat either workflow or job scope; it requests cancellation of an active run or job in the same group. - Decide whether you need only the newest pending deployment or a queue of pending deployments. Disabling active-run cancellation alone does not retain every pending run.
- Do not assume that setting an
environmentname creates a concurrency rule. Environment protection rules and concurrency are separate controls; configure concurrency explicitly.
