Wireless Emergency Alerts (WEA) reach compatible phones through participating wireless providers’ cell towers. If there is no usable cellular network path, Wi-Fi alone does not deliver WEA to the phone. Having no active paid plan is a separate, less settled case; device and carrier details matter.
How Wireless Emergency Alerts reach a phone
An authorized alert originator sends an alert through FEMA’s Integrated Public Alert and Warning System (IPAWS). Participating wireless providers select cell towers to broadcast it to compatible WEA-enabled phones in the targeted area. FEMA’s IPAWS Process Playbook, Version 1.0 (January 20, 2021), describes this route from alert originator to provider, tower, and device.
Because delivery depends on that network path, a working phone can still miss an alert if it is outside coverage, the relevant provider has no service in the area, or the handset cannot receive the supported WEA transmission.
What “without cellular service” can mean
No usable cellular signal or coverage
In practical terms, ordinary WEA cannot reach a phone when it has no usable connection to a participating provider’s cellular broadcast. This includes situations where nearby towers are unavailable or the phone is outside their service area.

No active paid plan
This is not quite the same as having no signal. FEMA’s FAQ for the 2021 IPAWS National Test said a person would need to subscribe to cell phone service for the test, and that the handset needed to be on, in range of an active tower, and on a participating carrier. The FCC’s 2025 Seventh Report and Order (FCC 25-14) separately discusses phones that are not initialized for service but are technically capable of commercial mobile service once initialized. These statements address different contexts and do not establish a universal rule for every inactive-plan phone, carrier, and device. Check current guidance from your carrier and device maker; do not assume a phone without an active plan will receive WEA.
Does Wi-Fi work instead?
No. Wi-Fi internet access by itself is not direct WEA reception. In its 2025 order, the FCC says a device connected solely through Wi-Fi does not meet its definition of a WEA mobile device. A Wi-Fi-only watch may show an alert relayed by a connected WEA-capable phone, but that is the phone receiving WEA and passing it along—not the watch receiving WEA independently.

Will satellite service deliver WEA?
The reviewed FCC record does not establish satellite-to-device WEA as a generally available fallback. In its 2024 order on WEA and satellite-to-device technologies (FCC 24-28), the FCC discussed planned tests of technologies that might deliver WEA without cell towers and deferred applying WEA rules to satellite-to-device service pending more information. That discussion is not evidence that a broadly available satellite WEA service exists now.

Plan for separate warning channels rather than treating them as WEA. FEMA lists broadcast radio and television, as well as NOAA Weather Radio, among alert dissemination channels. Their availability depends on local coverage and the receiving equipment; a weather radio is a distinct alert source, not a WEA receiver. FEMA’s Broadcasters and Wireless Providers page describes these separate channels.

- Check local radio and television coverage. Identify which stations serve your area and whether you can receive them during an outage.
- Consider NOAA Weather Radio where relevant. Confirm that your location is covered and that your receiver can be powered when electricity is out.
- Plan how to keep phones charged. Ready.gov’s Plan Ahead for Disasters advises considering alternative phone-charging methods.
Radio broadcasts, Wi-Fi notifications, and satellite messengers may provide useful information, but they should not be described as WEA unless a specific service is established to deliver WEA.
