A video downloader saves media that it is authorized to access by retrieving a file or collecting stream segments, then writing or packaging them for local playback. The available quality and format depend on how the service delivers the video, which audio and video tracks it offers, and what the target player supports. A resource being technically reachable does not by itself mean you have permission to download it or bypass access controls.
What a video downloader does
The basic job is to identify media resources, retrieve the permitted data, and save it in a form that can be played locally. The details depend on the delivery method and the service: there is no universal process that works the same way on every website.
Direct file downloads
With a progressive download, a client requests a media file over HTTP and writes the returned bytes to storage. The file can generally be played after enough data has arrived, or after the download finishes. The IETF distinguishes this pattern—downloading a media file and playing it afterward—from streaming in which segments arrive as they are played. RFC 9317
Segmented adaptive streams
Adaptive streaming delivers a video as a sequence of media segments described by a playlist or manifest. Rather than receiving one complete file, a player requests segments as needed. A manifest can describe multiple representations—such as different resolutions or bit rates—so playback can adapt to network conditions. A downloader that is authorized to access an unencrypted stream may retrieve a selected representation and its associated tracks, then package them for local playback. Stream designs differ, and some resources require authentication or use encryption.

How HLS and MPEG-DASH describe video
HLS and MPEG-DASH are HTTP-based streaming approaches. Both use descriptive files to tell a compatible client what media resources are available, but their specifications and implementations are not interchangeable guarantees of a downloadable file.

Apple points to RFC 8216 as the published HLS specification; that RFC specifies HLS version 7. Neither HLS nor DASH is categorically better for downloading. A downloader must support the stream’s delivery details, and the user must have permission to save the content.

How downloaders identify quality and formats
A downloader may inspect page metadata, a supported service interface, or stream descriptions such as playlists and manifests to discover available media resources. The implementation varies by site and application, so an option shown by one tool is not proof that every service exposes the same choices.
When a stream offers several representations, the choices may differ in resolution, bit rate, or encoding. Audio and subtitles may be described as separate tracks rather than embedded in the video resource. To produce a convenient local file, a downloader may need to select the desired tracks and package them together in a compatible way. Whether it can do so depends on the stream and the application.

- Resolution describes image dimensions, not the entire quality story; codec, bit rate, and source quality also matter.
- Audio and subtitles may be separate resources. Check that the selected output includes the tracks you need.
- Format labels can refer to a container, codec, or preset. Those terms are related but not interchangeable.
- “Merge,” “convert,” and “save as” can describe different operations. The label alone does not reveal whether the app merely packages streams or re-encodes them.
Container, codec, remuxing, and transcoding
A container is the package that holds media streams and related information. A codec defines how a stream is encoded and decoded. A filename extension can suggest a container, but it does not identify every codec or guarantee compatibility with a particular device.

Apple’s HLS authoring specification lists H.264/AVC, HEVC/H.265, Dolby Vision, and AV1 as video encodings. For Apple-device HLS authoring, it requires fragmented MP4 or MPEG transport stream for H.264, and fragmented MP4 for HEVC. Remuxing versus transcoding
Remuxing repackages already encoded streams in a different container without necessarily changing their compressed audio or video. Transcoding decodes and re-encodes a stream. Transcoding can change file size, quality, compatibility, and processing time; the result depends on the settings and source. An application’s “convert” option may transcode, while a merge or packaging operation may remux, but the exact behavior is tool-specific.

Retrieving media resources is only part of the task. A local file can fail to play if the target player does not support the codecs or container, if required audio or subtitle tracks were not included, or if the output was packaged incompatibly. Some streams also require authentication or use encryption. For files you are authorized to keep, a portable external SSD can help store a large local video library. Storage does not unlock a stream, grant download permission, or overcome DRM.
Permission and access controls
Technical capability and legal permission are separate questions. For U.S. context, 17 U.S.C. § 1201 generally prohibits circumventing a technological measure that effectively controls access to a copyrighted work. The law also includes statutory provisions and a rulemaking process for temporary exemptions. The U.S. Copyright Office describes the framework and the 2024 exemption cycle; its 2027 proceeding page says the next cycle is underway and concerns renewals for October 2027 through October 2030.
