If Windows 11 won’t let you open Personalization, try setting a desktop wallpaper directly in Microsoft Photos: open the image, select the three-dot menu, then choose Set as > Background. Microsoft documents this alternative, but does not guarantee it works on every unactivated installation. Lock-screen and theme settings use separate Settings pages, so check activation if those controls remain unavailable.
Try changing your desktop wallpaper from Photos
- Open the picture you want to use in the Photos app.
- Select the three-dot menu.
- Choose Set as > Background.
Microsoft documents this command as another way to change the desktop background, outside the usual Personalization page: Change the desktop background in Windows. The instructions do not say whether it works on every unactivated device, so treat it as an option to try—not a guaranteed way around activation restrictions. They also do not establish whether a change made this way will persist after sign-out or restart.
Use the regular Settings pages if they are available
Windows groups appearance controls in Settings under Personalization. Microsoft’s documented routes are:
- Desktop background: Settings > Personalization. The page also documents the Photos method above. Microsoft’s desktop-background instructions
- Themes: Settings > Personalization > Themes. A theme combines elements such as desktop background pictures, window colors, and sounds. Microsoft’s themes guide
- Lock screen: Settings > Personalization > Lock screen. Available background choices documented by Microsoft are Windows spotlight, Picture, and Slideshow. Microsoft’s lock-screen guide
The Photos command changes the desktop background; Microsoft does not document it as a way to change the lock screen. Its support instructions use the Lock screen settings page and do not establish an alternate route that avoids activation restrictions. Microsoft describes Personalization as covering backgrounds, themes, colors, the lock screen, Start, and the taskbar in its Windows Settings overview.

Check activation if the controls stay unavailable
- Open Settings > System > Activation and check the activation status and any error message.
- Confirm that the license matches the installed Windows edition. Microsoft says Windows 11 activation uses either a digital license or a 25-character product key, and the installed edition must match the license.
- Use the activation troubleshooter or follow Microsoft’s guidance for the specific error rather than relying on unofficial activators or registry scripts. See Microsoft’s Windows activation guidance.
Microsoft’s support pages describe the usual Settings routes; they do not provide an activation-state matrix establishing exactly which personalization controls are blocked on every Windows 11 build.
