Neither humanoid robots nor cobots are inherently safer because of their shape or label. Safety depends on the complete work application: the robot, task, tooling, workpiece, workspace, operating modes, safeguards, and how the system is assessed and validated. “Collaborative” is not a safety certification, and industrial cobot guidance does not directly cover non-industrial humanoids. The cited sources do not establish that either category has a lower workplace injury rate.

Why the robot’s label does not settle the safety question

A cobot is not automatically safe to approach

“Collaborative robot” describes a robot used in an application designed for people and robots to work in proximity or interaction; it does not, by itself, show that a particular installation is safe. OSHA’s technical guidance treats collaboration as an application-level matter, requiring assessment of the robot system and the work being performed. OSHA also lists ISO 10218 and ISO/TS 15066 as consensus standards, while noting that the listed standards are not OSHA regulations. OSHA’s Technical Manual and its robotics standards page explain those distinctions.

A humanoid shape is not proof of either danger or safety

A humanoid may have different reach, balance, mobility, and contact scenarios from a fixed collaborative arm. Those are design-dependent considerations, not evidence that every humanoid presents a particular hazard or that every cobot is safer. Evaluate the actual robot and task rather than treating appearance as a risk rating.

There is no comparative injury-rate figure in the cited material that supports ranking the two categories. NIOSH describes its Center for Occupational Robotics Research as working to monitor injury trends and establish workplace risk profiles; that is not a finding that humanoids or cobots have fewer injuries. How to compare two robots for the same shared task

Compare candidate systems using the same task, site layout, and worker activities. A robot that is suitable for one task or layout may not be suitable for another.

Task, payload, and contact

  • Specify what the robot handles, including the workpiece’s weight, shape, sharp edges, and other properties relevant to contact.
  • Identify whether worker contact is intended, where accidental contact could occur, and whether a worker and robot might reach for the same object at once.
  • For applications where contact may occur, assess the conditions of contact, not just the robot alone. In power-and-force-limiting applications, the assessment includes the robot, end-effector, and workpiece. OSHA’s application risk-assessment guidance

Motion, sensing, and workspace

  • Compare operating speed, force, stopping performance, and movement paths, and consider the consequences of unexpected motion.
  • Check what the sensors can detect, where their coverage ends, and how the system slows or stops when a person approaches or a safety function fails.
  • Map access routes, blind spots, clearances, and pinch or crush points between the robot, workpiece, and fixed structures. Consider whether the collaborative area is clearly identified.

Work beyond normal production

Include programming, setup, testing, adjustment, troubleshooting, and maintenance in the comparison—not just the regular production cycle. OSHA notes that many robot accidents occur during these non-routine activities. Which safeguards can support shared work?

OSHA describes several collaborative technologies. They are design options, not plug-and-play guarantees; the task and risk assessment determine whether a safeguard or combination is appropriate.

Speed-and-separation monitoring

A presence-sensing safeguard detects a worker entering a protected area. Depending on the design, the application can slow or stop as the person approaches, provided the relevant speed is safety monitored. Detection coverage and stopping response must suit the actual layout and movement.

Power-and-force limiting

This approach can be used where contact may occur, but force and pressure limits must be determined through risk assessment. The assessment applies to the application, including the robot, its end-effector, and the workpiece; the label “cobot” does not establish that contact is harmless.

Hand-guided control

In the described mode, a worker directly guides the robot using a hold-to-run control. The suitability of this approach depends on the task and the control design.

Safety-rated monitored stop

A monitored stop can be combined with another collaborative technology. OSHA describes continued worker detection as part of this approach, so the system can account for a person remaining in the area while the robot is stopped.

OSHA says a risk assessment should consider programmed tasks, the environment and location, worker error, maintenance, malfunctions, normal and emergency operation, worker duties, and hazards specific to the application. Does a shared-work robot need a safety cage?

Neither “humanoid” nor “cobot” alone determines whether a cell needs a cage or another form of guarding. A risk assessment may lead to physical separation, presence sensing, a collaborative safeguard, or a combination of measures. For example, a presence sensor is one component of a speed-and-separation design; it is not, by itself, proof that the whole application is safe. The chosen controls must address the hazards and access patterns of the specific installation.

What the standards and regulations cover

ISO/TS 15066:2016 This industrial collaborative-robot technical specification supplements ISO 10218-1 and ISO 10218-2. It applies to industrial robot systems described in ISO 10218, not non-industrial robots. ISO says its principles may still be useful in other areas.
ISO 10218-1:2025 text preview The preview says most ISO/TS 15066 requirements were incorporated into ISO 10218-2:2025 because collaboration relates to the application, not the robot alone. It states: “Only the application can be developed, verified and validated as a collaborative application.” This is a hosted text preview. OSHA robotics standards page and OSHA robotics overview OSHA lists relevant consensus standards and says there are currently no specific OSHA standards for the robotics industry. The standards OSHA lists are not OSHA regulations. Employers still need to consider applicable regulations and relevant machinery and workplace requirements.
EU-OSHA: Collaborating robots EU-OSHA reports revised EN ISO 10218 versions published in 2025, covering robot safety and integration. It reports that Regulation (EU) 2023/1230 applies to machinery from 20 January 2027. Check legal applicability and harmonisation status for the specific date and market; the dates do not rank robot types by safety.

A practical deployment sequence

  1. Define the use. Document the task, robot and tooling, workpiece, layout, worker movements, and operating modes for each candidate.
  2. Assess the full life cycle. Evaluate routine work as well as setup, programming, testing, maintenance, foreseeable errors, and malfunctions.
  3. Select safeguards for the assessed risks. Choose from appropriate protective measures and collaborative technologies; do not assume a robot’s marketing category supplies the controls.
  4. Verify and validate the installed application. Check that the integrated safeguards work as intended in the actual workspace and operating modes before routine use.
  5. Train workers and review the system. Ensure people understand procedures, signals, and how to stop the robot, and revisit the assessment when the task, equipment, or layout changes.
