Choose based on the needs and operating realities of each workload—not on a blanket claim that owning a data center or colocating is always cheaper, safer, or more compliant. Compare the full cost, capacity, control, resilience, staffing, and exit implications over the same planning horizon. Many organizations use both: Uptime Institute reported that 55% of workloads were off-premises in its 2024 survey, while many enterprises continued to maintain their own data centers.

What is the difference between on-premises and colocation?

An on-premises data center is on premises the organization owns or controls and operates directly. The organization is responsible for facility infrastructure and operations, even when it contracts some work to outside firms. Colocation, or “colo,” means leasing space and facility services—typically including power and cooling—from a provider that serves multiple tenants. The customer generally still owns or manages its servers, applications, and data. Colocation does not automatically transfer every security or compliance responsibility; the contract and workload architecture determine the actual split. Compare the options against the same requirements

Use one workload forecast and one planning horizon for both alternatives. For each requirement, identify the accountable party and document what the provider or internal team actually commits to deliver.

Capacity Can the site provide forecast power, cooling, and space on schedule? Is the required capacity actually available at the chosen location and density?
Resilience Can the organization fund, staff, and maintain the required redundancy and recovery? What do service levels, exclusions, maintenance windows, and incident processes promise?
People Are qualified facilities and operations staff available? Which operational tasks remain with the customer despite provider facility services?
Efficiency Can the organization measure and improve facility performance? Can the provider supply comparable measured metrics and clarify responsibilities?
Flexibility What will it cost and how long will it take to expand, contract, or retire? What do minimum commitments, renewal, expansion, and termination terms require?

Model the full lifecycle cost

Do not compare a colo quote with only the construction cost of an owned facility, or compare facility rent with only an on-premises utility bill. Build a workload-specific model that includes the full set of costs and the timing of major expenses. No universal break-even point is established: the result depends on location, load, commercial terms, staffing, financing, and the planning horizon.

  • On-premises: include site and build costs, power and cooling, maintenance, staffing, financing, taxes where applicable, hardware refresh, expansion, migration, and eventual retirement.
  • Colocation: include recurring lease charges, power, connectivity and interconnection, equipment and support, expansion, migration, contract minimums, and exit costs.
  • Both: model expected changes in workload demand and the cost of moving data, systems, and dependencies. Ask providers for terms tied to the actual location and expected load.

Verify power, cooling, and expansion capacity

Capacity is more than an empty rack or a provider’s advertised total. Confirm usable space, available power, cooling, rack density, deployment lead time, and committed expansion capacity against the forecast. Uptime Institute’s 2024 survey overview reported that average server-rack densities remained below 8 kW; this is an industry survey finding, not a design target or limit for a specific facility. The same overview said most facilities did not have racks above 30 kW, and those that did had only a few. Increasing compute intensity is challenging existing power and cooling capabilities, so validate a candidate site’s actual capacity rather than relying on industry averages.

Assign control, security, and compliance responsibilities

List requirements for physical access, equipment configuration, network connectivity, data handling, jurisdiction, audit evidence, and operating procedures. Then map each to the party responsible for meeting it. An owned facility can provide direct control over facility decisions, but that control comes with the work of operating and securing the site. Colo can provide contracted facility services, but does not by itself resolve tenant responsibilities for IT, data, applications, or compliance. Neither model has a universal compliance advantage; requirements depend on the workload, applicable rules, contract, and implementation.

Assess resilience and operational readiness

Compare the systems and teams that would actually support the workload: power paths, cooling redundancy, physical and cyber controls, geographic exposure, incident response, recovery objectives, and provider operational and financial risk. For colocation, read service levels, exclusions, maintenance provisions, and incident procedures rather than treating a facility’s general reputation as a guarantee. For an owned site, account for the organization’s ability to maintain redundancy and respond effectively.

Uptime Institute’s 2024 survey overview said outage frequency and severity were mostly unchanged from 2023 or showed small improvements, while complexity, density, and extreme weather continued to challenge operators. Those industry observations do not establish a guaranteed uptime advantage for either facility model.

Compare energy performance with more than one metric

Use measured, comparable facility and IT energy data, and consider cooling approach, operating conditions, power sourcing, water where material, and reporting. Uptime Institute reported an industry-average PUE of 1.58 for 2023; its analysis said the average had stayed in a 1.55–1.59 range since around 2020. Legacy facilities affect the aggregate, and newer, larger facilities can differ. PUE helps describe facility overhead relative to IT energy use, but it is not a complete sustainability score or a guarantee that two sites are comparable.

The U.S. Department of Energy’s Federal Energy Management Program offers guidance on IT systems and conditions, air management, cooling and electrical systems, heat recovery, and benchmarking. It cautions that no single design guide can identify the most energy-efficient design for every data center scenario. Uptime’s 2024 overview also reported that fewer than half of data-center owners and operators tracked the metrics needed to assess sustainability and, in some cases, meet pending regulatory requirements. Check current obligations that apply in your location rather than treating that survey finding as legal advice.

Choose a hybrid or phased placement when it fits

The choice need not be all or nothing. Workloads with particular control, latency, or connectivity requirements may remain on-premises, while others may fit in colocation. Account for data movement, interconnection, dependencies, contract terms, and migration cost before splitting or moving workloads. Uptime Institute’s 2024 survey reported 55% of workloads off-premises and said many enterprises still maintained their own data centers; that survey finding describes a common pattern, not a recommendation for every organization.

Make the decision workload by workload

  • Write down workload requirements, forecast growth, and recovery needs.
  • Identify accountable parties for facility, IT, security, and compliance duties under each option.
  • Obtain location- and load-specific capacity and commercial terms.
  • Compare full lifecycle costs, including expansion, migration, and exit.
  • Check staffing and operational readiness for the tasks that remain with your organization.
  • Consider a hybrid placement if workloads have materially different control, latency, or capacity needs.
