Fedora Everything is a network installer, so it is not separate from “netinstall” as a method. The practical choice is usually between Fedora Everything, which lets you choose packages during setup, and Fedora Server netinstall, which installs Fedora Server with Server-oriented defaults. Both need access to Fedora repositories over the internet or through a local mirror.
What “Everything” and “netinstall” mean
“Netinstall” describes an installation that downloads software packages from a repository rather than including the full package collection on the installation image. Fedora describes Everything as its online installer, and its boot ISO is also offered as the Fedora Server network installer. In other words, Everything is one form of network installation—not the opposite of netinstall. Fedora’s ModernizeBootISO project page explains the boot ISO relationship.
The word “Everything” does not mean that every Fedora package is bundled in the ISO. The package catalog is too large to include there; the installer accesses packages from a Fedora repository or local mirror instead.
How the two installers differ

Fedora’s Btrfs-by-default guidance recommends the Server netinstaller for headless and PXE use cases. It also says installer images retain custom partitioning options. Filesystem and other defaults can change, so check the current release’s behavior if those choices matter.

Do you need an internet connection?
Fedora’s Miscellaneous Downloads page says Everything requires a working internet connection or a local mirror of Fedora’s software repository. Since both Everything and Server netinstall retrieve packages over a network, plan on repository access for either. A local mirror can meet that need when internet access is unavailable; without internet or a usable mirror, choose an offline image instead.
Before starting, confirm that the machine can reach the chosen repository, or that the mirror is configured and accessible from the installer. The installer image itself does not contain the complete package catalog.

Which should you choose?
- Choose Everything if you want to select software packages during installation and have repository access.
- Choose Fedora Server netinstall if you intend to install Fedora Server, particularly for a headless or PXE setup.
- Choose an offline image if you cannot provide internet access or a local mirror during installation.
- Check release-specific defaults if filesystem or partitioning behavior is important; use custom partitioning when you need to control the layout.
