Review an AI-generated pull request the way you would review any consequential code change: verify its purpose against the project’s requirements, inspect the actual diff, run appropriate checks, investigate dependencies and security risks, and have a qualified human make the merge decision. An AI summary, passing CI, or automated review comment is useful evidence—but none establishes by itself that the change is correct.
Start by establishing what the pull request is supposed to do
Before judging whether the implementation looks plausible, establish its intended outcome. Check the repository, pull-request title and author, source branch, and stated goal. Then compare the change with the issue or specification, the surrounding architecture, and the repository’s conventions. GitHub’s guidance on reviewing AI-generated code recommends understanding the change’s purpose and context rather than reviewing code in isolation.
Read the changed files and relevant lines in the diff yourself. An AI-generated description can help you navigate, but it may omit a behavior change or describe an intention the code does not actually fulfill. Confirm that the changes are limited to what the stated task requires, and investigate unexpected edits before proceeding.
Inspect behavior, including failure paths and edge cases
Trace how the change behaves in normal operation and under failure. Check whether it preserves existing invariants, handles boundary conditions, and releases resources when errors occur. Look for missing cases in tests, behavior that differs from the requirement, and logic that merely appears reasonable without evidence that it meets the project’s needs.

Use tests to probe the intended behavior, not just to confirm that the implementation runs. GitHub’s reviewer prompts include: “What functional tests to validate this code change do not exist or are missing?” and “What possible vulnerabilities or security issues could this code introduce?” The same documentation suggests asking why a failing test was deleted and which edge cases or technical questions need human judgment: GitHub Docs: Review AI-generated code.
Run the project’s normal checks and interpret their limits
Build or compile the change where appropriate, run relevant tests, and examine warnings and errors. Use the repository’s established CI checks instead of relying on a summary from the AI author. GitHub recommends using tests and static analysis early in review.

A passing CI run is evidence only about the checks that actually ran. It cannot by itself show that the pull request solves the intended problem or covers every edge case. Pair automated results with a review of the requirements, code paths, and test coverage. The checks should match the change: for example, a web-facing change may warrant security checks beyond a successful unit-test run.
Verify every new dependency and generated assumption
For each added or changed package, independently check that it exists, comes from an acceptable source, is maintained, and has a license compatible with the project. AI-generated changes can include nonexistent or suspicious package names, hallucinated APIs, or assumptions that conflict with repository constraints.

Also inspect test changes carefully. A deleted or weakened test may conceal a regression rather than fix one. Confirm that any changed test still exercises the behavior the project needs, and that the implementation uses real APIs in the versions and environment the repository supports.
Match security checks to the change’s risk
Use the security capabilities available in the project, such as static analysis, dependency checks, and secret scanning, in proportion to the change. Consider threat modeling for design-level changes; fuzzing or web-application scanning may be appropriate for some code paths. Review included libraries and services as part of the change, not just the lines authored directly in the pull request.

NIST’s Guidelines on Minimum Standards for Developer Verification of Software, published October 6, 2021, describes a range of verification techniques, including automated tests, static scanning, secret detection, black-box and structural tests, historical tests, fuzzing, web-application scanners where applicable, threat modeling, and review of included code. It is a useful set of reference points, not a substitute for current project requirements or security policy.

Treat AI-generated review comments and scanner findings as leads. Open the relevant code, inspect the evidence, and decide whether the reported issue is real in the application’s context. A finding may be false or incomplete; a plausible proposed patch may introduce a regression or fail to address the root cause.

OpenAI’s guidance for Codex Security describes proposed security patches as items for human review. Its guidance on reviewing pull requests with Codex likewise covers inspecting repository context, diffs, checks, and conflicts, and verifying findings. The practical rule is to review the source and the proposed change—not accept a finding or fix solely because an AI produced it.
Set human review and merge gates according to risk
Require a qualified human reviewer who understands the change and is accountable for the merge decision. OWASP’s AI Security Verification Standard (AISVS) 1.0, Appendix C specifies independent qualified human review for AI-generated code, automated security testing on every such pull request, merge blocking for critical findings under its stated threshold or an equivalent organizational policy, and stronger review for security-critical files.
These are controls in a named standard, not legislation that automatically binds every organization. Check the version your organization adopts and align merge gates with its policy and risk classification. For complex, security-sensitive, or cross-service changes, add a second reviewer and use a checklist that covers functionality, security, and maintainability.
Use this pre-merge checklist
- Intent: Does the diff match the issue, specification, architecture, and repository conventions?
- Scope: Are all changed files and unexpected edits understood?
- Behavior: Are failure paths, boundaries, invariants, and missing test cases accounted for?
- Checks: Did the project’s relevant build, test, CI, and security checks run, and were their results reviewed?
- Dependencies: Have new packages, APIs, sources, maintenance status, and licenses been verified?
- Security: Are checks proportionate to the change, with stronger analysis for sensitive code paths?
- Findings: Has each important automated finding or suggested fix been checked against the source and application context?
- Approval: Has a qualified human reviewed the change, with additional review or merge gates where risk warrants them?
For a workflow or tool, evaluate whether it exposes the full diff and repository context; which functional, security, and dependency checks it actually runs; whether findings include evidence reviewers can validate; how it handles high-risk files and unresolved critical findings; and whether its access controls, audit trail, and CI integration fit the repository. No single product or automated result replaces those review decisions.
