Check each site’s terms and robots.txt, prefer an official API or authorized feed, identify your crawler honestly, and collect only the data you need at a conservative rate. Pause on HTTP 429 responses; if HTTP 403 responses continue, stop and review permission.
What “avoiding a block” should mean
A block is a signal that the site may not want or may not be able to handle your automated requests. The sustainable response is to reduce unnecessary traffic and follow the site’s access rules. Do not treat a CAPTCHA, 403 response, or other access control as a puzzle to defeat by changing IP addresses, browser fingerprints, accounts, or identities.
Before collecting prices, check applicable terms and local legal restrictions. AWS Prescriptive Guidance advises stopping if the site owner asks you to stop. If automated collection is prohibited or refused, look for permission, an authorized API or product feed, or a licensed price-intelligence provider instead.
Check permission before scheduling a crawl
Read the terms and robots.txt
Review the target site’s current terms and its robots.txt, including rules relevant to the product pages or paths you plan to access. AWS recommends checking a site’s crawling guidelines, respecting robots.txt, and being prepared to stop if asked (AWS Prescriptive Guidance: Best practices for ethical web crawlers).

Do not treat a missing or permissive robots.txt as permission. The Internet Engineering Task Force’s 2022 RFC 9309 says: “These rules are not a form of access authorization.” The file describes crawler rules; it does not settle contractual, privacy, or legal permission for your particular activity (RFC 9309: Robots Exclusion Protocol).
Look for an authorized data route
Check whether the retailer offers an official API, partner feed, or published contact for crawling requests. If the rules are unclear or your collection will be extensive, ask the site owner before running it. If access is refused, do not continue through another route designed to conceal the same activity.

Build a collection plan that does less
Define the minimum useful data
List the products and fields that actually inform a pricing decision—for example, the relevant product identifier and displayed price. Choose a refresh schedule based on how often the information can change and how often your team acts on it. Avoid repeat checks that would not alter a decision. There is no universally safe price-checking interval: the appropriate rate depends on the site’s rules and permission.
Identify the crawler honestly
Use a stable, descriptive user-agent string that explains the crawler’s purpose. The RFC says a crawler’s identification string should describe its purpose, and AWS recommends transparent user-agent identification. Where suitable, include a reachable contact page or email so the site operator can get in touch.

Limit load and schedule batches
Use a conservative request rate, spread work into batches, and avoid fetching the same page more often than your use case requires. AWS offers illustrative examples—not universal safe limits—of one request every 10–15 seconds for small or medium sites, and one to two requests per second for larger sites or explicitly permitted crawling. Those examples do not grant permission or guarantee that any particular site will accept that rate (AWS Prescriptive Guidance: Best practices for ethical web crawlers).
Respond to blocks and rate limits safely
- HTTP 429, Too Many Requests: Pause the job rather than immediately retrying. Review the request rate and the site’s rules before considering any permitted future collection.
- HTTP 403, Forbidden: If 403 responses continue, stop and review whether you have permission or should contact the site. AWS says to “consider stopping crawling” when a crawler continuously receives 403 responses.
- A direct request to stop: Stop collection. Seek permission or an authorized alternative rather than switching identities or access routes to continue.
Repeated retries, proxy rotation, fingerprint spoofing, account cycling, and CAPTCHA evasion turn a refusal into a reason to conceal or bypass your activity. They are not a sound fix for a price-monitoring workflow.

Keep monitoring auditable and reassess it
Maintain an internal log of the target, request time, response status, fields collected, and rate decisions. Use it to spot repeated errors and confirm that the job remains limited to its stated purpose. Recheck the relevant rules when the target, collection method, or intended use changes.
Product prices and personal information are different issues. Canadian federal, provincial, and territorial privacy regulators state that publicly accessible personal information remains subject to data-protection and privacy laws in most jurisdictions, and that organizations scraping it are responsible for compliance. That statement concerns personal information; it does not determine the rules for every jurisdiction’s collection of ordinary product prices (Joint statement on data scraping and the protection of privacy, 2023-08-24).

Choose an alternative when scraping is not allowed
If you cannot establish an acceptable basis for direct collection, compare authorized feeds, negotiated permission, and licensed price-intelligence services. Evaluate each option against your actual coverage and use needs:
- Permission basis: Is access covered by public crawler guidance, explicit permission, a contract, or a licensed feed?
- Coverage: Does it include the products, sellers, geographies, variants, and historical data you need?
- Freshness: How often is the source refreshed, and how long after a source update does data reach you?
- Reliability: How are missing values, errors, and changes to source pages handled?
- Cost and permitted use: Check fees, retention terms, redistribution rights, and allowed downstream use.
Verify these terms with the provider or retailer; no particular provider or feed is assumed to offer every feature.
