Activity context may still be synchronized, stored in memory, sent to tools, or captured in logs and backups. Choose between local and cloud models by tracing the full data path and checking whether each option meets your summary-quality, connectivity, and operational needs.
What “local” and “cloud” mean for an agent summary
An activity summary might include details about files opened, browser activity, screenshots, or actions taken by an agent. The model’s location tells you where inference happens; it does not tell you where that context or the resulting summary goes afterward.
- Local inference: Model weights run on hardware controlled by you or your organization. The application may still sync data or send it to integrations, and a self-hosted service in a rented cloud account is not necessarily physically local.
- Cloud API: The application sends requests to a provider-managed endpoint. The provider runs and scales the inference service; handling depends on the product, account, endpoint, contract, and features used.
- Private cloud endpoint: The model service is provider-operated but can use organizational network, identity, and policy controls. Network isolation does not mean the organization operates all the underlying infrastructure.

Compare the trade-offs that matter

No directly applicable comparative benchmark establishes a universal winner for summary quality, speed, or cost. Test the actual task and compare the operational burden as well as the model output.

Trace the full privacy path before choosing
SC LABS puts the central issue succinctly: “Privacy depends on the path your data takes, not on a label.” Its guide was published August 17 and reviewed September 19, 2026. Use these checks to map a real deployment:
- Inspect the input. Identify which actions, files, screenshots, browser state, and identifiers enter the prompt. Remove details the summary does not need.
- Verify the inference route. Confirm whether the request goes to a device, a self-hosted server, or a provider endpoint. Do not infer the route from a “local” label; check the configured endpoint and network behavior.
- Follow the output and memory. Find where summaries are saved, indexed, synchronized, and exposed to other agents.
- Check tools and telemetry. Determine whether browsing, email or calendar integrations, analytics, crash reports, remote administration, or monitoring services receive content or identifying metadata.
- Limit authority. Scope access to files, processes, browser state, and UI control to what the task requires. Running inference locally is not a reason to grant broad agent permissions.
- For cloud services, verify feature-level terms. Confirm the endpoint, product tier, retention and training terms, residency, subprocessors, and coverage of connected tools. A policy for an API does not automatically apply to a consumer interface or outside integration.

Cloud privacy controls depend on the exact service
Cloud models are not automatically unsuitable for private summaries, but a provider-level statement is not enough to establish how a particular workflow is handled. Check the applicable product and feature terms, and confirm that your account and endpoint qualify.
OpenAI API Zero Data Retention
OpenAI’s announcement, published August 19, 2026 and updated September 22, 2026, says eligible API customers using Zero Data Retention do not have prompts and responses retained after request processing. It also says enterprise customer data is not used for training unless customers explicitly opt in. OpenAI said Private Safety Processing was rolling out to API customers in phases. Availability and eligibility can change, so verify the endpoint and agreement that apply to your deployment in OpenAI’s announcement.

Anthropic API retention
Anthropic’s API documentation distinguishes Zero Data Retention arrangements from standard, feature-specific retention. Coverage is limited by endpoint and feature; third-party integrations are not covered by the arrangement. For provider-operated partner platforms such as Amazon Bedrock and Google Cloud Agent Platform, check those platforms’ controls as well. These limits mean a ZDR arrangement should not be treated as applying to every Claude interface or integration. See Anthropic’s API and data-retention documentation.
Local execution with cloud coordination
OpenAI Help Center documentation says synced Work tasks are coordinated in the cloud even when a step runs locally, and that Zero Data Retention is not supported for that feature. This example applies to local work sync in ChatGPT, not to every local model setup. When local inference is a good fit
Consider a local model when summaries must stay on hardware under your control, offline operation matters, or the work is routine and predictable enough to assess against an available model. This choice shifts more responsibility to you: hardware capacity, updates, service reliability, and the surrounding application’s data handling all matter.
LocalAI documents a runtime for local models and agents with CPU and GPU support, including CPU-only operation and deployment from laptops to servers. That establishes an implementation path, not a guarantee that a given computer or model configuration will meet a particular speed or quality target. See LocalAI’s documentation.

If evaluating a computer for running local AI models, check memory, supported accelerators, the chosen model’s requirements, thermal limits, and expected throughput before buying. The cited documentation does not establish a best machine or hardware configuration.
When a cloud model or hybrid setup makes sense
A managed cloud API may be a better operational fit when rapid deployment, provider-managed scaling, or access to a particular higher-capability model matters—and when the specific endpoint’s data controls satisfy your requirements. A private cloud endpoint may add organizational network and identity controls, but it remains important to review the provider’s role and the contract.
A hybrid design can route sensitive summaries to local inference and send other tasks to a cloud endpoint when its controls are acceptable. To make that distinction meaningful, define which inputs qualify for each route and ensure the agent cannot silently send restricted context to the cloud through another tool or integration.
Make the decision against your own requirements
- Choose local when controlled-host inference or offline operation is essential and your hardware and staff can support the service.
- Choose cloud when managed infrastructure or model capability is more important and the exact product, endpoint, terms, and integrations meet your organization’s requirements.
- Choose a hybrid route when some summary inputs are sensitive and others can use a cloud service, provided routing and tool permissions are enforceable.
In every case, assess the end-to-end data path alongside summary quality, latency, availability, scaling, cost, and the operational capacity required to maintain the setup.
