A cyberattack business continuity plan should spell out how the organization will keep essential services operating safely while responders contain the incident and restore trustworthy systems. It needs clear decision authority, service priorities and dependencies, workable fallback procedures, stakeholder communications, and a tested recovery sequence. Treat it as the operational companion to—not a replacement for—the cyber incident response and disaster recovery plans.
Start by defining scope, activation, and decision authority
Make the plan usable when normal email, directories, or collaboration tools may be unavailable. State which services it covers, how it is activated, and how the team will reach one another using contact information and escalation routes stored outside the affected systems.
Set activation triggers
Specify conditions that require consideration of continuity arrangements. These may include suspected compromise of a critical service, loss of trusted identity or communications systems, ransomware encryption, data theft, or a provider outage that disrupts essential operations. Define who assesses the situation and who can activate the plan; do not rely on an informal assumption that someone else will make the call.
Name roles and decision rights
List a lead and alternates for continuity coordination, an executive decision-maker, business service owners, IT and security responders, communications, legal review, and critical supplier relationships. Record who may isolate a system, suspend transactions, switch to manual operations, approve customer messaging, request outside assistance, and authorize a service’s return to normal operations.

Include business leadership as well as technical responders. CISA’s guidance for corporate leaders and CEOs recommends that senior management ensure critical-function systems are identified and continuity tests are conducted.
Identify critical services and what they depend on
Prioritize business services before an incident, not just the computers that support them. For each service, identify its owner, the minimum acceptable operating level, what can pause, and what must continue immediately. CISA’s #StopRansomware Guide recommends understanding which assets support health and safety, revenue, or other critical services and documenting interdependencies to inform restoration priorities.
Build a service dependency record
- Technology and data: applications, devices, networks, identity systems, data stores, configurations, and backups the service needs.
- People and locations: required staff and skills, facilities, utilities, telecommunications, and any alternate operating location.
- External dependencies: cloud and software providers, payment and identity services, telecommunications, suppliers, and upstream or downstream business partners.
- Operating limits: the minimum safe and acceptable level of service, processes that may be delayed, and the point at which the organization must stop rather than continue unsafely.
For each dependency, note its owner and how to escalate an outage. CISA’s Infrastructure Dependency Primer discusses continuity procedures and considering supplemental providers of critical services and commodities.

Coordinate continuity decisions with incident containment
The continuity lead coordinates business-service decisions; security responders assess incident scope and direct technical containment. The two plans should agree on how staff report suspicious activity, who can authorize temporary disconnection of affected systems, how responders are contacted without corporate tools, and how relevant evidence is preserved.

It also describes preserving system images, memory, logs, and relevant malware artifacts when appropriate. Continuity actions must not reconnect affected systems or move untrusted data into recovery environments before responders establish that those environments are safe.
Plan safe degraded operations and fallbacks
For each priority service, specify what staff should do if its normal systems or providers are unavailable. A fallback may be manual processing, alternate equipment or a location, another provider, delayed processing followed by reconciliation, or a safe shutdown. Do not describe a workaround as viable unless the people responsible for the work have reviewed it.

Define controls for fallback work
- Document who may switch to the fallback and how staff will receive that instruction.
- Set limits for transactions or tasks that can be completed manually, along with required approval and recordkeeping.
- Include safety, quality, fraud, and privacy checks that still apply when normal software controls are missing.
- Explain how manual or delayed work will be reconciled when trusted systems return, including who resolves discrepancies.
- For operational technology or safety-critical operations, have engineering and safety teams document safe states and manual controls, then exercise those procedures.
CISA’s January 11, 2022 advisory for U.S. critical infrastructure calls for exercised incident-response, resilience, and continuity plans so critical functions can continue if technology is disrupted or taken offline. Its sector-specific context matters: the advice supports planning and testing fallbacks, but does not prescribe controls for every organization.
Prepare communications and notification decisions
Maintain current contacts and alternate communication channels for employees, customers, suppliers, insurers, regulators, law enforcement, and service providers as applicable. Decide who approves internal updates, customer notices, public statements, and supplier instructions. Staff need a reliable way to receive directions if email, collaboration tools, or identity services are affected.

Prepare short holding statements and a process for checking facts before any release. Identify the legal and contractual notification triggers and deadlines that apply to the organization with qualified counsel and the relevant sector or jurisdictional authorities. CISA’s ransomware guide recommends response and notification procedures, organizational communications procedures, and holding statements; it does not establish a universal reporting deadline.
Set recovery priorities and protect restoration capability
Document which systems and data must be recovered, who owns each backup, and what restoration depends on. CISA recommends offline, encrypted backups of critical data and restoring according to critical-service priorities. A backup is only useful if the organization can access it and demonstrate that it is intact and restorable.

Record backup and recovery arrangements
- For critical data, record backup frequency, retention, encryption, access controls, key custody, and whether copies are offline or isolated from production.
- Keep recovery instructions, configuration information, required software or licensing details, and system images where applicable.
- Test backup availability and integrity by carrying out recovery exercises, not only by checking that a backup job reported success.
- Protect recovery materials and credentials so an attacker who compromises production access cannot simply alter or erase every recovery copy.
Document and validate the restoration order
Write down the sequence for rebuilding identity, networks, endpoints, applications, and data stores based on each critical service’s dependencies. State the checks needed before a service returns to normal operation, including how the team will establish that the environment and restored data are trustworthy. CISA also recommends maintaining and testing golden images and recovery materials, and cautions against reinfecting clean systems during recovery.
Set recovery-time and data-loss tolerances only after the organization has analyzed its service needs and tested whether it can meet them. The guidance does not provide an organization-specific recovery time or acceptable data-loss figure.
Exercise the plan and keep it current
Exercise the continuity plan together with incident response and recovery procedures. Include decision-makers and the staff who own critical services; add relevant suppliers when their participation is necessary to test a dependency.

Use a scenario that requires real decisions
In a tabletop exercise, ask participants to decide when to activate the plan, which services take priority, whether to isolate systems, how people will work and communicate without normal tools, what information can be shared with stakeholders, and what evidence is required before restored systems are trusted. Exercises should test procedures, decision authority, contacts, and fallbacks—not merely confirm that a document exists.
Turn findings into plan updates
Record gaps and decisions, assign owners and due dates, and revise the relevant procedures. Repeat exercises after significant organizational or technology changes. CISA recommends continuity tests for critical functions and says lessons learned should inform updated policies, plans, procedures, and future exercises.
Tailor the plan to the organization
There is no generic checklist that can determine an organization’s legal notices, reporting deadlines, insurance conditions, contractual commitments, recovery objectives, or engineering controls. Those depend on location, sector, contracts, systems, and safety requirements. The cited CISA material is U.S. government guidance, with portions focused on ransomware or critical infrastructure; use it as planning guidance and have appropriate legal, technical, and operational owners determine the requirements that apply to the organization.
