Explanations must help the people who use, operate, oversee, or are affected by the system understand its outputs and limits. No demo, accuracy score, or general claim that a system is “safe” establishes all of that.
What does trustworthy AI mean in practice?
Trustworthiness is not a single property. The National Institute of Standards and Technology (NIST) identifies these characteristics: validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. NIST’s Artificial Intelligence Risk Management Framework (AI RMF 1.0), released in 2023, describes them as interrelated considerations, not independent boxes to tick.
The right balance depends on the application, its operating conditions, and the people affected by it. For example, an explanation that reveals sensitive information may create a privacy problem, while techniques intended to protect privacy can affect accuracy when available data are sparse. A design choice that improves one property does not automatically improve the others; the reasons for tradeoffs should be made explicit.
How can you tell whether an AI application is reliable?
Start with the job and the consequences of error
Define what the application is meant to do, who will rely on it, and the conditions under which it is expected to work. Then identify what could happen if it gives a wrong result, is unavailable, or is used outside those conditions. A performance measure is useful only insofar as it reflects the task and the consequences of failure.

Choose evidence that fits the use
Assess validity, accuracy, robustness, and reliability using measures and thresholds chosen for the application. A single overall average can conceal failures that matter for particular situations or groups. Select evaluation slices that reflect relevant operating conditions and affected people, and use human judgment to set thresholds and document why they are appropriate. NIST treats valid and reliable performance as foundational to trustworthiness, not as proof of safety, fairness, or privacy.
Test beyond the demonstration
Evaluate the system in intended and foreseeable conditions, not only in a polished demonstration or on a convenient aggregate measure. Connect test findings to operational decisions: what should happen when confidence is inadequate, performance falls below a threshold, or the system encounters an unfamiliar situation? Those responses need accountable owners and a way to review whether the system continues to behave as expected.

What makes an AI application explainable?
Explainability and interpretability answer different questions
In NIST’s terminology, explainability concerns a representation of how a system operates. Interpretability concerns what an output means in relation to the system’s designed purpose. An explanation can describe mechanisms or contributing information without making the result meaningful to a particular user; an interpretable output can be understandable for its purpose without revealing every detail of the system’s internal operation.
Make the explanation useful to its audience
A practical explanation should address the questions the recipient needs answered: what did the system do, what information or factors mattered, what are the relevant limitations, and what action or recourse is available? The right level of detail differs for an end user, an operator investigating an output, and an oversight role reviewing system behavior. One technical description rarely serves all of them equally well.

Useful explanations can support debugging, monitoring, documentation, auditing, and governance. They do not guarantee that a system is correct or fair; those require suitable evaluation and oversight as well.
How should teams assess safety, security, and oversight?
Map potential harms in the real setting
Consider who could be affected, what harms are plausible, how severe they could be, and how likely the relevant conditions are. Identify mitigations and test whether they work in the circumstances where the application will be used. Safety depends on context and consequences, not just a model’s accuracy score. Where applicable, teams should also draw on safety guidance for the relevant sector.

Protect the whole system
Security includes confidentiality, integrity, and availability risks affecting the AI application and the systems around it. Consider the data, software, and hardware as well as the model: a secure model alone cannot protect a system whose inputs, outputs, or supporting infrastructure are exposed to compromise or disruption.
Assign responsibility for decisions and incidents
Operational controls need named owners. Decide who can approve use, review outputs, intervene or escalate when something goes wrong, monitor outcomes, document changes, and respond to incidents. Human oversight is meaningful when people have a defined role and a practical way to act, rather than being asked to endorse outputs without context or recourse.

How can NIST’s AI Risk Management Framework guide the work?
NIST’s AI RMF 1.0 organizes risk work into four functions. Govern applies across an organization’s AI risk processes; Map, Measure, and Manage can be applied to particular systems and stages.
- Govern: Establish roles, policies, accountability, and organizational processes for AI risk work.
- Map: Understand the system, its intended use and context, affected parties, and potential risks.
- Measure: Assess risks and trustworthiness using methods and evidence suited to the application.
- Manage: Prioritize and respond to assessed risks, then continue monitoring and adjustment.
The framework calls for considering trustworthiness before design, during development, at deployment, during use, and in testing and evaluation. It is voluntary guidance for incorporating trustworthiness into AI products, services, and systems—not a certification or proof that an application is safe or reliable. NIST’s framework page reports that AI RMF 1.0 is being revised; NIST also lists a Generative AI Profile released in July 2024.
How should you compare AI applications?
Ask for evidence tied to the intended use rather than relying on broad vendor descriptions such as “safe” or “explainable.” The weight of each consideration should reflect the task, failure consequences, and affected parties.
- Does the system fit the stated task and the conditions in which it will be used?
- What evidence supports its validity, reliability, and robustness, including where failures would matter most?
- What harms could occur, how severe could they be, and what safeguards, escalation routes, or oversight are in place?
- Do explanations meet the needs of users, operators, and oversight roles?
- How are security and resilience addressed across the system, data, software, and hardware?
- What privacy and fairness considerations arise, and what tradeoffs with performance or interpretability have been made?
- Who owns decisions, monitors outcomes, documents changes, and responds to incidents?
What is the practical test?
Look for a coherent chain from intended purpose to evidence, explanations, safeguards, accountable ownership, and ongoing monitoring. A system is not established as trustworthy simply because it performs well on one measure or can provide an explanation for an output. NIST’s AI RMF 1.0 provides a useful structure for this work, but organizations must still judge and manage risks in the application’s actual context.
