Space-based infrared sensors can spot heat from a launch over a broad region; ground radars transmit radio waves and analyze their reflections to track targets and help characterize an attack. They are complementary sensors, not interchangeable alternatives.
How missile-warning satellites work
Satellites in the overhead persistent infrared (OPIR) role look for infrared energy associated with a launch, particularly the hot exhaust plume. From orbit, they can survey broad areas without a ground sensor needing to sit in the missile’s path. A detection can alert command systems and cue other sensors.
The Government Accountability Office describes a typical ballistic-missile-defense sequence in which early-warning satellites detect a hot plume, after which land- or sea-based radars are directed to track objects released from the missile. That sequence illustrates the sensors’ different roles; it does not mean every event follows an identical timeline. GAO’s overview of missile defense explains the sequence.
How ground-based warning radar works
A warning radar actively transmits radio waves. When energy reflects from a target and returns, the radar processes the signal to detect and track objects. Unlike an infrared satellite sensor looking for launch heat, radar contributes observations of targets that are within its coverage and observable under the conditions of the event.

Many warning radars use phased-array antennas. Fixed antenna elements steer the radar beam electronically by adjusting signal phase, rather than mechanically turning the antenna. The U.S. Space Force says Upgraded Early Warning Radars (UEWRs) detect and track intercontinental and submarine-launched ballistic missiles, and provide warning, attack-characterization, object-classification and cueing data. Which detects a missile launch first?
Satellites can provide early launch detection by seeing infrared energy from a plume. Radars can then supply tracking and additional information when a target is observable to a particular radar. Which sensor contributes first in a specific scenario depends on the systems involved and their geometry; public information does not establish a single timing comparison that applies to all satellite and radar types.

Why the military uses both
The sensors contribute different observations. A satellite can raise an early alert across a broad region, while a radar can track targets and provide information used to characterize an attack or cue warning and missile-defense systems. Combining detections and tracks helps build a warning picture that neither sensor type supplies alone. The Space Force’s Mission Delta 4 overview describes its operation of OPIR satellite constellations and ground-based radars for strategic and theater warning.

The Space Force lists UEWR coverage as 240–360 degrees. That is a system-specific description, not a claim that every ground radar covers the same arc. UEWR warning and attack-characterization data goes to national warning and command centers; selected UEWRs also provide tracking data to the Ground-based Midcourse Defense fire-control system. PAVE PAWS
PAVE PAWS is a ground-based phased-array radar system. The Space Force describes it as capable of detecting submarine-launched ballistic missile attacks and conducting space surveillance and satellite tracking. Its electronically steered beam is controlled by adjusting signal phase rather than physically moving the antenna. The Space Force PAVE PAWS fact sheet outlines those roles.
PARCS
Located at Cavalier, North Dakota, PARCS is a UHF-band phased-array radar. Its primary mission is to watch for sea-launched and intercontinental ballistic missiles and collect launch and predicted-impact data. The Space Force PARCS fact sheet describes its mission.

What is changing in space-based missile tracking?
The Space Development Agency is developing space- and ground-based systems in low Earth orbit to detect and track potential missile threats. In a report dated January 2026 and reissued with revisions on February 2, the GAO identified delivery risks, including overestimates of readiness for some critical elements and additional contractor work that added schedule delay. These are development efforts; planned capabilities should not be confused with systems already operational. The GAO report on the SDA program provides the status details.
