It can mean that no examples met a binary scoring rule, that a result landed at or below a chosen baseline, that it was the lowest value in a comparison group, or that the benchmark applied a floor or failure rule. The benchmark’s metric and scoring documentation determine which interpretation is correct.
What a zero score can mean
A benchmark score is produced by a metric: a defined way to measure performance on a task. Because benchmarks use different metrics and transformations, the number zero is not a universal verdict that a system failed or got every question wrong.
No examples met a binary rule
Some metrics assign each example either 1 for a match or 0 for no match. Microsoft Foundry’s exact-match metric, for example, returns 1 when generated text exactly matches the target and 0 otherwise. If the benchmark averages those outcomes, an aggregate score of zero means none of the scored examples matched exactly. It does not establish that the answers were wholly incorrect under other criteria, such as semantic similarity. See Microsoft Foundry’s benchmark documentation for its metric definition.
Performance was at or below a baseline
A normalized score may define a selected baseline as 0% and a chosen upper reference as 100%. The US and UK AI Safety Institutes describe this approach in their 2024 evaluation report on OpenAI o1: the absolute score is the direct score on held-out test data using the task-specific metric, while the normalized score is mapped against those references and clamped to the range from 0% to 100%. In that scheme, zero means performance at or below the chosen baseline after the scoring rules are applied—not necessarily that the system produced no correct outputs. The lowest result in a comparison group
Another normalization method can set the worst performer in a comparison set to zero. The World Bank’s RISE Framework gives a min-max normalization example of this kind. Here, zero identifies the bottom of that particular group; it does not mean the underlying measured quantity is absent. The interpretation can change if the comparison group changes. A floor or failure value
A displayed zero may result from a scoring rule that clamps values at a lower bound, or from a special rule for an invalid or incomplete run. The US and UK AI Safety Institutes describe clamping normalized scores to a specified range and assigning zero when an agent fails to submit within the message limit. A failure-coded zero is different from a measured performance score of zero, so check the benchmark’s treatment of timeouts, missing results, and failed submissions.

How to interpret a particular benchmark’s zero
- Identify the metric. Find the benchmark’s named scoring measure and what counts as a successful result. Absolute metrics such as accuracy and RMSE measure different things, and for some metrics lower is better.
- Check whether the score is raw or normalized. For a normalized score, find the baseline and upper reference—or the comparison group—that anchors zero and the rest of the scale.
- Find out how results are aggregated. A zero average of binary example-level scores has a different meaning from a zero created by combining tasks, attempts, or normalized values.
- Read the edge-case rules. Look for clamping, missing-result handling, time limits, and failed-submission rules to determine whether zero represents measured performance or a scoring outcome.
Benchmark documentation should explain how its measurements can and cannot be interpreted. A 2024 paper in the NeurIPS Datasets and Benchmarks Track emphasizes that benchmark measurements must be interpretable and that creators should describe how to read their scores. Two zeros—or any two scores—are not meaningfully comparable just because they share a numeric scale. Align the task and dataset, metric and direction of improvement, raw or normalized status, normalization references, aggregation method, and rules for clamping or failed submissions. If any of these differ, the scores may describe different outcomes.
