When an Atlassian migration fails or reports incomplete, start with the migration assistant’s pre-migration checks, then use the exact error log and post-migration report to identify what did not transfer. A Jira migration marked incomplete may have only one failed entity; Confluence permission, export-resource, and app-migration errors need different remedies. Fix the documented cause before rerunning, and verify the result afterward.
Start with checks, logs, and the migration report
- Run the pre-migration checks. Expand every warning and error and follow its remediation. Atlassian describes Jira pre-migration checks as mandatory. Confluence checks cover system readiness, assistant version, users and groups, spaces, and apps. An error blocks the migration until corrected; a warning flags a risk to assess rather than an automatic failure. - Open the error log for the affected plan. In Jira, open the plan’s Review your migration screen, choose Logs and reports, and download the error log. In Confluence, examine the migration error and relevant application or support logs. Record the exact message and affected entity; similar-looking failures can have different causes.
- Compare the log with the post-migration report. For Jira, the report shows what transferred and what did not. An incomplete status does not by itself mean all project data was lost. Identify the failed entity before deciding whether to correct a source issue, retry, or escalate.
- Correct the cause, then retry or verify. Depending on the error, this may mean correcting data or permissions, freeing temporary export space, resolving server resource limits, or involving an app vendor. Keep the logs and check the report after the next run.
Fix common Jira migration errors
Invalid or missing user references
A permission scheme may refer to a user who is absent from the migrated accounts, causing import errors. Correct the invalid reference and rerun through the Jira Cloud Migration Assistant. Atlassian’s troubleshooting guide describes this failure class.
Required fields with null values or unsupported source data
Highly customized Jira Server data can contain values Cloud does not support. Atlassian gives a required field with a null value as an example. Clean up the source data before retrying. In some cases, the assistant’s generated ZIP includes a CSV of remediable errors; correct those entries and upload the file without changing the source instance.
Incomplete projects, changed keys, and linked work
If a project or entity failed, use the error log and post-migration report to isolate it rather than assuming the whole project is missing. If project keys change, update associated configuration, filters, and boards before retrying. Links to projects in a later migration batch may remain unavailable until that batch migrates; review board JQL afterward as well. See Jira migration error guidance.

Resolve common Confluence errors
“Failed to add user to groups”
This error can mean the migration user lacks organization-admin and product-admin permissions on the Cloud destination. Confirm the required destination permissions, then retry. Atlassian lists this issue in its Confluence Cloud Migration Assistant error guide.
HTTP 401 during Cloud checks
In a Confluence Data Center migration, Atlassian associates a 401 response with an unauthorized Cloud user or stale or incorrect session. Check that the appropriate site administrator is logged in, clear browser data, and relink Server to Cloud as directed by the Confluence Data Center troubleshooting article, updated September 25, 2025.

“Failed to execute export for query”
Atlassian identifies three possible causes: too many open files, insufficient temporary space under the Confluence export folder, or an out-of-memory error. Check the application logs to distinguish them. If export space is low, free space and retry with smaller batches; for memory errors, follow Atlassian’s linked memory guidance in its Confluence error guide.
Duplicate sidebar-link key

Tell a platform problem from an app migration problem
Marketplace app data can migrate separately from core Jira or Confluence data. Inspect the app’s own migration progress log: warnings such as a server exception or failure to notify the Cloud app that migration started can stall or time out the app transfer. Share the migration status, warning details, Cloud-site URL, and complete progress logs with the app’s Marketplace Partner. If the partner needs Atlassian’s help, escalate to Atlassian Support. Prepare safely before another run
- Test Confluence migration on a test or staging site before the final run. Atlassian strongly recommends a trial migration.
- For Jira, use the same assistant version in the production migration as in the test migration, update the assistant, and complete the preparation steps. The source migration operator needs system-administrator privileges; the destination requires organization-administrator privileges. Confluence instructions likewise call for a source system admin and destination organization admin. See Jira migration preparation guidance and Confluence migration instructions.
- After making Server changes for a Jira migration, wait at least 10 minutes before migrating so the data can update, as Atlassian advises in its Jira troubleshooting guidance.
- Back up before database changes. Atlassian recommends testing alter, insert, update, or delete SQL changes on staging where possible; see its Jira troubleshooting guide.
Know when to escalate
Contact Atlassian Support
Use Atlassian Support for unresolved assistant or platform problems. For Confluence cases, provide relevant application logs and a support ZIP when requested. For the documented duplicate-key conflict, support must make the required Cloud database changes.

Bring in a Solution Partner for complex migrations
Atlassian recommends considering a Solution Partner when a migration is complex or internal capacity is limited—for example, with complex merges, security or compliance requirements, a condensed timeline, or needs such as user acceptance testing, server upgrades, training, planning, project management, and execution beyond support scope. Its stated recommendation criteria also include more than 1,000 users or five or more business-critical apps; these are Atlassian’s guidance, not universal thresholds. Partner services can include cloud assessments, custom app and data migration, cloud optimization, user management and governance, and end-to-end migration support.
